OVERVIEW

30+ years of general construction experience. 17 years of international construction/project management. Varied and extensive experience of pre-contract, post-contract and construction/project management. Experience as a direct employee and as an independent consultant with, for and/or on behalf of:

• Government - USAID, US Army Corps of Engineers, the US Department of Defence, British Army, and the United Nations

Extensive experience of systems and procedures; knowledge of specialist programs, such as FAR (Federal Acquisition Regulations) and EVMS (Earned Value Management System). He has extensive experience of the challenges of applying international Standards in ‘newly industrialised and ‘less developed’ countries and of administering FIDIC contracts. EXPERIENCE

Construction Project Manager, IMC International, Bhola/Patuakhali Districts Bangladesh (April 15 to Jan 17) 66 schools in rural/remote Bangladesh.

Responsible for overseeing the day-to-day operations of 5 contractors building on 66 sites in on Bhola Island Patuakhali province, Bangladesh with 9 of the sites on islands offshore accessible only by small boat. Responsible for supervising the construction work. Worked with the contractors to ensure overall coordination, provided them with advice and make recommendations on their schedules and operations. Ensured adherence to the specifications and conducting quality assurance audits. Formal and informal reporting to the client and the Project Director on construction progress and problems that could affect programme, cost, or progress. Assisted contractors to maintain scheduled progress by helping them to develop solutions to any unforeseen problems. Direct Supervision of a team of Resident Engineer staff (approximately 66 site engineers and support staff.) responsible for supervising the construction work. Checked and approved variation order valuations and clear understanding of claim analysis. Developed a practical QA/QC process. Developed a Document Control process. Contract scheduled for completion 31 December 2016

CONSTRUCTION MANAGER, HKR Architects. Astana Kazakhstan (July 2013 to September 2014) 5 towers, 2-27 story, 2-38 story, 1-78 story

Completely revamped the site supervision team. Developed a mentoring system with the senior ex-patriot engineers mentoring the young junior engineers. Developed procedures for site supervision to work closely with the contractor’s personnel to prevent delays and identify potential problems or issues in advance. Recruited senior engineers, Document Control, and young local engineers for positions on the project. Developed a cohesive QA/QC program for HKR to document and improve performance in-house and on site. Instituted a thorough program for project accountability and documentation of all site activities. OPERATIONS DIRECTOR, Fusion Group. Ukraine (2011 to 2013) Providing General Industrial Construction Services, Civil Engineering Construction Services, Environmental Remediation and Gas Field support services. Provide total Industrial water management, waste water management, remediate ground water pollution, and soil remediation.

PRESIDENT, SCCI-LLC, Afghanistan (2009 to 2011)

Provided full design/build and civil engineering services for a range of defence projects (major projects and achievements follow) plus numerous smaller projects for clients such as General Dynamic, DynCorp, NATO, British MOD, and the US Army.

• Built 7 bridges over fast flowing rivers including setting sheet piles, excavating and placing cast in place concrete columns.

• Kandahar Air Field Base Security for the Dog kennel (explosive detection), housing over 65 dogs, including value engineering which reduced the footprint of the building by 20% ( a reduction in cost of over 15%) while maintaining the capacity of the kennel.

• KBR accommodations at Kandahar Air Field (approximately 12,000 cubic meters),

• USACE Defense Logistics Command project at KAF, 20,000 square meters of building pads and a 50,000 square meter site. (Approximately 48,000 cubic meters) and the new waste management incinerator site, approximately 85,000 square meters and 50,000 cubic meters.

• Concrete construction for the Kandahar Air Field. PROJECT MANAGER, Hill International, Libya (2009)

Field operations for Hill International on a 2.5 billion dollar project for the Al Fatah University in Tripoli Libya, average placement of 1000 cubic meters of concrete per day, plus all other trades and requirements. Oversaw the fit-out of the facilities and maintaining a high level of finish work. Recruited and increased the size of site supervision staff from 23 to 80 in 4 months and maintained a high level of expertise. Revamped the site supervision department into an effective cohesive team able to work around the clock and minimize overtime. Worked closely with the Contractors personnel and developed a team attitude that was proactive and cooperative.

PROPOSAL MANAGER, Consultant. CCE Construction Inc., Bulgaria (2008) US Army Corps of Engineers project in Bulgaria that was 70 million dollars. Directed the pre-planning for the mobilization and start-up. Performed constructability reviews on the design and arranged a proper handover for the permanent team. SENIOR FIELD ENGINEER, Consultant. Raytheon Technical Services Corp, Ukraine (2008) Threat Reduction Contract for the United States DoD as an independent contractor under an SME contract as defined by the Defense Threat Reduction Agency. Duties included developing a construction management process for the implementation of site development of infrastructure improvements as part of the ground radar systems engineering. Write scopes of work for telecommunication process, design/build capabilities. Oversee Government Liaison, zoning, permitting, and commissioning. Responsible for the tendering of projects and site management of projects. A 60 day assignment that was extended to 90 days.

CONSTRUCTION MANAGEMENT CONSULTANT. Raven Group, Russia (2007) Due diligence Construction Management for a potential 1.5 billion dollar project in the planning stage scattered through Russia from European Russia to Siberia and far Eastern Russia. (Rostov-au- Donu, Novosibirsk, Omsk, and Khabarovsk). Developed a firm grasp of the methods and procedures to implement manage and commission major projects in the Russian/FSU administrative system.

CONSTRUCTION MANAGER, PCS Network. (2006-2007)

Project Management, Marketing and Business Development for client – including;

• Restructured Senior Staff of engineers and quantity surveyors to focus on acquiring new work

• Trained staff to tailor proposals to the requirements of the US Army Corps of Engineers

• Introduced new methods for project controls to track projects tied directly to the bid documents and cost controls

• Introduced a system of accountability for senior staff

• Introduced cash flow analysis and projections for projects including forecasting material and manpower requirements in the planning stages

• Restructured design department to integrate engineering with US registered engineering firms for review and corrections, receiving certifications from licensed registered engineers on designs done in Afghanistan. Certification done by US engineering firms.

• Introduced high level professional construction managers and financial reporting for projects and EVMS program into a standard.

PROGRAM MANAGER, UN Office of Project Services, Afghanistan (2005 – 2006) Provincial reconstruction operation from a position of USAID withdrawing funding for the program to increasing funding by 25% in 6 months.

• Instituted a full engineering disciplined design build program at a cost factor almost half of the standard UN costs.

• Reorganized field operations to double construction management capabilities and only increased field operational CM costs by approximately 60%.

• Responsible for all design, estimating, tender, and construction management of a portfolio of almost 165 projects.

• Increased staffing from 6 international construction managers to 2 admin support staff, 1 controller, 6 engineers, 2 project tracking, 10 construction managers and assistant construction managers, a deputy program manager. CONSTRUCTION MANAGER, Various Sites in Afghanistan and Pakistan (2004 – 2005) Site management of various projects for and on behalf of US Army Corps. Of Engineers and Afghanistan National Army.

• Projects ranged in size from 1.5 million dollars to 3.0 million dollars of pre-engineered metal buildings and schedules between 90 and 150 days. Completed 3 Afghan National Army projects in less than 6 months.

• Reported directly to the owners of the company using an EVMS program.

• Took over several projects in trouble. Behind schedule and over budget. Project at Mazar-i-sharif was 8 weeks behind schedule when I took it over. Completed the project in 12 weeks on time.

• Projects were very remote site with little communications. I was completely autonomous with full authority to complete the projects.

• Arranged material and equipment purchases and deliveries in local economy and logistics for material deliveries from Turkey,

• Trucking material through Iran saving several weeks over ocean transport.

• Directed onsite design changes for client without affecting the schedule negatively. Managed multinational subcontractors and employees from central Asia and Turkey. CONSTRUCTION MANAGER, Veritsinas Construction Company, California (2003) Contract work for 5 building, totalling 125,000 sq.ft. PROJECT MANAGER/ SUPERINTENDENT, Centennial Contractors, Arizona (2001 - 2002) Estimating, scheduling, project management and field supervision of numerous renovations, remodelling and repair projects for the Mohave Educational Services Cooperative.

CONSTRUCTION MANAGER, Rantheon Polar Services, Denver/ Antarctica (1999 – 2001) Project management and on site supervision of the total renovation under fast track scheduling of the dining facilities, the new construction of the JSOC (joint space operational center – combined satellite communications center for control of earth orbit satellites) for the US Air Force and NASA, new telecommunications facility for McMurdo Station and waste water treatment facility at McMurdo Station Antarctica

PROJECT MANAGER/ SUPERINTENDENT, Timberline Contracting, Arizona (1996 – 1999) Project management and business development services for wireless communications industry. PROJECT MANAGER/ SUPERINTENDENT, Sun Eagle Corp, Arizona (1993 – 1996) Construction of new build and reconstructions of schools projects; development of Construction Management Systems and training of the Navaho Tribal Development office in Construction Management techniques. CONSTRUCTION COORDINATOR, US Government Bureau of Reclamation (1989-1993) Various phases of Roosevelt Dam Reconstruction, Live Lake Tap, (first live lake tap of hydroelectric power in the world.) using a down hole hammer drill set a shelf at 40 meters deep and drilled a shaft approx. 8 meters in diameter and 40 additional meters deep; drove new power penstock tunnel for the new turbines, set the steel liner in the drilled shaft, placed tremi concrete to secure the steel liner, then finished tunnel excavation and connected power penstock tunnel to the steel liner. Power Penstock tunnel concrete lined, set new 150 MW turbines and connected to the concrete liner in Power Penstock tunnel. CO-OWNER., Intl. Business Development Corp. (1988 – 1997)(Part time) Import/export, maintenance, supply and installation of food processing and farm equipment. Import and export of livestock and wines.
