As part of the T-X trainer program capture team responsible for maximizing
the use of U.S. suppliers increasing the U.S. content on a trainer
developed in Italy. Worked with suppliers to transfer subcontract
manufacturing from European sites to sites within the United States.

Oversaw spend aggregation initiative to classify annual procurement spend
in excess of $10B per year; in accordance with United Nations Standard
Products and Services Code classifications for all procurements across
corporation; facilitated the creation of purchasing agreements and
measurable compliance agreements. Integrated Zycus software with SAP SRM as
means for identifying item commodities for purchases; all system routings
were configured based on commodity identification. Project was completed on
schedule and within cost constraints.
Responsible for developing common Government small business reporting
process in accordance with supplier diversity Department of Defense
regulations. Programming completed in SAP Business Intelligence Warehouse
with programming assistance in SAP R/3.

Reduced the cost of material spending and improved on-going procurement
process effectiveness through centralized sourcing, supply chain process
improvements, and formation of alliance management teams. Established cost-
saving netting savings of $500M over five years through the use of
commodity spend aggregation; achieved process improvement through reduction
of information technology and personnel costs.

Implemented multi-sector SAP eProcurement System, creating common business
practices between diverse business areas (aircraft, electronics and ships).
Prepared electronic contract catalogs for eProcurement system, resulting

all non-MRP direct material requisitions.

Managed entire supply chain management process from generation of
requirements to disbursement of material to assembly line. Implemented
process-improvement programs for process-based metrics, creating
significant improvements in part supply and part quality. Improved overall
part supply through reduction in shortages from over 1,000 to less than 75.

Consolidated two procurement systems into one system with $1.8B of active
purchase orders, reducing information technology costs and allowing buyers
to consolidate procurements. Implemented procurement card program
accounting for $180M in yearly buyer-less transactions.
Automated procurement process, reducing cycle time from over 40 days to 5
days through automation of purchase order creation processes eliminating
buying transactions in purchasing process

Negotiated and managed Indirect Budgets in excess of $200M per year for
operations and materials departments. Developed material earned-value
management system for DoD reporting. Prepared productivity improvement
plans, resulting in receipt of three consecutive Productivity Recognition
Awards from the U.S. Defense Contract Management organization. Prepared
make-or-buy plans for aircraft programs in excess of one billion dollars.
Participated on teams that implemented decisions to purchase facility for
aircraft assembly line; managed F/A-18 intra-company procurements in excess
of $200M. Directed socio-economic program and achieved highest Government
rating.
