Environmental Safety & Health

•Developed and implemented Employee Safety & Health Plans, OSHA Accident Logs, Mandatory and

Job Specific Safety & Health Employee Training, Contractor and Temporary Employee Safety and

Health Training, Employee Orientation Plans, Emergency Response and Spill Prevention, Control,

and Countermeasure (SPCC) Plans. Developed an extensive and comprehensive safety training

program for employees and contractor which included mandatory safety training for all employees, as

well as job specific training based on each employee job requirements. Developed and implemented

Emergency Response and SPCC Plans.

•Developed Employee Safety & Health Plans, Employee Safety Handbooks, Employee Evacuation and

Fire Prevention Plans, and Training Modules for 500 employees and contractors in 5 company

facilities. Developed Emergency Response and Disaster Recovery Plans, and Spill Prevention,

Control and Countermeasures (SPCC) Plans for the Electric Reliability Council of Texas (ERCOT).

Trained new-hire and existing company employees, evacuation leaders and floor wardens in

•Developed regulatory compliance audit protocol. As Lead Regulatory Compliance Auditor,

compliance with federal, state and local regulations. Selected audit team, led and conducted audit

process throughout U.S. Ensured that regulatory procedures pertaining to manufacturing processes

and employee safety were in place and complied with.

•Launched hazardous materials risk management review process. Identified risk associated with

development, processing, and transportation of hazardous materials through risk management

reviews and workshops. Successfully coordinated risk reduction measures with plant operators and

facility management. Team recommended and implemented risk reduction measures, which

increased safety in product manufacturing. Risk reviews effectively identified high-risk products and

production processes, reduced risk associated with movement and transportation of hazardous

materials.

•Supervised and Coordinated EPA, OSHA, and RCRA Standards. Worked closely with federal state

and local regulators on the implementation of standards for hazardous waste operations and

emergency response (Hazwoper), hazardous waste sites, shipment and disposal. Instrumental in

coordinating and meeting the standards set by the Occupational Safety and Health regulators and the

requirements for organization and training, as well as the use and maintenance of personal protective

equipment for responders and firefighters.

•Developed and managed Responsible Care program for chemical industry. Assigned as company

and industry representative to Chemical Manufacturer's Association (CMA) Responsible Care

Development Committee in Washington, D.C. I was a major contributor to the development of the

Responsible Care codes that are currently maintained as industry standards by all chemical

companies in the U.S. and abroad. Codes include Product Stewardship, Pollution Prevention,

Process Safety, Distribution, Employee Safety & Health and Community Awareness and Emergency

Response.

•Developed/Implemented "HAZ 3" Training. Produced and combined hazardous waste operations and

emergency response (Hazwoper), hazardous materials transportation (Hazmat), and hazardous

communications (Hazcom) training as a three-in-one training source. The implementation of the

combined training included the company's first online computer training source for corporate, regional

and facility employees.

Emergency Response

•Created / Developed / Managed Emergency Response and Spill Prevention Control and

Countermeasures Plans. As Emergency Response Manager and Coordinator, developed, reviewed

and updated emergency and oil spill response plans, as well as Spill Prevention Control and

Countermeasures (SPCC) plans for the electric energy, major oil and gas, chemical, and pipelines

companies, including the Electric Reliance Council of Texas (ERCOT), Chevron, Williams Pipeline

Company, Duke Energy, and Genesis Crude Oil Company. Results include assurance of compliance

with applicable federal, state and local regulations, updated and improved plans for spill prevention

and response for minor, major and sustained response action in the continental U.S.

•Coordinated / Oversaw / Conducted Emergency Training. As Emergency Response Manager,

coordinated numerous hazard waste operations and emergency response operations (Hazwoper)

training programs for spill management team members and qualified individuals. These training

sessions, which also included Preparedness for Response Exercises Programs (PREP) drills and

equipment deployment drills with participation of federal, state and local regulatory agencies. These

training sessions and drills were very effective in preparing and familiarizing facility response teams

and incident commanders with emergency response plans and incident and unified command

operations.

•Cultivated excellent working relationships with federal, state, and local regulatory agencies.

Trust established with regulatory agencies in normal course of business became crucial when major

pipeline catastrophe caused several deaths, extensive environmental damage, and enormous public

concern. When State of Washington removed approval status of all oil spill removal organizations, all

pipeline operators automatically became "out of compliance" with federal and state regulatory

standards. I immediately enlisted EPA and DOE support to train local firefighters in Hazwoper and

equipment deployment drills and reestablish approval ratings for newly established emergency

responders. Within 3 months, my company was declared in compliance; industry regained public

support needed to resume and maintain operations.

•Established Transportation Community Awareness and Emergency Response (TRANSCAER)

Process and Outreach Program. As the primary responder to off-site emergency response

transportation incidents, I developed and coordinated the TRANSCAER process and outreach

program which provided assistance to State Emergency Response Commissions (SERCs) and Local

Emergency Planning Committees (LEPCs). Process provided assistance to local emergency

planners, responders, and the public in identification and assessment of hazardous materials

transported through their community. Process assisted community in development of local

emergency response plans to deal with hazardous material incidents and highly effective in

establishing positive community relations.

•Coordinated Joint Emergency Response Team. I was instrumental in forming a joint emergency

operations team and joint emergency response plan for responding to emergency operations in the

pipeline and production/drilling operations. The result of the formation of the emergency team and

emergency plan was proven very effective in responding to several emergency incidents since it's

conception. The Mineral Management Service (MMS), lead regulatory agency for offshore pipelines

and drilling/production operations, was very impressed with the effectiveness of the responses. The

MMS resulting decision was to use the joint emergency response team as the preferred responder to

offshore incidents when the responsible party is unknown or not identified.

•Participation in Crisis Management Response Actions. With fifteen years in the emergency

response field, served as a member of the Corporate Crisis Management Team and Oil Spill

Response Team (OSRT). This select team provided emergency response support to all company

subsidiaries involving major emergencies and spills/releases involving sustained response action in

the continental United States.
