LEADERSHIP EXPERIENCE:

Program Manager for the Veterans Affairs (VA) Patient Portal, My HealtheVet (MHV). MHV has over 3 million users and obtained the highest user satisfaction score of any Government Web Portal. Features include the secure access to personal medical records, secure messaging with care givers, online prescription refills and access to several online health related resources. Responsibilities included establishing and adjusting priorities, production and development activities, maintaining compliance with security and other regulations and budget execution. Responsible for 15 separate contracts worth over $50 million dollars and directing 6 Agile Development Teams with over 75 VA employees and contractors.

Project Manager for the Veterans Affairs, Health Data Repository Project, a National Clinical Application providing real time data collection and queries for VA patient care worldwide. Leader for a technical and PMO staff of 40 people and a total annual budget of $24 million dollars. Responsible for the establishment of goals and priorities, work schedules, budget management, contract management, performance monitoring, operational support and the coordination of interfaces with over 12 other projects or programs.

Project Manager for an IT Services Company serving the Federal Health sector. As the Project Manager lead a team to develop a SharePoint Administrative portal to support Medical Research Teams.

Program Manager for the Veterans Administration Veteran Web portal, My HealtheVet. Accomplishments include complying with changing security requirements, implementing a platform technical refresh, platform migration from a VA Data Center to a commercial FISMA high data center, migrated to the Life Ray portal content management software, upgrading the portal to support various mobile applications and implemented multiple interfaces to improve access the patients’ health data. Lead the adoption of the Agile development processes for 6 Teams. Improved the quality of service and customer satisfaction by reducing a defect backlog from 4000+ issues to less than 400 in 18 months.

Project Manager for a Veterans Administration, Health Data Repository (HDR) that is an enterprise Clinical Application. Leader for a team of over 40 people that included Java, Oracle and Mumps Developers, Analysts, Technical Writers, Configuration Managers and Testers. Using a complex enterprise Oracle database system that leveraged data standardization processes, we provided development and operational to support over 250,000 real time transactions with 128 Data Centers and over 12,000 clinicians each workday. To improve performance and leverage advancements in technologies a new platform was designed, procured, and tested prior to the migration. The resulting system improved performance to an average 400ms response time.

Director of Information Systems for a 172 bed Not for Profit acute care Community Hospital, a 99 bed Skilled Nursing Facility, 3 Community Clinics and support for over 30 Physician Offices. Dramatically improved the reliability and performance of a Meditech Healthcare Information System, over 30 other applications and network infrastructure to support the systems. Improvements include significant infrastructure upgrades and development of a new web site. Leveraged existing systems and tools to make a significant reduction of AR days and reduced paper charting for clinicians. Responsible for managing 12 programmers, supporting over 1,300 users and the execution of a $3,200,000 annual budget.

Chief Information Officer (CIO) Responsible for the leading the operations to support 5 medical facilities, 10 local area networks, telemedicine systems and telecommunications in a foreign country. Leader for a team of 15 programmers, technicians and support personnel.

IT Technical advisor and analyst during the Beta test of an integrated hospital based information system (Composite Health Care System – CHCS).

Project Leader for $1 million automation project for the development and deployment of a training facility IT management system for the Navy Medical Department.
