Provided a full range of legal advice to the Board of County Commissioners
and County Administration who represent the citizens of Lee County and
managed over 2,400 county employees. Representation included issues
involving procurement, risk management, contracts, landlord/tenant issues,
employment and labor law, collections and public finance, Government in the
Sunshine, public records, conflicts of interests, code enforcement, land
use and environmental law. Responded to complaints by the public,
regulatory agencies and associations. Drafted contracts, correspondences,
interlocal agreements, leases, sale/purchase agreements, ordinances,
resolutions, and memorandums of law.
Significantly involved with most multimillion dollar procurement projects
and construction agreements. Projects included the purchase of real
property, obtaining the necessary financing or grant funding, and
recommending the best procurement process. Involved with all aspects of
the procurement process from solicitation of proposals to close-out of
contracts. Litigated cases involving bid protests, change orders, design &
construction issues, and other disputes on behalf of Lee County and its
various departments to include the Department of Natural Resources,

Reassigned to Saudi Arabia and assumed all contract, employment and
administrative law issues in the annual contract administration of $1.1
billion dollars (USD) of U.S. foreign government contracts. Contract
representations included allegations of contract fraud, claims,
modifications, change orders, disputes, terminations and breach of
performance governed by the FAR and DFAR. Reviewed and assisted staff with
drafting request for proposals, solicitations, statements of work related
to leasing of facilities, maintenance, construction, and telecommunications
projects. Prepared cases for trial concerning issues of contractor claims
and fraud to be litigated before the Armed Services Board of Contract
Appeals and Department of Justice. Represented the government in all
phases of labor, employment, and administrative matters. Employment issues
included representing the government in discrimination complaints from
reviewing reports of investigations, preparing motions and discovery,
mediation, and litigation before the Equal Employment Opportunity
Commission. Provided legal advice and support to managers for employee
disciplinary actions and represented the government before the Merit
Systems Protection Board.

Independently responsible for all legal actions of the defense distribution
depots located in San Antonio and Corpus Christi, Texas. Practice
primarily focused in contract, employment and labor law. Represented the
government in administrative forums such as, unfair labor practice disputes
before the Federal Labor Relations Authority; grievances filed under the
Collective Bargaining Agreement; mediation utilizing the Federal Mediation
and Conciliation Service; discrimination cases before the Equal Employment
Opportunity Commission; employee disciplinary actions before the Merit
Systems Protection Board; Unemployment Insurance Appeals Board; and
personal injury claims under the Federal Employees' Compensation Act.
Managed a caseload of approximately 40 complaints involving race, sex, and

Responsible for all areas of human resources for approximately 150
employees to include employee benefits, workers' compensation, unemployment
appeals, personal injury and establishing company policies and regulations.
Managed procurement purchases for over 75 vendor service and supply
contracts to include reviewing progress payments for on-going construction
projects. Represented client in real estate and commercial transactions,
environmental issues, and zoning and land use matters before the City
Council of Marineland. Served as owners' legal counsel for a $12 million
dollars public municipal bond.

Served as one of four attorneys providing advice and support for all legal
matters affecting the regulations, directives and policies of the Army
Medical Department Center and School. Assigned cases and legal actions in
areas of criminal law, employment discrimination, and contractual matters
relating to intellectual property and research grants. Prosecuted cases at
military courts-marital pertaining to theft, child abuse and drug use &
possession. Represented the government in all aspects of labor and

Represented over 130 service members at military courts-martial,
administrative hearings and minor disciplinary concerns. Defended charges
of rape, child abuse, theft and drug use & possession.

Fort Gordon, Georgia (1992)
Served as prosecutor at courts-martial, including both bench and jury
trials involving charges of rape, sexual assault, child abuse,
fraternization, theft, and drug use. Represented the United States in
misdemeanor prosecutions in the U.S. District Court of Southern Georgia.
Responsible for a case-load of 10 to 15 open cases at any given time,
making all charging determinations, coordinating investigations, and
negotiating plea agreements. Served as prosecutor at all stages of
proceedings, to include detention hearings, motion hearings, and bench
trials.
Legal Assistance Attorney & Disability Advocate
Fort Gordon, Georgia (1990 - 1992)
Advised clients on numerous legal issues ranging from family and consumer
law to disability law. Drafted wills, separation agreements, adoption
petitions, contracts, leases, and other legal documents. Represented
clients at administrative hearings to determine entitlement to disability
compensation. Argued and presented evidence at over 200 administrative
board hearings including expert testimony regarding the extent and cause of
disability. Prepared appellate briefs to administrative agencies.
