Total budget for the overall project was approximately $400M

Led program to establish Quality Control and Quality Assurance standards by the Design-Builder; organized partnering sessions between Design-Builder’s inspection staff and Owner’s auditing staff to clarify roles and establish rapport among stakeholders, resulting in improved cooperation and a dramatic increase in project quality.

Project Manager - Brightwater Conveyance Construction Management

Client: King County Dept. of Natural Resources, Wastewater Treatment Division, WA

On behalf of the owner, oversaw construction of 13-mile long concrete segment lined wastewater tunnel using multiple TBM’s and four deep shafts through soft variable soil conditions with high ground water pressures. Both EPB and Slurry method TBM’s were utilized by three separate prime contractors. Project also included CM and commissioning of a $111M pump station featuring 700HP and 1500HP pumps capable of pumping up to 170 MGD with full generator power backup and extensive SCADA system.

Supervised CM services valued at $32M with staff of over 30 Resident Engineers, Inspectors, Schedulers, Estimators, Cost Control and Document Control personnel.

Direct responsibility for inspections, safety, quality control, schedule and cost reporting, change order and claims management, estimating, master schedule reporting, and document control for 10 construction contracts valued at over $700M.

Facilitated commissioning, risk management, claims analysis, design submittal reviews, staff planning, cost reporting, and CM contract amendments.

Construction Manager - Blue Plains Wastewater Treatment Plant CM

Client: District of Columbia Water and Sewer Authority, Washington, D.C.

Managed 6 contracts valued at over $220M for grit and screenings facility upgrades, primary treatment facilities upgrade, filtration facility pumping system upgrades, site runoff and sampling system, chemical addition system, and miscellaneous improvements to hydraulic gates and piping systems. Performed constructability reviews, negotiated change orders, managed design and contract revisions, and coordinated startup and commissioning activities.

After startup of grit and screenings conveyor system, obtained services of safety consultant and implemented low-cost field changes to address extensive equipment safety concerns. Revisions enabled client’s staff to safely operate and maintain the new facilities on schedule.

Partnered with client and I/C contractor to identify controls logic revisions that could be implemented without major impact to the project cost and schedule; revisions were implemented on schedule and complex change order was negotiated at a reasonable cost.

Developed outage schedule for grit/screening facilities upgrades enabling time to complete work and avoid regulatory fines for client for excess wet weather bypass discharges flows.

Wrote key sections of proposal and led interview team for successful win of Bakersfield WWTP CM project in Bakersfield, CA.

Construction Manager – Lake Casitas Pressure Filtration Plant Design-Build

Client: Casitas Municipal Water AUTHORITY, Oak View, CA

Complete on site responsibility for $11M, 60 mgd pressure filtration potable water treatment plant. Management of construction personnel and coordination with Jacobs’ design staff for civil, mechanical, electrical, and instrumentation construction. Negotiated and managed construction contracts and equipment purchase orders.

Construction Manager - Wastewater Pretreatment Plant Design-Build

Client: Nabisco Foods, Oxnard, CA

Negotiated and managed construction subcontracts and equipment POs and coordinated with design staff for civil, mechanical, electrical, and instrumentation construction. Analyzed and resolved critical concrete tank floor delamination problem resulting in low-cost concrete repairs and on schedule production.

Deputy Construction Manager - Croton Water Treatment Plant Construction Management

Client: New York City Dept. of Environmental Protection (NYCDEP), Bronx, NY

Assisted with supervision of CM staff of 110 resident engineers, inspectors, change order and scheduling engineers, and safety inspectors for $2.3B project with CM fee of $96M. Project included construction of underground 300 MGD potable water treatment plant utilizing dissolved air floatation, with conventional filtration and UV disinfection, three 4,500-foot-long, 18-foot-diameter, hard rock tunnels, utilizing drill and blast and TBM excavation, $87M underground valve and meter chamber, and extensive rehabilitation and upgrades to existing historic water reservoir.
