Served as the Interim CIO from May 2015 through July 2015.

Supports the transformation of statewide mental health services, developmental services, recovery services, and forensic services of the agency through enterprise-level technology investments, project and portfolio management, IT operations, and information security for an 8800 employee, $1B annual revenue healthcare system.

Comprehensive management responsibility and accountability across all central office and facility technology domains, including but not limited to: electronic health records, data warehouse analytics services, information security, integration of systems into the state MMIS, production environment support, solutions development and implementation, procurement IT finance, disaster recovery, IT vendor management, project and program management, VITA relationship management, infrastructure services, and IT strategic planning.

Assures agency resources and public funds are used in an effective and efficient manner through adherence to the agency IT strategic plan and the agency’s IT budget, ensures agency business plans and strategies are properly supported by agency investments in technology, and that agency investment decisions comply with the Commonwealth’s IT strategic planning process.

Establishes effective communications and relationships between DBHDS and the Virginia Information Technology Agency (VITA) to align DBHDS with all relevant VITA policies, processes, and requirements; and,

Represents the agency to VITA and other IT vendors as a senior executive responsible for implementing a wide variety of the agency’s business policies through technology initiatives.
