Project Experience
Asbestos Assessment and Management - Schools
Responsible for contracting, training and managing an Asbestos Hazard
Emergency Response Act (AHERA) project that covered more than 23 million
square feet of floor space in public and private school facilities
throughout Florida. This involved development of a State of Florida-
acceptable management plan format and overview of the fieldwork of 6
project teams as well as report generation/review for over 600 individual
Asbestos Management Plans.
Managed professional services work for public schools districts varying
from general environmental due diligence to removing lead-containing
coating from a National Historic registered (1901) fa ade being salvaged to
rebuild Charlotte High School in the aftermath of Hurricane Charley. The
hurricane related work also included the abatement of asbestos, hazardous
and/or regulated materials prior to demolition of many structures in order
that the school and other school campuses could be rebuilt. Also related,
provided sub-consultants to perform radon evaluations of existing and new
schools and pro-active indoor environmental quality consulting for all
district campuses by annually reviewing the school facilities during summer
vacation to facilitate best operations for indoor environments when
students and faculty returned.
Asbestos Survey Management and Review - Various Buildings
Managed and provided technical review of well over two thousand asbestos
surveys, including complicated high-rise, institutional and multi-building
facilities. Many times the information gained from the surveys has
resulted in the design of asbestos abatement projects or development of
operations and maintenance programs for managing asbestos in place when
conditions so warranted.
Asbestos Remediation - Large Office Building
Project managed professional services verifying completion a $3-million
asbestos abatement project in the Marina del Rey / Los Angeles area. This
project involved design considerations that depended upon the then unknown
final disposition of the facility. This required removal of all accessible
asbestos-containing fireproofing from the structural systems of the
building in the event that demolition were the final course of action,
while maintaining the integrity of the building envelope in case
fireproofing re-spray and retrofit became the more desirable alternative
for the building which was functional before and after abatement.
Asbestos Hazardous / Regulated Building Material Surveys - General Services
Administration
Completed the oversight of professional services as a sub-consultant for a
large architectural firm working for the United States General Services
Administration involving removal of large structures to enable building new
buildings. This included an asbestos and hazardous materials survey,
abatement and demolition design and project monitoring and included expert
witness services for the imminent domain function for acquisition and
overview of the subsequent design of the demolition process for a nine-
story hotel in Tampa as well as a long-established television station and
related structures encompassing an entire city block in Miami. This
allowed the construction of two Federal Courthouses to progress.
Due Diligence Assessments - Health Care Facilities
Project management of due diligence surveys for 55 health care facility
sites in 14 different states throughout the United States. The due
diligence level of effort was for a real estate transaction and involved
Phase I Environmental Site Assessments, asbestos consulting and multi-
disciplined building condition surveys (roofing, mechanical, electrical,
plumbing, pavement, ADA, etc.).
Due Diligence Surveys - Real Estate Portfolio Transaction
Project management of over 120 due diligence surveys across the United
States for a major insurance company that had decided to minimize its
investment holdings in real estate. This project was completed in less
than 3 months and met the closing with rapid reporting as deficiencies were
noted.
