Project Manager, National Fire Department Census for the U.S. Fire Administration
(FEMA).
Received an “Outstanding" rating from the COR's Program Evaluation.
This Fix-Priced Contract was managed to yield a 33% profit.
Developed a marketing plan and materials, survey instrument and provided a Help Desk.
Compiled a mailing list of 40,000 fire departments from 71 data sources, and a census
survey by mail and on line. The code for the Survey Form was MS Visual Interdev 6.0 and
the website was managed with MS FrontPage 2000. The mailing list and survey database
(65 variables) were developed with MS SQL Server 7.0. The census results were geocoded
and imported into SAS for statistical analyses and follow on sample surveys.
Capture Manager - Authored the Technical and Management Volumes of the Proposal for
IT Support to National Highway Transportation Safety Administration (DOT). This was
the winning proposal worth $23 million over 7 years and 37 FTE s.
Assisted DOT transition to Artemis System from Defects Information Mgmt System II
Member of Capability Maturity Model (CMM) Working Group, authored several key CMM
documents. Team Leader for the Project Planning, Project Monitoring and Configuration
Management Groups.
Developed the Business Case for the Security Technology and Infrastructure Requirements
supporting the Modernization Office of the Internal Revenue Service.
PROGRAM MANAGER Dames & Moore, Inc., Bethesda, MD 1991-2000
PROGRAM MANAGER: Managed 25 staff and 7 contracts worth $13.2 million
associated with producing Environmental Impact Statements (EIS) and other Environmental
Assessments (EA) and analyses support for various offices in the U.S. Dept. of Energy
(DOE). Received an "Excellent +" rating on all of the "NEPA Contractor
Evaluations" from the CORs for all of these contracts.
Produced 3 EISs, 3 Programmatic EISs, and 4 EAs for public review and comment. The
legally defensible EISs analyzed potential impacts of technological alternatives/options to
environmental resources. EISs varied in size up to 45 technologies at 8 sites (6000 pages).
Established a Library for data collection, data change control, & resource areas' databases.
Implemented a document version control system as part of the Quality Assurance/Quality
Control program that also included the resource areas' author peer review process.
BUSINESS MANAGER: Supervised 37 staff and $110 million ceiling DOE Defense
Programs Multiple Award Task Order Contract. Provided all DOE and internal
management reports for awarded tasks, and developed the cost section estimates and
reviewed and edited the technical sections of all Task Order Proposals.
CAPTURE MANAGER: Key role in 31 major federal government proposal efforts.
PROJECT MANAGER: The Defense Intelligence Agency's Analysis Center Alternative
Siting Study. The Environmental Protection Agency Toxic Substance Control Act
Premanufacture Notices. The Air Force Pollution Prevention in the Acquisition Process
Studies.
PRINCIPAL ECONOMIST: Expert in public policy analysis, sampling design and surveys,
econometrics and economic forecasting, parametric and nonparametric statistics, benefit-
cost analysis, market analyses, regional economic input- output analyses ssocioeconomic
