EXPERIENCE
Served as the Environmental, Health and Safety (EH&S) Manager for a large petroleum pipeline company with operations in Oklahoma, New Mexico and Texas. Management duties included:
Coordinated with operation personnel in the management of day-to-day EH&S compliance, regulatory permitting, spill response, site remediation and emergency plan preparation;
Developed annual expenditure and capital cost budgets and managed cost control measures to ensure costs remained in budget;
Implemented company environmental and safety procedures, conducted EH&S training and performed internal and vendor compliance audits;
Developed environmental and safety compliance plans to meet federal and state regulations;
Conducted contractor oversight for Process Safety Management plans for several natural gas and propane facilities.
Interfaced with corporate Pipeline Integrity Group to development and implement environmental and safety procedures to conduct a pipeline inspection program;
Conducted internal compliance audits and developed corrective action plans to ensure future compliance with state and federal permits and regulations.

Served as a Regulatory Compliance Manager for numerous compliance and technical projects over the last 15 plus years. Environmental, Transportation, Health and Safety responsibilities have included:
Multimedia environmental (air, water, waste, land use, etc.) permitting, compliance and auditing;
Conducted numerous transportation and safety compliance audits for oil & gas, pipeline, manufacturing, and waste disposal facilities throughout the United States and Canada;
Implemented and maintained ISNetworld for two EHS consulting firms;
Developed and maintained a U.S. Department of Transportation (DOT) compliance program for an internal pipeline integrity service group;
Developed and implemented health and safety procedures and plans for various project activities;
Development of database systems through an internal web-based compliance management tool for tracking safety compliance for several chemical manufacturing companies;
Completed health & safety and industrial hygiene oversight for excavation activities related to utility installations at areas impacted with hydrocarbons.
Trained as a Radiation Safety officer and oversaw a Naturally Occurring Radioactive Material
(NORM) waste surveying and decontamination program for numerous pipeline integrity activities throughout the southern U.S.
Served as the Environment Licensing Manager for the Comanche Peak Nuclear Power Plant
(CPNPP) Combine Operational License (COL) application for the proposed reactor Units 3 and 4 which was submitted to the Nuclear Regulatory Commission (NRC) in September 2008. CPNPP Units 3 and 4 received its Environmental Impact Statement (EIS) from the NRC in 2011. Project management responsibilities included:
Overall management of the National Environmental Policy Act (NEPA) - Environmental Report (ER), the site characterization section of the Final Safety Analysis Report (FSAR), and several inputs to complete the sites Emergency Plan (EP);
Managed over 70 project personnel, numerous subcontractors and a project budget of over 17 MM dollars;
Responsible for ensuring compliance with the both internal and client’s health and safety programs during the entire two-year duration of the project.
Conducted regulatory interface and stakeholder meetings with various governmental agencies and non-governmental organizations.

EXPERIENCE
My technical experience includes; development of multimedia (air, water, waste, transportation, health and safety, etc.) compliance programs, regulatory permitting/licensing support, environmental impact statement development, acquisition/divestiture due diligence, internal and external audit programs, implementing safety and environmental protocols, site assessments, and implementation corrective action activities. Industries I’ve served include upstream and midstream oil & gas firms, petrochemical, refinery, electric utility, insurance and financial institutions, manufacturing, lumber and transportation industries. KEY PROJECTS COMPLIANCE/PERMITTING/AUDITING
Air Compliance Programs – Houston Oil and Gas Exploration and Production Companies. Client Service Manager for the development of an environmental compliance strategy for three E&P companies to ensure regulatory requirements are meet. Action items included the development of emission inventory reports, Permit By Rule (PBR) Standard Permits, and Mandatory Reporting Rule (MRR) reports, identifying Green House Gas (GHG) compliance issues, Prevention of Significant Deterioration (PSD) New Source Reviews (NSR), Maximum Achievable Control Technology (MACT) notifications, preparation of new and updated Spill Prevention Control Countermeasures (SPCC) plans for facilities in Texas, Oklahoma and Kansas. Corporate Environmental Compliance Program – National Gas Electrical Utility Company. Technical Consultant, responsible for the development of a multi-media compliance program. Duties included Title V Air Permit Renewal applications, New Source Performance Standards reviews, and Wastewater/Storm water discharge applications as well as the development of Compliance Matrix documents for three natural gas fired power plants in Texas, five facilities in New Jersey, one in Pennsylvania and one in Massachusetts. In addition reviewed and updated various emergency response compliance plans.
Corporate Environmental Compliance Program – Houston Based Oilfield Manufacturing Company. Program Manager for development of a multi-media compliance audits and developed a corrective action program to bring the firm into regulatory compliance. To date completed over 50 audits and submitted audit finding reports and corrective action plans. Reviewed and updated Additional activities included preparing 17 facilities for an EPA inspection, two others for TCEQ waste inspections and one TCEQ Title V compliance inspection. Title V Compliance Assistance – Beaumont, Texas Petrochemical Facility. Worked directly with client corporate and facility personnel to evaluated facility operations and compliance requirements according to the facility’s Title V permit. Completion of several certification, deviation, and report and submitted to the regulatory agencies. Facility Audit and Database Development - Houston Based Crude & Products Pipeline Company. Project Manager for a post-acquisition of over 400-facility crude pipeline system in Oklahoma and Texas. Duties included gathering and reviewing environmental information of six
(6) acquisitions /mergers from 1993 through 2008 that formed the current company. After the initial evaluation, the data was loaded into an AccessTM database, which was used by the client to Chris Byerman Page 4
collect environmental expenses from the seller. To date the client has received over 3 million dollars to offset remediation and compliance expenses Supplemental Environmental Impact Statement (SEIS) for the Proposed NRC License Renewal for the Tennessee Valley Authority’s (TVA) Sequoyah Nuclear Plant near Chattanooga, Tennessee. Served as the Environmental Project Manager for the development and submittal of the SEIS for the proposed NRC License Renewal of the facility. Duties included; project scoping, alternative analyses, need for power evaluation, report development, and direct interface with TVA, government agencies and non-governmental organizations, The Final SEIS was submitted to the U.S. Environmental Protection Agency in June 2011. NRC Licensing Study - Southern California Edison’s San Onofre Nuclear Generating Station
(SONGS) in Southern California. Served as the Environmental Project Manager for the Technical Feasibility Study and development of the California’s Proponent’s Environmental Assessment as part of a NRC License Renewal application. Technical task included an EPA 316b cooling tower feasibility study, NEPA analyses, and report development. NRC License Renewal Applications - Entergy’s Grand Gulf Nuclear Station (GGNS) and Waterford Unit No. 3 Nuclear Station. Served as the Environmental Lead for the development and submittal of the Environmental Reports as part of the NRC License Renewal application for the two power plants. Duties include overall project management, technical review of the ER content, calculation verification for the Severe Accident Mitigation Analysis (SAMA) data packages and QA/QC oversight.
Wastewater Permit and Legal Support – Lumber Company, Huntsville, Texas. Currently providing technical assistance and litigation support to renew the facilities wastewater permit which is being contested by a local resident. Duties include: conduct a detailed evaluation of the facility’s wastewater system, the wastewater permit application, the draft TCEQ wastewater permit, and provide assistance to council in the development of a legal brief.
.Integrated Compliance Audits – Major Aluminum Smelting, Process & Manufacturing Company (audits performed throughout North and Central America). Completed over 25 multi-media (safety, air, corrective action, land management, waste, and water) compliance audits to determine the level of compliance for each facility. Worked directly with internal auditors to complete and submit the facility personnel detailed audit protocols. DUE DILIGENCE
Acquisition Due Diligence Projects – Numerous Exploration, Production and Pipeline Companies. Technical Lead on several multi-million dollar oil and gas related acquisitions from 2001 to present. Project responsibilities included direct interface with client’s acquisition team
(EHS, legal, business development, and operations), directed detailed evaluation of data room information & Internet searches with the objective of uncovering “deal breaker issues”. Once the project was approved or bid accepted, duties included a detailed multi-media compliance audit and cost estimate of environmental liabilities.
Acquisition Due Diligence – Petrochemical Facility, Baytown, Texas. Program Manager for a detailed acquisition evaluation for a petrochemical facility located in Baytown, Texas. Duties Chris Byerman Page 5
included overall project management for a regulatory compliance review, Phase I and Phase II Environmental Site Assessments, Wetland Determination assessment and development of a permitting strategy.
SITE INVESTIGATION/RISK ASSESSMENT/REMEDIATION
Groundwater Investigation and Natural Attenuation Evaluation – Houston Based Natural Gas Processing Company. Project manager and safety lead on a hydrogeological and hydro- geochemical investigation at a gas processing plant near College Station, Texas. Duties included development of a groundwater model using BioPlumeIII to estimate plume size, contaminate concentration ranges, plume movement rate, and biodegradation rate over time. Investigation results were presented to the Texas Railroad Commission and the original plan to install an active groundwater remediation system was discarded and the site is currently under a two-year groundwater-monitoring program after which site closure will most likely be received. Site closure using natural attenuation versus a groundwater remediation system is estimated to save they client over 2 million dollars over a five-year period. Hazardous Waste Removal and Subsurface Investigation – Major Railroad Company, Houston, Texas. Completed removal of 5,000 tons of hazardous waste (F034) media from a former creosote treatment facility. Conducted an intensive subsurface investigation and completed a Remedial Investigation Report. Duties entailed work plans preparation, health and safety oversight, waste classification and profiling, construction oversight, transportation coordination, regulatory interface, and project management.
RCRA Industrial Site Investigation and Remediation - Manufacturing Company, Graham, Texas. Project Manager for a RCRA site investigation and remedial construction of a former manufacturing facility that contained a RCRA wastewater treatment plant, five UST’s containing hazardous materials, and a chromium treatment trench system. Field projects included installation of soil borings and monitoring wells, aquifer testing, UST removal, over-excavation, site evaluation for a remedial system design using TNRCC Risk Reduction Rules (Standard No. 2), and construction oversight of remedial activities.
RCRA Landfarm Closure, Groundwater Remediation Modification Plan, and Air Emission Inventory - Major Petroleum Company, Enid, Oklahoma. - Completed a Closure and Post Closure Plan for a RCRA and industrial waste landfarm that was approved by ODEQ and EPA. Completed construction and regulatory compliance activities for landfarm closure. Developed a Groundwater Remediation Modification Plan to discontinue phase-separated hydrocarbon recovery and evaluate natural attenuation of hydrocarbon plume. Completed several Air Emission inventories of the facility's oil/water separator and product storage tanks. RCRA Facility Closures – Major Hazardous Waste Company, Clayton, NJ, Pasadena, San Antonio, and El Paso, Texas. Project manager for closure activities including removal and decontamination of RCRA permitted ASTs, USTs, drum washers, and storage container areas. Management duties entailed cost proposal, permit modifications, waste classification, construction and safety oversight, regulatory interface, and site closure under the Texas Risk Reduction Program (TRRP).

Remedial Investigation/Feasibility Study/Remedial Design Supplemental Report - Major Railroad Company, Bartlesville, Oklahoma. - Completed a remedial investigation of a railroad right-of-way (ROW) that is part of a CERCLA clean-up Site. Duties included completion of a Site Characterization Work plan, a Sample and Analysis Plan, supervision field activities, health and safety oversight, and completion of the Remedial Investigation Report. Additional activities included assisted in the development of the Feasibility Study and Remedial Design that provided a cost-effective solution for the client.
Hydrogeological Characterization Studies and Groundwater/Methane Gas Compliance, RCRA/TSCA, industrial, and municipal solid waste (MSW) facilities. - Completed several geological/hydrogeological studies and over 50 quarterly and semi-annual groundwater monitoring events as well as performed various tasks at various RCRA/TSCA/MSW treatment and disposal facilities in Texas, Louisiana, California, Minnesota, Oklahoma, Ohio, and Utah. Duties included completion of several hydrogeological studies; permit modifications, health and safety oversight, quarterly, semi-annual, and annual reports that were submitted to several regulatory agencies.
