Senior Defense Analyst
. Responsible for creating, editing and producing defense planning and
guidance documents used for analysis, modeling and simulation, and war-
gaming by the entire defense community. Edited and published Defense
Planning Scenarios (DPS) for both DoD and Homeland Security. Worked
directly with OSD/PAE leadership in developing guidance and doctrine for
future war fighting scenarios. This greatly enhanced the ability of the
services and departments to justify force changes and realignments.
Analyze forces, units and equipment, operational requirements, and CONOPS
of US, allied and opposing forces. Drafted Multi Service Force Deployment
document (MSFD) for MCO-1 documents. Made specific recommendations for
force sizing to meet various levels of response. As a member of the Study
Support Team (SST) analyzed data used in developing simulation models to
include AMP, Thunder, ELIST, JICM, etc. Responsible for
creating/analyzing vignettes used for lesser contingency operations
(LCO). Provided guidance on converting National Planning Scenarios to a
usable format for DoD. Worked directly with HLD AOs in creating the LCOs
used in the Analytic Agenda. Member of the Joint Concept Steering Group
which helped draft the way ahead for the 10 QDR Roadmaps. This
participation greatly enhances my ability to look at the direction the
next QDR should take.
Headquarters Air National Guard, Plans and Programs Division 2003-2005
Chief, Global Mobility Plans and Programs (Lieutenant Colonel)
. Led a team of six that coordinated with Major Commands, DoD senior
leadership, HQ USAF, and congress on planning, programming budgeting and
execution (PPBES) for all Air National Guard Mobility assets. Briefed
senior Senate leadership on changes which would enhance the capabilities
and effectiveness of the ANG and DoD as a whole. Responsible for POM
development, planning and executing force structure, manpower and
budgetary requirements and changes for nearly 40 ANG units, 400 aircraft
and nearly 20,000 personnel. Heavily involved in BRAC, making
recommendations for force structure movements and operational
requirements. Worked hand in hand with the QDR office to craft inputs for
the ANG and AF Global Mobility assets creating a leaner more available
operating force while saving billions in overall budget authority.
Air Refueling and Special Mission Aircraft Program Manager (Major)
1997-2003
. Managed an Air National Guard program throughout the PPBES cycle with a
$1B annual operating budget, over 230 aircraft at 26 operating locations
and more than 10,000 personnel. Personally developed all POM inputs for 6
POM and APOM cycles. Directly responsible for the realignment and force
structure roadmap for the entire USAF air refueling fleet which will save
nearly $3B over the next six years. Through quantitative analysis
developed an air refueling capability roadmap which allowed for the
retirement of 25% of the fleet but resulted in a net loss of only 13% of
the operational refueling capacity. Helped create the tanker replacement
Analysis of Alternatives and was a key member of the Tanker Requirements
Study FY05.
