Project specific assignments have included infrastructure and public works; exploration, upstream and downstream petrochemical; pharmaceutical manufacturing; transportation; architectural; structural; nuclear; and environmental remediation/restoration construction projects. Experience in research and development sector includes oversight tasks and direct services to national laboratories (Oak Ridge, Livermore, Los Alamos, Pacific Northwest) and at research universities. Technical expertise has been demonstrated in extensive regulatory compliance and litigation support consultation; direct management of technical service delivery and/or construction

EMPLOYMENT HISTORY/HIGHLIGHTS

2015 – 2017; Manager, Industrial Hygiene, Fluor Federal Services, Inc., Paducah, Kentucky. Highlights: Managed the Industrial Hygiene program for the Fluor Paducah Deactivation Project, the work scope focuses on four main tasks: conveying the former United States Enrichment Corporation’s (USEC) facilities from the Nuclear Regulatory Commission

(NRC) to the US Department of Energy (USDOE), deactivating facilities and preparing the site for additional decommissioning and demolition in the future, right-sizing the site’s infrastructure to reflect reduced operations, and environmental restoration. The site was one of the largest industrial facilities in the United States, built at the start of the Cold War and continued active operations until 2013. Originally known as the Paducah Gaseous Diffusion Plant (PGDP), construction began in 1952 to produce enriched uranium, initially for the nation’s nuclear weapons program and later for nuclear fuel for commercial power plants. Environmental cleanup activities at the site include environmental remediation, waste management, depleted uranium conversion, and decontamination and decommissioning. The technical complexity of this task can best be envisioned by recognition of the need for safe cleanup of the environmental legacy resulting from six decades of uranium enrichment for reactor fuel, national security applications and government-sponsored nuclear energy research.

2008 – 2015; Senior Industrial Hygienist, Mission Support Alliance, LLC, Richland, Washington Highlights: Provide technical services in industrial hygiene and occupational safety for the mission support activities associated with the USDOE Hanford site environmental restoration project, the largest such project in the United States. Previous site assignments included the K-Basins Closure Project involving the removal, processing and transport of radioactive water, sludge and debris; closure of the fuel storage basins; preparing the reactors for permanent closure in place, and demolition and removal of support facilities at this former plutonium production reactor site.

This assignment has required transition through multiple DOE prime contractors including Fluor Hanford, Inc. and Mission Support Alliance, LLC (a joint venture of Lockheed Martin, Jacobs Engineering, and Wackenhut Services, Inc.). 2006 – 2007; Contract and salaried consultant for private industry in the Gulf Coast area of the United States; selected tasks required travel to the northeast and western United States. typical assignments included comprehensive industrial hygiene and environmental assessments/consultations.

2005 – 2006; Managing Scientist, Exponent, Inc., Houston, Texas. Highlights: Full charge responsibility for business development, technical oversight, and technical service delivery of projects in the Health Sciences Practice area, primarily within the Houston and greater Gulf Coast markets. Typical projects included damage assessment, characterization, regulatory compliance, conceptual remediation design, technology review, and/or litigation support, especially in the areas of health, safety and/or environmental impact. Typical clients were in the oil and gas production, petrochemical, legal defense, insurance, and educational industries. 2004 – 2005; Division Manager, Environmental Waste Resources (EWR), a Division of Nuprecon, Inc., Snoqualmie (Seattle suburb), Washington.

Highlights: Full charge management responsibilities, including technical direction, estimating, contract negotiation, labor relations, P&L, etc. EWR is an operating division of Nuprecon, Inc., the 9th largest demolition/site preparation firm in the Nation. EWR is an environmental construction contractor providing asbestos, lead, PCB, and abatement of other regulated materials used in building construction; microbial remediation; environmental clean-up and restoration; and related services for a wide variety of clients. Services are provided to residential property developers, commercial property owners, industrial sites, schools, government agencies at all levels, and general contractors. EWR has the distinction of performing the largest abatement project in Pacific Northwest history (South Terminal Expansion Project at SeaTac airport) and superior performance earned a prestigious AGC Construction Excellence Award for that project. Other noteworthy projects include the restoration and closure of former military sites in the western Pacific Ocean, work at Department of Energy sites, and industrial facility decommissioning. EWR personnel have safely worked with site contaminants ranging from Agent Orange to radionuclides and routinely work with such common soil and groundwater contaminants as petroleum products, industrial solvents, pesticides, and heavy metals.

Financial performance included exceeding sales, growth, and profitability goals for the Division. EWR has grown to become the largest asbestos, lead, and microbial abatement contractor in the Pacific Northwest, not including special projects completed outside of the traditional geographic market area.

1998 – 2004; Principal, AMEC Earth & Environmental, Inc., Kirkland (Seattle suburb), Washington.

Highlights: Senior managing staff member proving “seller/doer” marketing and project management for an office of over 100 professionals. Parent company was over $8 Billion in annual sells; local office revenues were over $15 Million annually in specialized professional service fees for projects having a combined construction value exceeding

$500 Million for the same period. Duties included marketing, cost estimating, contract negotiation, technical direction, major project management, staff mentoring, financial performance, and project quality assurance review. Highlights: Significantly expanded the environmental sciences component of this mid- sized firm specializing in niche governmental client markets (US Army Corps of Engineers; municipalities such as the City of Seattle and Snohomish County). Duties included P&L accountability, marketing, cost estimating, contract negotiation, technical direction, major project management, staff mentoring, financial performance, and project quality assurance review.

1996 – 1997; Certified Industrial Hygienist, Prezant Associates, Inc., Seattle, Washington. Highlights: Provided marketing, project technical direction, staff mentoring, and direct performance of technical services for this mid-sized industrial hygiene consulting firm with a strong regional client base. Major new clients obtained for this firm included King County Washington, Foster Wheeler Environmental, and several regional law firms. 1987 – 1996; President/Principal, Environmental Health Sciences, Inc., Bellevue (Seattle suburb), Washington.

Highlights: Owner and Technical Director of this licensed environmental engineering firm; beginning with a staff of 3 and growing to over $6 Million in annual sells with a staff of over 25 employees; firm sold in 1996. Directly responsible for all business management functions, business development, contract negotiations, staff mentoring, and primary senior technical resource for client contact. Significant clients included the US Department of Energy (nationwide), Seattle Public Schools, BP Exploration (Alaska), Department of Defense (Navy/Air Force in Hawaii), and the State of Washington Department of General Administration (Architecture and Engineering).

1980 – 1987; Director, Operations and Planning, and Manager, Environmental Health Sciences Division, Hanford Environmental Health Foundation, Inc./NHS, Inc., Richland, Washington.

Highlights: Served as a senior manager in this non-for-profit firm established (1960’s) to meet the medical, nursing, psychological services, and non-radiological environmental programs for the Department of Energy site near Richland, Washington. Staffing, totaling nearly 200, included physicians, nurses, psychologists, scientists, engineers, technicians and administrative support personnel. Environmental programs included traditional public health services such as water and wastewater surveillance, air pollution monitoring programs, groundwater contaminated plume (i.e., chlorinated solvents) surveillance, industrial hygiene and hazardous materials management. Environmental Health Sciences Division included a major analytical chemistry laboratory and the Medical Division included a clinical laboratory. Specialized services included management of the Emergency Decontamination Facility at the local hospital (for handling injuries complicated by the presence of radioactive materials) and technical support to the US Uranium and US Transuranium Registries (research programs involving radiological dose assessment of nuclear industry workers).

1976 – 1980; Corporate Industrial Hygienist, Union Carbide Corporation, New York City, New York (1979 - 1980); and Manager of Industrial Hygiene, Union Carbide Corporation - Nuclear Division, Oak Ridge Gaseous Diffusion Plant, Oak Ridge, Tennessee (1976 – 1979).

Highlights: Broad range technical support to all operating units of this major petrochemical corporation. While serving on corporate staff, had full charge responsibility of health and environmental protection functions for the Films and Packaging, Medical Products, and Consumer Products (Prestone Antifreeze, Eveready Batteries, Glad Brand Products, etc.) Divisions. Significant responsibilities included the technical environmental support of the defense of a $100 Million class action lawsuit brought against the corporation for alleged environmental contamination and personal injuries of workers at various viscose manufacturing facilities in the United States and Puerto Rico. Case was successfully defended in multiple jurisdictions. Participated as a senior technical resource in a special emphasis program to minimize potential liabilities associated with the manufacturing and distribution of Temek , an agriculture pesticide.

Provided direction of the Industrial Hygiene Program at the US DOE Oak Ridge Gaseous Diffusion Plant during a major upgrade program for this uranium enrichment facility. During the upgrade program, the plant population was over 7,000 and included multiple manufacturing and construction operations. Special emphasis was required for gaseous and other point source air emissions, liquid discharges to the Clinch River and various environmental sensitive tributaries, and a National Bird Sanctuary. Concurrent activities included technical support to the environmental/occupational health aspects of the development of emerging centrifuge technology for uranium enrichment. 1974 – 1976; Industrial Hygienist, U.S. Atomic Energy Commission/United States Energy Research and Development Administration, Richland, Washington. Highlights: Completed rotational assignments in quality assurance, safety program appraisals, environmental impact assessments, technical research and report preparation, and public relations. Subsequent assignments included environmental and safety liaison with mid-level management personnel operating government-owned, contractor operated (GOCO) facilities. Facilities included nuclear reactors, fuel manufacturing and processing plants, research and development laboratories, and related infrastructure on the Hanford site of over 700 square miles.
