Provided a full range of legal advice to the Board of County Commissioners

and County Administration who represent the citizens of Lee County and

managed over 2,400 county employees. Representation included issues

involving procurement, risk management, contracts, landlord/tenant issues,

Sunshine, public records, conflicts of interests, code enforcement, land

administrative law issues in the annual contract administration of $1.1

billion dollars (USD) of U.S. foreign government contracts. Contract

representations included allegations of contract fraud, claims,

modifications, change orders, disputes, terminations and breach of

performance governed by the FAR and DFAR. Reviewed and assisted staff with

drafting request for proposals, solicitations, statements of work related

to leasing of facilities, maintenance, construction, and telecommunications

projects. Prepared cases for trial concerning issues of contractor claims

and fraud to be litigated before the Armed Services Board of Contract

Appeals and Department of Justice. Represented the government in all

phases of labor, employment, and administrative matters. Employment issues

included representing the government in discrimination complaints from

reviewing reports of investigations, preparing motions and discovery,

mediation, and litigation before the Equal Employment Opportunity

environmental issues, and zoning and land use matters before the City

Served as prosecutor at courts-martial, including both bench and jury

trials involving charges of rape, sexual assault, child abuse,

fraternization, theft, and drug use. Represented the United States in

misdemeanor prosecutions in the U.S. District Court of Southern Georgia.

Responsible for a case-load of 10 to 15 open cases at any given time,

making all charging determinations, coordinating investigations, and

negotiating plea agreements. Served as prosecutor at all stages of

proceedings, to include detention hearings, motion hearings, and bench

trials.

Advised clients on numerous legal issues ranging from family and consumer
