Key Duties & Responsibilities

Chief information technology appointee of the local government reporting to the City Manager responsible for directing the effective and efficient operation of the IT Department.

Leveraged shared services to assist the Baldwin Public Library save over $10,000 per year by helping to eliminate their financial software by adapting use of City licensed financial software. This further helped the City, as Baldwin become a revenue contributor helping to offset City costs for use of General ledger, Payroll, and A/P ERP software. Implemented the necessary network and Microsoft Server technical details to allow separate enterprises communicate to mutual advantage. Worked with ERP software vendor to obtain their support to permit us to become the first municipality to extend access to their software to an external domain. Further, eliminated a backup PRI at the City to achieve cost savings by creating an agreement such that City and Library would provide their respective PRI as backup to the other, after determining the 2nd City PRI offered no needed capacity advantage. Further created a shared redundant Internet connection between the two organizations for automatic failover should one or the other lose Internet connectivity.

Applied for and approved for obtaining multiple grants totaling over $100,000.

Recent website design upgrade and subsequent deployment in April 2016 of an easy to use GIS mapping application for both internal and public usage. Both website and mapping component are compatible with mobility devices in addition to PC approach by adaption of responsive design standards.

Contained and quickly resolved a “Zero-Day” type security exploit that took the form of organized crime rendering data useless by encrypting files and then attempted to extort ransom by offer of payment to unlock the data. The breach was contained to a single department. The infection was then contained and isolated from the rest of the City network. The source computer/user was identified and taken into IT Department chain of custody for latter analysis & remediation. The encrypted files were deleted and restored from a hybrid-cloud disaster recovery system, I implanted three years earlier. Following restoration of group/user rights to files, the whole incident was resolved in a little more than one day. User PC was remediated and user was immediately provided security training review. Currently, I am developing a one on one “Security-Roadshow” that my staff will take to each computer using employee to provide real world “example based” security training. Too many users don’t know what to “be careful of” when somebody suggestions caution opening certain email attachment or provides hyperlinks. People remain the weakest link in the security chain. I am addressing the challenging human element risk vector by implementing a program using human to human, one on one training, containing a varied length instructional agenda dependent and based on individuals existing knowledge level, experience, program design requirements to meet my objectives, and the appropriate time necessary to assure the training is actually effective given individual varied need.

Interim IT Director: City of Birmingham, Michigan 12/2012– 04/2013

Duties & Responsibilities

Appointed head of IT Department following retirement of IT Director. Assumed all of the same duties as retired Director, as depicted above, while still retaining most of my previous responsibilities until two replacement staff members could be hired to begin working under my direction.
