health education activities; develops annual TB training and education plan; develops and
conducts ongoing educational needs assessments; develops written training policies and
procedures; networks with appropriate community groups and actively seeks out
public/private partnerships; serves as the primary resource for planning and executing TB
meetings, events, and conferences; serves as TB resource for distance learning programs
and coordinates all TB video conferencing programs and activities; coordinates the TB
Housing Incentive Program; determines participant eligibility for program; monitors and
tracks program utilization and need for continued client participation; maintains participant
database; prepares assigned portion of grant applications, narratives, progress reports, and
other documents; provides, coordinates trainings; makes site visits to review local district
record-keeping; oversees tracking of contact investigation records from local health
departments; and serves as the primary contact for the Communications and Education
Branch of the Division of Tuberculosis Elimination at the Centers for Disease Control and
Prevention.
CONTRACT MONITORING
Monitors contracts and other processes for the provision of tuberculosis (TB) related health
care and support services; manages aspects of the request for proposals, memorandum of
agreement, or sole source procurement process; reviews work plans, budgets, invoices, and
periodic activity reports; monitors spending and reviews invoices for accuracy and
compliance with contract.

Monitors contracts and other processes for the provision of Tuberculosis (TB) related health
care and support services by local health districts, agencies, and contractors receiving
federal and state funds. Manages aspects of the request for proposals (RFP), Memorandum
of Agreements (MOA) or sole source procurement process for federally-funded TB services
and other related contracts. Initiates renewal process for contracts and MOAs to ensure
updated document is in place prior to contract/MOA expiration, including preparation of
renewal documents, submission for required OEPI review, distribution to contractors/local
health districts, monitoring for return of signed documents, and return of fully executed
document to contractor/ Health district. Reviews work plans, budgets, invoices, and periodic
activity reports. Monitors spending and reviews invoices for accuracy and compliance with
contract. Contacts contractors for additional information of corrections to invoices, as
needed. Prepares assigned portion of grant applications, narratives, progress reports and
other documents. Maintains contract files.
Assures required reports are received within appropriate timeframes per contract or MOA.
Reviews reports and provides written feedback within 15 working days of receipt of report.
Monitors spending and reviews invoices for accuracy and compliance with contract; submits
for payment within two business days of receipt. Communicates and initiates corrective
action as needed regarding payment issues, non-compliance, etc., within two business days
of identification if the problem. Reviews work plans, budgets, and performance and ensures
necessary changes are made within established timeframes. Ensures corrective action is
taken when dealing with contract compliance issues in a timely professional manner. Follows
the “set aside” policy as indicated in the EO 20 and in the VDH SWaM plan by soliciting
vender quotes, documenting and making awards in compliance with the DPS Agency
procurement and surplus Property Manual. Provides the OEPI purchasing office with the
name(s) and phone number(s) of any potential SWaM vendors, and commodities where few
or no SWaM vendors are available. Successfully completes the required online training

Provides critical support to the Chief Nurse of Institutions and clinical staff within the Health
Services Unit of the Division of Institutions. Prepares maintains and logs quarterly reports for
all of the Regional Nurses to include the CQI Report. Maintains database for the Corrections
Health Assistant Registration; Monitors iDOC as needed to ensure that all policies and
guidelines are accurate and up to date (including adding the guideline to the website so it
can be used statewide). Locates offenders in the CORIS system. Maintains validity of
physicians/dentist in the NPDB. Assists in the preparation of travel vouchers maintain the
monthly credit card statement and complies with all rules and regulations of the eVA
system. Maintains vehicle fleet for Health Services Unit; Maintains all vehicle credit cards
and vehicle maintenance. Prepares vehicle reports for general services. Responds to all risk
management request from the Attorney General's office and any other lawsuits/firms.
Responds to medical record request when necessary. Maintains death records for all
offenders that pass under the care of the VADOC. Initiates correspondence between the
VADOC and the VDH medical examiner’s offices throughout the state of Virginia. Technical
editor for the Health Services Unit on the iDOC website; fulfilling all requests to add media
and content to the website. Prepares minutes or reports of meetings as directed. Provides
back-up assistance to the administrative staff, by troubleshooting computer problems,
assisting with presentations, and ordering supplies as needed.
