OBJECTIVE: Seeking a position as Business Analyst.

SUMMARY: Demonstrated consistent success with twenty years of service to the USAF and as a DOD contractor with experience in: Research Analysis; Program Management / Business Development; Systems Engineering; Military Operations and Training; and International Relations

PROFESSIONAL EXPERIENCE

Research Analysis

• Managed analysis team in support of Global Positioning System (GPS) Directorate. Worked directly with the program manager to ensure their technical analysis needs were satisfied. Conducted statistical and cost/benefit analyses and briefed GPS leaders on results. Analyses helped the GPS Director to advocate for the GPS Program at the Pentagon and on Capitol Hill.

• Led short notice Future Flight Safety Analysis directed by Air Force Space Command Commander. This was a high visibility study due to level of stakeholder interest (military, civil, & commercial) in the rocket launch industry. Developed surveys and led analysis team through interviews with 10 key stakeholders around the county. Facilitated Community of Interest meeting with 60+ attendees.

Provided analysis for phase 1 of a Military Utility Study. Researched technical capabilities, developed stakeholder questionnaire, and interviewed military commands worldwide to determine requirements. Derived measures of merit and key scenarios. Wrote analysis plan used to guide phase 2.

Conducted Civil Position Navigation and Timing (PNT) Analysis supporting civil GPS requirements. Adapted military analysis process to support civil analyses, developed eight innovative scenarios, and provided extensive statistical and cost/benefit analysis to capture civil PNT needs. The study’s results allowed the civil community to make a compelling statement for their future GPS requirements.

Supported study on The Effects of GPS Jamming on the National Infrastructure. Provided in-depth analysis on the potential effects of GPS interference on cell phone usage, border monitoring, and transporting HAZMAT material. The final product both analyzed the impact of GPS jamming on the civil infrastructure and provided a mitigation plan to offset risks.

Program Management / Business Development

• Led business development activities with new and established government clients. Responsible for interfacing with government accounts to include: the Space and Missile Systems Center; Air Force Space Command; U.S. Northern Command; and the Department of Transportation.

• Managed government account documentation through the entire process. Wrote white papers, organized business plans, developed budget estimates and financial reports, prepared statements of work, conducted numerous studies and proposed annual/follow-on tasking.

• Provided project management for a $1.5M annual budget for multiple analyses conducted by a cross- functional team of 18 engineers, research analysts, and software developers. Responsible for all budget decisions on existing contracts. Managed software development program, established requirements, designed tests, and analyzed results to ensure software met analysis needs.

• Managed a team of 15 personnel from 3 companies as proposal manager for $6M GPS Operations Center proposal. Developed the team’s winning proposal strategy, ran daily standup, led win theme development, and insured all products were completed on time.

Systems Engineering

• Established new business processes being utilized by the Global Positioning System (GPS) System Engineering and Integration Team. Organized and facilitated Systems Integration and Technical Interchange Meetings with the government, GPS stakeholders, and development contractors for the three segments of the GPS program. Support resulted in changing previous low evaluation to being nominated by the customer for an Air Force Association Award.

• Participated on the requirements tiger team. Responsible for 100s of GPS system requirements, reviewed and modified requirement descriptions, traced system requirements to each segment (space, ground and user), and determined validation process for each requirement. Responsible for GPS Interface Control Document. Coordinated with GPS development contractors on document changes and scheduled government review boards for document approval.

• Provided systems engineering support to the development of critical Military Planning Software as a subject matter expert for numerous applications. Worked with software engineers to develop applications ensuring successful AOC operations.

Military Operations and Training

• Utilized instructional system development (ISD) skills to design and implement Chief of Staff of the Air Force’s (CSAF) $11.4M training program. Organized training for military personnel assigned to military operations centers worldwide. Redefined training for over 2,000 DOD personnel annually.

• Planned and directed all squadron operations for the 428 Fighter Squadron. Controlled $12M F-111 squadron flying program. Developed training courseware. Scheduled academic, simulator, and flying training for 125 students annually. Managed 40 full time instructors. Recognized expert instructor, selected as the squadron nominee for the commands Instructor of the Year.

International Relations

• Participated in three year U.S. Air Force exchange program with the German Air Force. Worked at the German Flight Safety office responsible for aircraft accident and incident investigations for all three services of the German military. Excellent German language skills, authored articles for the German Forces monthly reports and bimonthly magazine Flugsicherheit (Flight Safety).
