Responsible for directing the functions of the Department's Information Technology Division. Develop and implement policies, procedures and standards for information technology and its acceptable uses for the Department and ensure that they are in compliance with State mandates.
As the CIO, I am in charge of developing and maintaining the ITD budget and responsible for ensuring the continuity of mission critical and essential systems agency wide. Additionally, I represent ADWR at the State CIO Council where I am helping to develop the strategy, contracting vehicles and platform to enable State agencies to deliver their services anywhere and anytime to every Arizonan. Achievements
Migration to new document management system that enables the public to access over 1 million documents online.
Architect and project manager for Recharge system; ADWR is responsible for the oversight of the state water recharger program, this software system automated the calculation of recharge credits resulting in an 35% increase of employee productivity and a more reliable result of the calculations.
Architect for eAR (electronic Annual Reports); web-based water use reporting infrastructure that allows the agency to collect 5,000 annual reports. This tool automatically updates all aspects of the process and reduced the processing time 6 months on a yearly basis.
Payment Collection Gateway project, a web-based payment system that allows the agency to receive electronic payments and updates the enterprise systems with the payment information.
Designer and project leader for ARM (ADWR Report Manager). A centric, iterative repository of queries and reports that allows both employees and public users to retrieve live data from enterprise databases.
Built new generation technology backbone, servers, back-up systems, wireless communications, switches, routers and security systems for new production environment.
Selection and implementation of virtual desktop infrastructure (VDI) that will help reduce the cost and maintenance of end user equipment, while expanding the remote access capabilities.
Oversight the installation and configuration of the disaster recovery site.
After successfully proposing a new “Cloud First” IT strategy we have move 20% of our operation to different cloud base services. With this approach, not only we have save a significant amount of money but we have also gained in our up time for services.

Application Developer - Project Leader

SAE Group is the creator of SatconCS, a multi-tier traffic scheduling and billing application for the broadcasting industry; promoted from applications developer to project leader, responsible of multiple projects for the company and multiple modules for SatConCS.
Responsible for designing and building the Scheduler Module; This module integrates with SactconCS to provide a graphical user interface for scheduling work orders in the system. While working on this project I introduce the route functionality, this feature allowed the user to see a graphical work flow that describe the work that needed to be done.
Queries and Report Manager was another add-on module that allowed the end users to design and share queries and reports to all other modules in the system. This module was particularly interesting because we were able to provide true reporting independence for the user, this means that the end user didn’t need to pay licenses based on the number of users, queries or reports.
Additional duties included building customized online solution to generate reports, performing project management functions, acting as liaison for Spain-based television network, Retevision.

Gobierno del Estado de Sonora – Programa OnlySonora (Hermosillo, Son, Mex) 1998 – 2001
The OnlySonora was a tourism program that allowed foreign vehicles to be temporarily imported into the state of Sonora. Being an innovative program it required a custom made software to track all the transactions and store all pertinent information in a new software system.
I started as the software architect for the OnlySonora program. After the completion of the application I was given the opportunity to join the program as an employee and became the deputy director for it. I was in charge of general management of the program including the operation of both offices (Nogales and Hermosillo) along with all aspects of the technology needed to support all operations.

CFE is the federal owned power company in Mexico, I worked for the regional offices that provided support to 13 power plants in 4 different states.
Recently graduated I was part of the IT group that installed the very first network on the building (120 nodes) and configure TCP/IP for internet access. This opportunity allowed me to learn networking skills since we did not have routers at the time, everything needed to be configured on UNIX servers.
After a few months on this area I was assigned to the application development group where we researched and decided to use our first windows graphical development environment (Delphi), having taken the training I was given the task of preparing a course material to train other employees in the different power plants within the region. After successfully completed 13 courses in the region I started training employees on national basis.
I was also part of software development projects for Human Resources, Warehouse Inventory and Plant Maintenance Control.
