and hospital systems. I am a strategic, results oriented professional who

modify systems in order to maximize performance. I occupied various roles
in Nassau County government with increasing responsibility ranging from
Director of Community Support Services, Director of Forensic Mental Health
Services and ultimately Commissioner. I served as VP of Behavioral Health
in a large public/private health system and most recently as Chief
Operating Officer in a large non-profit in Connecticut. I am an innovative

Chief Operating Officer
Accountable for the operations of a large behavioral health network with
a budget in excess of $40 million. Supervise Department Heads who manage
mental health, substance abuse and child welfare services to Children,
Families and Adults. Built strategic alliances with funding entities and
collaborative relationships with other providers that resulted in new
programs and revenue streams. Achieved full agency accreditation from
the Joint Commission in two successive surveys.

Vice President for Behavioral Health Services
Member of Executive Management Team managing a large municipal hospital,
nursing home and health centers. Directly responsible for all psychiatric,
mental health and substance abuse services. Reshaped the Department of
Psychiatry to a more effective and responsive service. Assisted the Chief
Executive in Strategic Planning and Budgeting for all aspects of the
Corporation's behavioral health components. Introduced innovative
approaches to the delivery of behavioral health service that emphasized
rehabilitation, client centered treatment and family participation.
Successfully guided the Department through numerous programmatic reviews
conducted by the Joint Commission and governmental regulatory agencies.

Provided Executive leadership, strategic planning, operations and fiscal
management for a comprehensive, community-based public
behavioral health and developmental disabilities network. Transformed the
Department by adopting strong business practices balanced with a commitment
to professionalism, clinical values and best practice standards.
Introduced innovative management strategies that streamlined operations,
enhanced revenue and reduced cost. Developed and administered Departmental
budget in excess of $100 million. Cultivated and maintained highly
productive relationships with all State and Local legislators, regulatory
agencies and providers. Strengthened the system of care for those
individuals and families seeking services for the developmentally disabled.
Introduced, established and implemented evidence based practice
initiatives, including Assertive Community Treatment, Single Points of
Entry and Performance based contracting. Administered the Nassau County
Preschool Special Education Program.
Director of Forensic Mental Health Services 1986 - 1998
Managed and supervised a nationally recognized forensic mental health
service comprised of Court Evaluation and Consultation and a licensed
Correctional Mental Health Clinic situated within the Nassau County
Correctional Center. Managed and supervised a large inter-disciplinary team
of forensic mental health professionals. Conducted evaluations and provided
expert testimony to Family Court, Criminal Courts and Supreme Court.
Provided training to law enforcement, judges, attorneys, physicians and
mental health practitioners .
Assistant Director of Forensic Services 1984 -
1986
Established and administered the County's first licensed Correctional
Mental Health Clinic. Assisted in the overall management of the Division
of Forensic Services. Created and implemented inter-departmental
initiatives addressing the screening and management of detainees who were
at risk of suicide while in custody of the police and corrections.
Director of the Community Support System 1979-1984
Established and administered a community-based network of supportive,
clinical and rehabilitative services for seriously mentally ill adults and
children living in the community. Responsible for budget preparation,
contract negotiation, contract compliance and auditing. Successfully
defended a multi-million dollar State audit.
