Mr. Flynn has over 20 years experience in the design, engineering, construction, and management of

projects in both the civil/structural and mining disciplines, plus exposure to the petroleum industry. During

this time he has worked and lived in British Columbia, Washington, and Alaska. Several of these related

projects have been located in remote regions where good planning and logistics can make or break a

project. Mr. Flynn’s project-phase experience includes: proposal development, design management,

constructability, project implementation, and project closeout. Mr. Flynn came to Alaska in 2001 to work

on the GEX Electrical Compressor Project on the Kuparak Oil Field (CPF2) and forecast scheduler for

APC Natchiq. He returned in 2004 to work as the lead construction scheduler for AMEC on the

development of a 50-mile access road and site development for the Pogo Gold Mine near Delta

Junction. Mr. Flynn’s most recent experience includes duties as lead scheduler, project manager,

alternate QCSM, civil/structural field engineer, and project engineer on five (5) new buildings and their

associated utilidors erected on the Missile Defense Agency’s Fort Greely, Alaska, property. Mr. Flynn is

also a co-owner in a Canadian company (RGCI) that exists to support companies having challenges with

project management and scheduling concerns; plus Crossroads Consulting LLC (Alaska based S-Corp).

Mr. Flynn is also currently contracting as a P6-Trainer and Consultant for schedule development with P6

and P3.1 scheduling software and has developed an expertise with the COE QCS system inter-relation

with the Primavera Products through his work experiences with the Fort Greely Missile Defense

Program.

2012 (April-December)

TDX Power Project-Engineer, Crossroads Consulting LLC, Fort Greely Future Power Plant (MDA

Project, Boeing Oversight, #41772). Duties included engineering oversight of IFC dwgs&specs,

submittal & RFI processing, daily construction report generation, as-builts and red-lines for drawings

and specifications.

2009/12 (newest listed first) assignments for M2C1 included:

Project Engineering Support for TDX Power Corporation at the Fort Greely FPP Project

Engineer in Training for M2C1 Construction and Engineering: Duties include day to day client

support to include the development of plans, proposals, drawings, sketches, and calculations to

support clients needing SWPPP, sanitary sewer sizing and design, road improvements,

structural designs, and civil improvements.

Project Lead for the 2009 Delta Junction, paved improvements Paved Improvements Project.

Duties include road surveys and pavement design, plan and RFP development, specification

revisions and development, inspections, and payment application processing support.

Project Coordinator for the bid development and execution of the proposed installation of a new

85-person man-camp for Teck-Pogo, Inc., at their Pogo Gold Mine property approximately fifty

(50) miles northeast of Delta Junction, AK.

Other Historic Assignments Include:

Project Engineer, Norcon Inc., Future Power Plant, Ft. Greely, Alaska ($55M). Performed

technical coordination with prime contractor, designers, and owner representatives to ensure

the successful installation of the structural concrete and steel framework for the main building

and utilidor structures. Duties included technical submittal preparation, quality control planning,

and red-line maintenance.

Project Manager/Scheduler, Alternate QCSM Nana Pacific, LLC, DSCS Facility, Ft. Greely,

Alaska ($6.8M). Performed project management and scheduling to include close coordination

with the U.S. Army Corps of Engineers (USACE). Project involved significant technical issue

resolution and quality control oversight. Developed numerous technical and engineering

solutions to constructability issues.

Project Scheduler and Field Engineer, Unit/SKW LLC, Ground Based Missile Defense Program,

Fort Greely, Alaska ($38M). Performed scheduling for the construction of three key facilities for

the missile defense program. Duties included drawing and site reviews to adequately plan and

schedule the project scope as well as adaptation of the project Primavera P3 schedule to

properly integrate with the USACE quality control system (QCS).

Project Planner/Scheduler, AMEC Americas Ltd., Pogo Gold Mine Construction ($280M).

Responsible for the development, maintenance, and reporting all schedules for a 50mile site

access road, underground mine development, surface facilities including temporary camp,

temporary water treatment plant, concrete sectional bridge, permanent camp, mill facility,

permanent power sub-station, ore-conveyor system, truck & equipment maintenance shops,

tailings filtration and backfill plant, tailings dry storage facility, tailings water reservoir, site

access roads, site airstrip and batch plant. Also performed civil site engineering support

inspections and technical evaluations for various construction activities.

Forecast Planner/Scheduler, APC-Natchiq, North Slope-CPF1, Kuparuk, Alaska ($300M).

Planned 35 well-site installations or upgrades in the CPF1 and CPF2 production areas. Worked

with engineers, managers, and superintendents to develop a more streamlined scheduling

process and to incorporate the details of the various sub-projects into Primavera P3 schedules.

Performed updating and reporting on a weekly basis.

Scheduler/Risk Analyzer, Anvil Corp., Bellingham, Washington ($50M). Responsible for

scheduling and risk analysis using Primavera software. Held responsibilities as the lead

scheduler on the engineering, procurement, and installation of an electric downhole-compressor

installation at the CPF2 (central processing facility#2) in the Kuparuk oil field on Alaska’s North

Sloe. Worked with engineering discipline leads to create a realistic schedule for each portion of

the project. Also worked with contractors to facilitate an effective schedule for the on-site

construction and installation of the costly and complex equipment that was custom built for the

project.

I have had the opportunity to work with David Flynn on the Fort Greely, AK DSCS Phase II project

over the course of 2007/2008. Working with David was a pleasant surprise as he demonstrates

project management qualities that are hard to find in recent years. David exhibited the following

characteristics during my interaction with him over the course of the DSCS Phase II project:

Open to new ideas and opinions from contractors, even though he might not always agree with

the current issue, David still took the time to take into account all the factors before making a

decision. David was fair, but firm in handling issues that related to the contracting process.

Created a win/win environment for all parties involved in the contracting process. From

planning through closeout the opportunity was always there to try and find a better solution to

problems. One of the few projects I have be involved with over the past 15 years where all the

subcontractors and the general contractor actually worked together to complete the project.

Dave displayed all the qualities that a corporation would want in a project manager:

Intelligence; Total Commitment to the Project Success; Excellent Communication Skills; Ability
