To support Elections Canada in their modernization efforts, it was my responsibility to prepare a comprehensive data management assessment of the current applications and their respective data integrations. This work entailed; discovering and documenting current state data architecture, reviewing all data models, noting any security policies and other governance practices.

To prepare for moving forward, it is critical to identify the gaps and propose a roadmap of activities to allow for the migration from current state to target state data architecture. By identifying gaps and opportunities, allowed for making recommended changes and action plans to help manage enterprise data and strategic goals.

The Target state will include a comprehensive Data Management Strategy, Business Intelligence and Decision Support component and Security process points with the appropriate governance (policies, processes and technology) to support the architecture.

In conjunction, one other major aspect to the development of a successful, modern data architecture is to stand up a Data Management Services Working Group. This working group are made up of business stakeholders who will be required to provide the policies, standards, legislation and resulting processes to enable Elections Canada to have a foundational Information Management Governance profile. This IM Governance is crucial to the success of the target Data Architecture and its frameworks.

As a member of the Operational Excellence and I&T Governance team, I am responsible for the development, publication and evolution of the information-related elements of the CMHC’s Enterprise Architecture (EA) Blueprint and Roadmap. The EA team will be responsible for making a key contribution to the establishment and delivery of an effective EA program, and for participating in enterprise architecture activities, global or in other domains (applications, security and infrastructure) including enterprise business architecture. Characterize and develop an enterprise data model

Evolve and maintain an enterprise warehousing strategy and detailed architecture support of Business Intelligence and Data Management Services, while working with Enterprise Architects and key stakeholders

Develop an organizational strategy and plan for the provisioning of three of the eight IM Services: Information Architecture, Data Management and Business Intelligence and Decision Support Services. This project is part of the IM Renewal program (GC IM Strategy) being management and adopted by the RMCP.

Designed the BI Semantic Model to prepare for the virtual enterprise information model, with the governance and data quality components required

As the organization moved towards using Sharepoint as the ‘enterprise portal’, a framework was developed to fold this component into the enterprise Information Architecture (associating the ‘content types’ for example, to the enterprise reference information model to ensure true ‘horizontal’ search capabilities eliminating the barrier of structured and unstructured information); establishing the necessary governance layers to ensure that all information captured, stored and management within Sharepoint repositories adhere to the key Information Management principles (ownership, accessibility and retention) and to create a ‘seamless’ interface between the enterprise data warehouse and the portal’s client facing authoring tools built into the Sharepoint portal.

Worked with Solution Architect to prepare a ‘business semantic layer’ to further enable the business community to ‘self serve’ their individual business information requirements. Working with Microsoft SSAS, their BISM, Reporting Services and PowerPivot technologies as a fundamental component of this architecture layer.

Using the BI Architecture, and the new Information and Process Working Group, two new two successful data marts were delivered to our Finance and Trading users (Budget data mart and the Trade data mart). Following the new framework (including business requirement methods, and new technology stack, the new data marts were developed using the SSAS technology as the data warehouse component, and Cognos v10.1 as the BI/Authoring component.

As Senior Data Modeler for a very large production application, Ms. Potter reviewed the many change requests associated to this application, organized the outstanding problems and created the functional specifications based on JAD sessions with the functional-area experts (clients, developers, database administrators, etc…) and determined the business requirements.

Performed data analysis, and by analyzing the legacy application from a business perspective and determining what the legacy system does, how it works, what it does well, what can be improved upon.

Created a system design document (data map) and reverse engineered the legacy application and its database, using ORACLE Designer, so that was possible to describe what the system was actually doing to the business stakeholders. This allowed the development group the specifics on how to design the new application in order to successfully replace the legacy system.

Designed several data marts to accommodate the Cognos BI reporting requirements dictated by the business users.

As the Enterprise Data Warehouse Lead on the Enterprise Information Model project, Ms. Potter provided project leadership of the team members, developed the project plan and schedule, oversaw the implementation of the project tasks, conducted regular project status meetings with clients, developers, and DBAs, and managed the project plan, scope, and RPS client/stakeholder expectations.

Performed a full reverse-engineer of the twelve legacy databases into Oracle Designer, and maintained the quality and integrity of the data.

Developed a new logical data model (over 400 entities) in third-normal form and then the entity-relationship diagram, using Oracle Designer, to capture the combined information requirements.

A more detailed normalization exercise was then done to eliminate/reduce redundant entities and to provide quality, homogenous data to the clients.

This new logical data model was normalized in third-normal form, or fourth-normal form as required. Meetings were then held with the client/stakeholders to review the new entities and to document all tables, attributes, and relationships, by developing business definitions.

With the new Real Property Services logical data model, the current existing business applications have the ability to evaluate the work effort to migrate their applications over to use the new integrated data model. This migration exercise would support the replacement of the legacy applications.

Designed and documented a data migration plan to support and enable the replacement of the legacy systems to migrate over to the new database structures when their applications were prepared to do so, while maintaining the quality of the data.

Conducted focus (JAD) sessions with the functional-area experts to capture the business requirements. This allowed for the development of the functional specifications. These sessions often involved clients with competing and conflicting agendas, but she was able to work with the groups to build consensus, allowing the project to move forward.

Ms. Potter brought a lot of technical expertise to the project, especially in the use of the CASE (Computer Aided Software Engineering) tool, which was central to the definition, collection and integration of the large amount of data involved.
