Member of Reachback team involved in analysis of Weapons of Mass Destruction (WMD) with emphasis on nuclear reactors, associated fuel cycle facilities, production of weapons material and radiological dispersion devices. Developed improved methods for modeling nuclear accidents and resulting radiological effects on impacted populations, and applied to Fukushima event. Co-author of Fukushima Dose Reconstruction reports. Holder of DOD Top Secret/SCI Clearance.
Consultant, Mega-Tech Services (6/1999 – 4/2010)
Analysis of safety-related events at commercial power plant and development of data base used in preparing NRC (Nuclear Regulatory Commission) oversight procedures for next class of commercial nuclear reactors.
Developed safety culture-based inspection program for NRC-licensed fuel cycle facilities, including uranium conversion, enrichment and fuel fabrication.
Performed neutron activation analyses of reactor vessel and internals in preparation for decommissioning of Lacrosse nuclear plant, barge-mounted plant Sturgis and nuclear ship SAVANNAH. Modified existing computer codes to meet project needs. Set up operational health physics laboratory onboard SAVANNAH. Principal author of SAVANNAH radiological characterization & nuclear waste classification reports submitted to U.S. Maritime Administration.
Performed technical, cost and schedule assessment of NASA lunar-based sodium/potassium-cooled reactor project. Study focused on risk identification/mitigation. Principal Nuclear Engineer, ILD Power, Inc. (5/2009-9/2009) Performed design basis accident analysis and prepared Engineering Change Recommendations for transition to 24 month refueling cycle, including radiological impact on plant components for River Bend Nuclear Power Station.

Principal Consulting Engineer, Serco, Inc., (5/2002-4/2008) Evaluated Department of Defense (DOD) weapons systems with emphasis on cost reductions in engineering, manufacturing, maintenance and integrated logistics support. Conducted Performance Based Logistics Analysis, including reliability-centered maintenance, for emerging DOD Systems in prototype development/manufacturing stages. Received outstanding performance award from Navy for project cost reductions.
Northrop Grumman Newport News Shipbuilding Inc. (4/1982-11/1998) Program Manager (4/1990 – 11/1998)
Performed market development tasks for company’s entrance into Department of Energy (DOE) nuclear programs including nuclear facilities decontamination/decommissioning, depleted uranium processing, plutonium production, spent nuclear fuel handling/storage/transportation, waste management, and site management.

Managed design of advanced submarine nuclear propulsion systems including development of enabling technologies, and applications of modular construction techniques to submarine production. Managed subcontractors and consultants; directed R&D strategic planning and negotiated funding with DOD. Special Assignment (7/1985-4/1988)
Improved nuclear submarine engineering/construction interfaces and reduced construction rework by application of concurrent engineering processes within a systems engineering framework. Reduced construction rework by 12% resulting in cost savings and schedule improvement. Newport News Industrial, Product Development Manager (5/1982-7/1985). Developed applications of modular shipbuilding construction and Navy nuclear conduct of operations to commercial nuclear power plant industry, including design, construction and plant maintenance. Prepared procedures and designed mock-ups for replacing Boiling Water Reactor recirculation systems. Initiated a radioactive metal recycle program for on-site casting of radiation shielding blocks.
Westinghouse Corporation, Manager, Technology Programs (11/1975-4/1982). Managed $17M of internal and subcontracted programs for liquid metal-cooled breeder reactor development. Appointed to Corporate Fuel Cycle Task Force charged with strategic planning for future nuclear facilities, including uranium enrichment, fuel fabrication, reprocessing and waste management. Led evaluation of international nuclear proliferation issues including uranium enrichment technologies, spent fuel reprocessing, and safeguard of uranium/plutonium stockpiles. Defense Intelligence Agency, Project Leader (3/1974-11/1975). Developed predictive models and conducted assessments/safeguards evaluations of foreign countries’ nuclear reactors, plutonium production, uranium enrichment, fuel fabrication chemical processing facilities, and overall nuclear weapons proliferation potential. 3
