Professional Accomplishments

Implemented enterprise operational security initiative. Headed the implementation of an operational security program across enterprise utilizing PCI DSS framework. Led the effort in security vendor partnership selection and developed strategy for a hybrid on-premises / cloud implementation. Two years subsequent to program implementation, outside IT security control audit resulted in only two IT security control findings (medium risk)

Gained control of contracts. Reduced IT hard/software maintenance budget $2.5M annually with bringing on-board vendor relationship management consultant. Partnership allowed for driving contract costs down based on market intelligence and benchmark data. Increased awareness of contract renewals and brought insight into total amount of all payments due each month and annually.

Using technology, improved safety of citizens. Led a technology initiative to establish a video conference platform that reduced police officer travel time thereby making officers more available to respond to citizen requests. Migrated IT Maturity from level 2 to level 4. Utilizing the Gartner IT Maturity Model framework moved organization from a reactive IT posture to a Services posture through staffing reorganization, new processes implemented, introduction of new technologies aligned to business needs and creation of key-performance-indicators to measure success. Received IT Governance Board recognition for customer service improvement.

Enhanced business continuity. Re-purposed a secondary siloed Data Center utilizing data replication technology to create a digital offsite storage facility of primary Data Center data and systems. Re-purpose of secondary Data Center reduced capital cost for replication technology and reduced enterprise Disaster Recovery return-to-operations time from 96 hours to 4 hours.

Orchestrated consolidated services. Realizing analog telephony was nearing end-of-life and video conferencing was on the horizon recommended and designed a consolidated network to support Data, Voice and Video services. With implementation of VoIP technology reduced enterprise Move/Add/Change budget by 75% annually and laid the foundation of video conference application usage.

Earlier Roles

Client Services Manager, North Carolina Administrative Office of the Courts, 2000-2005. Recruited staff to create and implement a 24x7x365 Help Desk support team consisting of 21 managers and staff. Utilizing the ITIL framework instituted processes and procedures to improve IT service delivery, reducing change management failures 15% monthly within first year of management. While in this role oversaw the deployment of Voice-over-Internet project, completing project on-time within 24 months and under forecasted $12M budget. Managed a staff of 85 in this position and annual IT budget of $25M. Promoted to Director of Infrastructure and Operations to lead enterprise infrastructure services and become member of IT governance board.

Network Administrator, North Carolina Administrative Office of the Courts, 1995-2000. Recruited and created a team of engineers to support the deployment of wide-area-network services across 256 locations. Acted as project manager for network services deployment effort completing project on-time within 24 month period and under forecasted $15M budget. In this positon managed 60 staff consisting of managers and engineers as well as contractors along with managing an annual budget of $15M. Promoted to Client Services manager to lead both LAN and WAN departments.

Local Area Network Specialist, North Carolina Administrative Office of the Courts, 1988-1995. Created and recruited team of 25 management, engineers to implement and support local area networks in 256 locations across the state of North Carolina. Headed infrastructure procurement, asset management and project management efforts to deploy technology over a 36 month period on-time and within the $10M budget. Promoted to Network Administrator to lead enterprise wide-area-network deployment project.

Operations Support Analyst, North Carolina Administrative Office of the Courts, 1986-1988. Led the effort to strategize technology utilized and project management of enterprise cash receipting application deployment across 256 locations. Promoted to LAN Specialist to undertake local area network project.
