My objective is the application of my Technical Writing, Graphic Design, Business and Proposal Development, Access Database Design, and Application Software skills to a technical/engineering oriented company. I have 15 years of experience in this area and feel that I could make a positive contribution to any firm. I have also produced documents outside of the technical area such as a set of procedures for an occupational medical facility. My previous engineering and management experience has given me a strong appreciation for a well written document.

I was responsible for the development of proposals to the Federal Government which included reading and studying the solicitation documentation especially the Statement of Work, Instructions, and Evaluation Criteria; then developing the initial draft of the proposal from the outline including the technical and marketing text plus any required tables, charts, and graphics; continuously updating the document with the team’s review comments; and finally, incorporating all of this information into the final volume(s) of the proposal in the format specified by the customer and submitted as instructed by the solicitation.
My duties included the search for applicable requests for proposals. This work involved researching and tracking new business opportunities. Then, downloading the synopsis information, watching the opportunity websites and updating the status as new information was obtained, and finally initiating the proposal development cycle when request for proposal was released. 2

Included in this work was a contract with the Department of Commerce in which I generated, edited, updated, and/or otherwise helped with the task of documenting the DOC, ITS Temporary Records Information Portal (TRIP) proof of concept project for the National Archives and Records Administration. (NARA). TRIP was a Share Point based document archival system. I also designed several complex Access databases and modified several websites utilizing XML under this contract. In one case I was able to perform these functions to produce a 380 page manual of the policies and procedures for an occupational medical department to the satisfaction of a medical review staff. This document was divided into 26 chapters complete with a master table of contents, a table of contents for each chapter, and an index of terms. To ease the maintenance of the document, since each chapter was a separate file within an MS Word Master document, I developed a document database. This database provided a novice MS Word user the ability to open, modify, and print the master document without inadvertently changing the document’s formatting. As a technical writer I performed the necessary research, wrote the text sections, solicited the review comments, made the suggested modifications, and produced the final documents. I produced a Project Control Manual outlining the steps necessary for the design, development, construction, and testing of major pieces of electro-mechanical automation equipment. I also produced a number of user and maintenance guides for this same equipment.
Management & Engineering Experience:
I was responsible for the development of the documentation describing an administrative program along with the employee training material for a plant site of over 6,000 employees. This documentation consisted of a top level policy and procedure, a set of training slides and student guide, the functional requirements for the program, the program description, and the quality program plan. I worked as a Functional Manager for both a manufacturing facility and a research and development organization. In the manufacturing facility I was directly responsible for 100 personnel consisting of crafts people, engineers, supervisors, and clerks. I was also responsible for the operation's $7 million annual budget and production schedules. The research and development group consisted of 20 engineers and 5 machinists who provided technical support to the joining and coatings manufacturing disciplines, as well as research and development groups.
My job as an Electrical Engineer was to specify, design, fabricate, and help with the maintenance of controls, control systems, and data acquisition systems for all types of automatic welding and brazing systems used in a manufacturing environment. I have designed DC motor controls, arc voltage controls, arc oscillation controls, temperature controls, and arc starting controls. I have incorporated these controls, along with programmable logic controls and microcomputers, to create control systems capable of automatically controlling and sequencing welding and brazing processes.
