Experience: Wide background in Project Management, Construction, Design,

and Surveying. Representative Experience includes:

Resident Engineer for the O'Hare Modernization Program that includes the

Relocations of the Bensenville Flood Channel, Irving Park Road and Union

Pacific Railroad. A $35.5M project to accommodate O'Hare International

Airports Future Runways 10C-28L and 10R-28L. Web-based project management

was done through Project-Talk Database. Further description of the project

as follows:

Union Pacific Railroad Relocation onto a new 6,000-ft. (1.2M Cubic Yards)

embankment and onto a 2,400-ft long 20-ft high wall structure using T-Wall

pre-cast structures. Work associated with the project: delineation fence to

reduce Flagging Costs by $150K; utility removal, trench backfilling and

compacting and grouting of existing utilities; Underground Storage Tanks

removed, sheeting Installation at UPRR Cantilever Signal Tower and

Bungalow; Pre-Cast Access Tunnel through the UPRR embankment; Value

Engineering of Fiber optic Casing Design Saving $250k;

T-Wall excavation, undercutting, stone stabilization; crushing concrete

rubble into usable recyclable material throughout jobsite; Assembly,

backfilling and of T-Wall to construct UPRR track corridor; Subballast,

Ballast, Underdrain installation, RR Tie and Track Construction; UPRR Train

Signal Installation; ComEd/AT&T/MCI/Level(3)/NiCor Coordination; Project

funded with $750K of Delay Mitigation to expedite schedule.

Irving Park Road/IL Route 19 Relocation consist of 90K square yards of 10

" PCC Pavement onto the new Alignment. Work consisted of undercutting,

storm sewer, underdrain, geotextile fabric, use of recycled materials for

PGE & capping; traffic signals; roadway lighting and MOT Staging.

Bensenville Flood Channel Relocation consist of 4,500-feet of Double Box

Culvert (8'x15') and 4,100-feet of open channel with 9.2-ft. of drop end-to-

end. Work associated with the project include Box Culvert fabrication &

installation, demolition of existing building slabs, utility & caisson

removal, trench backfilling and compacting and grouting of existing

utilities, Tie in of Irving Park Road Storm Sewer, UST removal and Tier 1

contaminated soil remediation, NFR (No Further Remediation) Site Procedures

and utility Conflicts and Resolutions

Resident Engineer for Congress Parkway Streetscape for the Chicago

Department of Transportation. The $16.6M project includes new utilities,

pavement, ADA ramps, traffic signals, lighting, and improved traffic flow

via new turn lanes and traffic signals. The project was on an accelerated

schedule to accommodate the NATO Summit. In four months, the project's

completeness increased by 20% and $978K+ in line item deductions were made.

Web-base project management using the CDOT database, coordination between

all city departments, IDOT, public and private utilities was a necessity.

Other highlights include: LED Bollards, Planters, Landscaping and

Decorative Trellises for street beautification.

Construction Manager for ISTHA for the realignment of the Dixie Creek Flood

Channel and the Interstate-57 creek to accommodate the new I-294/I-57

Interchange. The $3.4M project consisted of property acquisition, Army Corp

of Engineer Permitting, construction of flood control structures, pile

driving, utility coordination, storm sewer (conventional & jacked),

protective slab for a 10-foot diameter storm sewer for future ramp

embankment, retaining wall construction, maintenance of traffic, erosion

and sediment control and landscaping. Web-base project management using

Proliance Database. Coordination with local municipalities, ISTHA and the

Army Corps of Engineers.

Interim Resident Engineer for LaSalle/Congress Intermodal Transportation

Center for CDOT. The $3.9M extended the station mezzanine, selective

demolition, ADA accessibility, CTA Bus bays & canopies; traffic signaling;

and pedestrian & roadway improvements. Web-base management of project was

done through the CDOT Database. Coordination with the Congress/Wacker Drive

Rehabilitation project as well.

Resident Engineer for IDOT Interstate-57 Roadway Rehabilitation/Resurfacing

from 175th Street to Will County Line (Steger Road). The $12.6M project

consisted of 8.6 miles of Class A patching, milling, HMA resurfacing and

striping operations performed at night under live traffic. Web-based

management of the project was done through ICORS.

Resident Engineer for the Grand Avenue Underpass in Franklin Park,

Illinois. The $20.2 million project consisted of relocating two IHB

railroad tracks 0.2 Miles east to share with the CNRR a new 3-track bridge

over a new depressed roadway. In addition, the project included $250k in

Value Engineering using an H-Pile and lagging earth retaining system and

pre-cast architectural panels with a post-renaissance/baroque design. A new

local street on vacated IHB right-of-way and local street improvements were

also included. Improvements included 4.2 miles of RR track construction,

special waste removal, building asbestos removal; construction and removal

of a temporary road runaround; utility relocations & upgrades; detention

tanks and lift station structures; traffic signals and lighting;

landscaping; concrete caissons for bridge abutments and retaining walls;

steel erection, bridge deck waterproofing; traffic control and protection

and construction staging.

Project Manager for DB Sterlin Consultants for the $52.3 million 11th and

18th Street METRA Pedestrian Bridges and Columbus Drive Underpass for the

Chicago Department of Transportation. The 11th Street Pedestrian Bridge

consists of the removal of the existing bridge and construction of a new

pedestrian bridge over an active METRA train yard that includes

conventional and electrical tracks from Michigan Avenue to Columbus Drive

in Chicago's Grant Park. The Columbus Drive Underpass Project includes the

removal of Columbus Drive for a 200-foot corridor extending eastward from

the new 11th Street Pedestrian Bridge to the Museum Campus Bridge. The 18th

Street METRA Pedestrian Bridge consists of the removal of the existing

bridge and construction of a new bridge over the METRA tracks and train

station. All of the interrelated projects involved utility relocations,

easement allocations, traffic control, tree-tagging and identification,

utility plat design, centerline layout, coordination with METRA, utility

companies and the Chicago Park District. DB Sterlin Consultants was the

primary contributor to topography and survey control. Engineering support

of construction documents, plats of surveys, legal land-survey

descriptions, cost estimates and construction management were also

provided.

Resident Engineer for the 92nd Street Ramps at the Chicago Skyway for the

Chicago Department of Transportation. The $11.3 million dollar project

consisted of the construction of a westbound entrance ramp and an eastbound

exit ramp from the Chicago Skyway to 92nd Street. The project included a

soldier-pile and lagging earth retaining system, caisson and sheeting

installation next to live railroad tracks, modular block wall, project

acceleration, utility upgrades, maintenance of existing mainline roadway,

and live traffic staging. The majority of the work was completed under an

accelerated schedule during the winter of 2004 to meet the March 1, 2004

deadline in order that other Skyway projects could remain on schedule.

Duties include: Construction Management via the CDOT Database, project

documentation, night-time traffic inspection, and coordination of staff,

subconsultants, city inspectors and the Norfolk-Southern Railroad.

Resident Engineer for the Forrest Glen Avenue Bridge over the North Branch

of the Chicago River for the Chicago Department of Transportation. The $2.3

million project consisted of the demolition and removal of the existing

bridge and the installation of 2 spans of pre-cast modular arch bridge

sections constructing a new bridge length of 100 feet over the river. The

project was on an accelerated schedule to have the new bridge open to

traffic in 120 days. The project included temporary sheet piling, H-piling

operations, reinforced concrete, utility upgrades, ornamental lighting and

traffic control. Construction challenges in meeting the 120 day completion

schedule were a 72" sewer outfall at the south abutment from the

Metropolitan Water Reclamations District's Tunnel and Reservoir and the

Chicago River flooding the construction site. Duties included project

documentation, construction management via the CDOT Database, submittal

review and processing, coordination of sub-consultants, city, county and

the Metropolitan Water Reclamation District.

Resident Engineer for CSX Intermodal Freight Yard, Bedford Park Illinois.

Installation and inspection of 2-miles of railroad track in an active

intermodal yard. Work includes survey, sewer installation, traffic control,

railroad switches and signals, pavement rehabilitation and contract

documentation for the $6.4 million project.

Utility Construction Manager for the South Extension of I-355 (I-55 to I-

80): 1996 through 2000. Duties include the coordination of the $34.2

million utility relocation contract involving 231 utility relocations

(power, phone, cable, gas and water lines). Duties include project

documentation, on-site design modifications, change and extra-work orders,

mobilization of acquired tollroad properties, monitoring of project quality

control & progress, on-site inspections, project closeout and coordination

between ISTHA and IDOT personnel, design engineers, government agencies and

public and private utilities. Other duties include the design and

implementation of erosion, sediment and dust control, solid waste

management, well sealing & capping, asbestos removal and building

demolition of those structures on extension of I-355's construction

corridor

Resident Engineer for the Western Avenue Street and Sewer Improvements:

104th to 115th Streets in Chicago for the Cook County Highway Department.

The $1.3 million project was completed ahead of schedule and under budget.

The Chicago 19th ward alderman wrote a commendation praising the resident

engineer regarding the successful project.

Documentation/Construction Engineer for the $32 million Staley Viaduct

project in Decatur, Illinois. The project consisted of a 4-lane, 2500-foot

bridge being built via post-tension and push-launch construction technique

over a sensitive food plant and active railroad yard with numerous utility

relocations. Responsibilities include documentation, pay estimates, billing

preparations, delegation of work force and establishing branch-office

accounts and services. Various field duties include construction layout,

inspection, materials testing and monitoring the launching of the bridge

Resident Engineer for the $5 million Clark Street Viaduct in Evanston,

Illinois for the Chicago Transit Authority's Elevated Trains. The project

consisted of a post-tensioned reinforced concrete bridge with track staging

and roadway work. In addition, assisted with the removal of EPA hazardous

material discovered during utility installations. Responsibilities include

layout, materials testing, documentation, escalation cost analysis and

contract closing.

Project Manager for the Chicago Housing Authority City wide Building

Demolition Project. A Multi-phase $80.8M project that takes High & Mid-Rise

CHA properties through clean-out, utility relocations, asbestos abatement,

rodent control, demolition, material processing, backfilling & compacting,

and site improvements; ninety-percent of building materials from these

sites are recycled. These sites are then made for retail, commercial and

residential development that combines mixed income and market bearing value

to the newly improved property.

Chicago Housing Authority Building Inspector for 2008 Exterior CHA Building

Inspections. Duties include inspection of the exteriors of 22 high-rise

buildings, deficiency identification, documentation of problems, floor drop

plans, report writing & presentations, quality assurance, quantity

estimates and recommendations.

Municipal Engineer for the Village of Franklin Park: Projects included 2004

Street Improvements, Fullerton Avenue Watermain, 25th Avenue Fiber Optic

Railroad/Traffic Signals Network and Elder Lane Sewer/Roadway Construction.

Duties included layout, construction documentation, pay estimates and

coordination with contractors, staff, Water Reclamation District, village

officials and residents.

Project Manager for CDOT Projects: U-2-124/Proposal "J" and U-2-121/Project

"F" and the Chicago Park District Bike Path and design in Lincoln Park from

Lawrence Avenue to Wilson Street. All project included survey coordination,

utility plats, quantity estimates and design.

Project Manager for the Illinois State Toll Highway Authority Annual

Inspection: 1993 through 2000. Responsibilities included staff coordination

and scheduling, inspection of bridge structures, pavement, drainage and

facilities; institute work estimates for maintenance operations; analysis

of pavement; provide consultation for roadway, erosion, hydraulic and

architectural problems; assist in tollway planning and design, profilograph

studies of test pavements; production of detail inspection reports and the

Annual Summary Report used by ISTHA and its bond holders.

Senior Design Engineer for the I-Pass Dedicated Lanes of the Cermak Avenue,

82nd Street and 83rd Street Toll Plazas Duties include staff & ISTHA

coordination, site design, specification writing, engineering estimates and

quality assurance between disciplines.

Resident Engineer for the system wide ISTHA Building Rehabilitation. A $3.5

million facility rehabilitation that included asbestos removal,

coordination of tollway, sub-consultants and contractor staff, EPDM

roofing, contract closing and various sheet metal and architectural detail

work.

Construction Auditor/Traffic Engineer for the Tri-State Widening Project. A

$441 million, 23-mile, multi-contract construction operation performed

under live traffic. Responsibilities include the auditing of construction

documentation, the inspection and corrective action taken against hazardous

conditions to the motoring public, coordination in traffic phasing and

control, night inspection of traffic control lighting and instruction to

contractor and consultants of ISTHA Standards and Specifications.

Design Engineer for the Chicago's United Center Stadium: Home to the

Chicago Bulls and Blackhawks. Duties include the coordination between

private and public utilities, site design, storm water detention, pavement

design, utility relocations, and parking and roadway geometrics.

Structural Inspector for the Chicago Transit Authority using the Track and

Inventory Method to critique the elevated train structures. Assignment also

included die-penetrate test and electrical, embankment and contact rail

inspection.

Design Engineer for the Dan Ryan Expressway and I-55/I-90 Interchange.

Assignment consisted of alignment of mainline and ramps, pavement and

utility relocations design, earthwork calculations, quantity estimates and

IDOT Special Provisions.

Documentation/Construction Engineer for the Route 30 Transportation Center

in Olympia Fields, Illinois. A $25 million highway-railroad separation and

commuter station consisting of five conventional and two electrical

railroad tracks. In addition, various architectural considerations for use

by the general public were constructed. Responsibilities include pay

estimates, quantity books, fuel adjustments and processing IDOT Contracts.

Field duties include layout, materials testing and traffic control

inspection.

Surveyor of profile of the CTA's Lake Street and Douglas Lines for

settlement and failure and performed structural analysis on the Douglas

Incline Elevated Train Structure.

Site Designer for housing subdivisions and commercial properties. Duties

include storm water detention, utility layout, grading, engineering

estimates, roadway design and MWRD Permits

Developed, established and directed a revenue generating recycling program

for a 300-person, 6-story office building (Envirodyne Engineers, Inc. -

Chicago).
