Sr. System Analyst/Subject Matter Expert
Contracted to install Xerox's web based MMIS system, Health Enterprise, in the state of New York in support of the 5 million recipients of Medicaid and other state run programs. Developed solutions to the gaps between New York's current system and Health Enterprise to create documentation which was used by offshore coding teams to enhance the proposed system using an agile approach to development after lengthy presentations to the client.

Major Accomplishments:
Worked with the state support team to review standard adjudication logic in order to develop over 1000 business rules to edit healthcare claims in accordance with New York state mandates.
Incorporated Rate Code, a unique requirement to New York State for pricing Institutional claims, involving the development of 25 new windows with background code to maintain reference data along with new business logic in the form of rules and interface processes
Cognizant Technology - Montana MMIS 4/2013 – 11/2015
Sr. System Analyst/Subject Matter Expert
Contracted to install Xerox's web based MMIS system, Health Enterprise, in the state of Montana in support of the 1.5 million recipients of Medicaid and other state run programs. As the only Subject Matter Expert in claims processing for the Health Enterprise system, my time was split between identifying the differences between the workings of the proposed system claims processing modules and a 30 year old COBOL MMIS system and the testing team who were responsible for testing. The claims component consists of 250 separate modules and over 1000 business rules that contain the editing logic.
Created user stories and gap analysis for explanation to state business analyst and stakeholder
Reengineered business logic found in state’s current MMIS system to find gaps in proposed system
Implemented gap analysis to support migration from ICD9 to ICD10
Supported PMO in submitting detail statuses to stakeholders
Major Accomplishments:
During this time the project methodology changed from Waterfall to Agile incurring a rework of all business requirements into a more decomposed state in order to work the solution in the new methodology. My flexibility in changing direction and knowledge of the methodologies allowed me to create the more detail decomposition from over 750business requirements and keep the project on time.
After coming to the project as a new member and expert, I was able to gain the confidence of the state client and successfully explain all components of Health Enterprise and advise them of the changes that were needed to support their specific requirements.
Xerox State Healthcare, LLC 11/2009 - 4/2013
System Test Lead
As a testing lead for the installation of Health Enterprise for the state of Alaska, I produced the required Testing Strategy Documentation which was a payable deliverable for the claims processing subsystem. This document listed out specifically the level of testing that would be accomplished at each stage of development including the structure of test scenarios, data mining tasks, required forms to document success and failures, and the plan for reintroducing defects back into testing.

Major Accomplishments:
Created a new process to automatically create claims to test claim adjudication edits and business rules using excel spreadsheets and SQL scripting. By also producing required documentation automatically, the time required for an analyst to complete one test case was cut in half.
Xerox State Healthcare, LLC 2006 - 10/2009
Business Analyst/Team Lead
As an initial member of the team to develop a web based Medicaid system to replace the currently marketed Omnicaid, my main responsibility was to collect common business requirements across the states that Xerox held contracts and create business documents for the claims processing subsystem. These requirements included standard reports and letters that would be generated as part of the core Health Enterprise system.

Major Accomplishments:
Selected as a team lead for the claims adjudication subsystem for the state of North Dakota. In this role I was responsible for a small team to identify the special state requirements, document changes in the original use cases and create new business logic for state specific editing.

Support of the newly installed OMNICAID system in New Mexico which replaced a 20 year old COBOL system from First Health which included the coding and testing of all change requests and system defects submitted by the state.
Major Accomplishments:
Designed and coded the automation of Encounter Claims into the MMIS system. Created and presented all design documents, pseudo coding, test package and user documentation supporting the installation for client review and approval.

Consultant to Sun Trust Bank to oversee the analysis that the century change (Y2K) would have on the newly implemented student loan system. The analysis involved in identifying all changes to calculations, client reporting and interfaces to other systems that required student loan data.
Metropolitan Life Insurance 1989 – 1995
Lead System Analyst, Application DBA
Managed the COBOL programs responsible for creating the data warehouse containing Metropolitan Life's Investment Portfolio stock, bond, and real estate transactions. Responsibility included overseeing a team of four programmers and monitoring the status of the actual database and the speed in which queries would run.
Major Accomplishments:
Automated the aging of data into monthly, quarterly, and annual data from the data warehouse utilizing Mainframe JCL, dynamic SQL, and DB2 database utilities which replaced a manual process. Cut the time expended for this project to one evening instead of 3 business days.
Redesigned the retrieval of year end budget details from property managers to a more streamlined approach automating the process and eliminating the need for working over the July 4th weekend. Budgets were finalized by fiscal year end of June 30th.
Continental Telephone (CONTEL) 1983 – 1989

Supported defect resolution on the DCRIS system which contained all the equipment used in providing telephone service to clients.
Major Accomplishments:
Specially selected to develop trouble ticket tracking and incorporate on line windows for data collection using a new window developer which had never been used in the company. This system was installed and automatically created the service tickets to dispatch work crews.
ADP Brokerage Services 1982 – 1983
Programmer Analyst
Developed data entry screens for ADP’s entries of stock investors in the state of Colorado. The online window was designed on a Honeywell Level 6 Mini Computer for collection of data and streamed into a set of mainframe Honeywell COBOL programs which reported the transactions.
