Chief Engineer of Process Safety Management – Safety Officer

Brought several refineries and fuels terminals into compliance with OSHA’s Process Safety Management Standard and EPA’s Risk Management Plan. Additional strengths include unifying and optimizing team efforts during Process Hazard Analyses and Incident Investigations.

Developed and maintained reports for tracking action items from audits, investigations and process hazards analyses.

Facilitated process hazard analyses of refinery operating unit and asphalt and fuels terminals within OSHA mandated deadlines. Resulted in deactivating equipment operating above maximum allowable working pressure.

Interpreted and communicated OSHA’s PSM standard with respect to coverage of refinery processing units. Negotiated management team’s approval to ensure process safety of non-OSHA covered units for in-house purposes.

Led investigation teams to determine incident (safety, environmental and operability) Root Causes utilizing TAPROOT methodology. Facilitated groups of engineers, plant operators, safety and maintenance personnel to make recommendations to mitigate future occurrences.

Represented Clark Oil in meetings with local industry to develop and present rollout of EPA required RMP information to local communities.
