which financed 50% of the first hotel, with business plans to expand in Mexico to a total of 50 wholly owned properties. Deployed
first unique proximity card security system to enhance customer security while decreasing operational costs by 70%. Helped
implement operations of each property by using only 7 staff members. In charge of all IT and Technology Planning, Operations,

Responsible for all systems, technology development, operations and loan servicing activities. Helped develop the business case and
legal proceedings paperwork to obtain a limited consumer credit financial banking permit for the company under the SOFOL Act in
Mexico (only 6 existed as of Dec 2004, 34 as of May 2008). Planned, designed, implemented and advised in obtaining the financial
systems required to operate the company and operate according to the banking rules of the country. Was part of the team that
raised over $7.5M in original working capital. Helped increment consumer credits from 200 to 1,800 in a 4 month period when
company was in initial stages. Help in performing sale of 100% of the company to large financial group for a total capitalization of
$40M USD. Was awarded the Top 100 CIO magazine award in Mexico, 2008 for being a true business enabler for the company.

and governmental agencies worldwide. It operates in two segments, Verizon Wireless and Wireline.
As VP: In charge of Global Sourcing Initiatives for IT Development and BPO, Technology Strategic Planning for funding and
technology investments for IT and application security practices for al systems. Managing over 1,500 FTE worldwide with own India
subsidy in Chennai which grew from 80 to 8,300 for the working years. Proposed a strategy to receive alternative means of IT
funding using strategic business cases to fund $117M for first year of plan, and $350M followed accordingly. CIO direct report for
managing a large staff of security staff to provide security protection for systems at application and network levels. Head of cyber-
security coordination in IT for union contract negotiations.
As Director: In charge of designing, implementing and delivering several enterprise (OSS) ordering, billing, provisioning, customer
care/repair and E-Commerce architectures for GTE Business Units, including international partnerships. Before the acquired title,
held position as Member of Technical Staff and Senior Systems Engineer. Managed several key projects with groups from 5 to 60
people which included developers, system engineers, graphic designers, consultants, marketing and business analysts. Part of a
team that designed, implemented and supported the fi rst Open Market Transition gateway for GTE’s Operation Support Systems
due to the FCC 1996 Telecom Act and GTE’s internal IT restructuring. Company savings and revenue was calculated at $5M per ye ar.
Elaborated the Business Case and then designed, implemented and supported the first Business-to-Business E-Commerce Solution
for GTE NS Wholesale Markets, which resells telecommunication services to other major companies and provides ordering of the
services on the Internet. The system’s high-available, fault-tolerant scaleable design is reused throughout GTE’s Business Units E -
commerce initiatives. The cost revenue and savings exceeds $10M per year for GTE. The system’s architecture was implemented i n
GTE Wireless, GTE Internetworking, BCTel/Tellus, CODETEL and CANTV. Part of a team that designed the new ordering system of GTE
NS for customer care centers, particularly the network design and load distributed system. Consulted and advised in the purchasing
of software/hardware needed to run GTE’s data systems and acquisition of enterprise software licenses and software development
and systems partnerships with Microsoft, SUN-AOL-Netscape and IBM. Developed and documented a corporate wide technology
forecast framework, which identified and communicated the core tec hnologies to the Office Of the Chairman (OOC) and GTE’s
Senior Management. Proposed recommendations on VoIP, WLL, xDSL, LMDS, FTTH/C/N, LEOS, TONICS-WORLDWIN, Intelligent
Agent technology and Internet technologies presentations. Completed presentation and research into Wireless Local Loop and LMDS
technologies while assessing economic and technical feasibility as well as GTE’s opportunities. Developed and implemented a
systematic process of periodically identifying and communicating to GTE’s senior manageme nt core hardware and software
technologies which impact, as threats or opportunities, GTE’s business units. Courses on the technologies that were selected were

As Senior/RF Engineer (TOP SECRET): Designed, developed and built a real test-bed technology to be used in the study of connected
simulation technology. Created the technology software to simulate and model network entities with learning capabilities, basic
packet response and real network behavior in real-time. Presented and demonstrated the technology to management and internal
development program managers. Documented and established the design rational of the technology for future reuse. Designed a
PDH frame structure, Associated Signaling and SS-7 Signaling overview course that was presented to members of the team as well as
management. Developed and demonstrated network management functions using SNMP and prepared a course overview. Created
an AI tool that filtered network information for use in the modeling and simulation of Information Warfare. Performed system-
engineering design in support of Information Warfare, advanced technology and commercial ventures. Worked with Java, C++ and C
on Linux, Solaris and NT. Setup data networks using ATM, CISCO routers, Bay Network Switches and proprietary systems for the
support of the technology explained. Proposed, designed and managed the first in-building RF coverage application for the region in
the GTE Technology Solutions Center in Fort Wayne. Developed RF design plans, frequency coordination letters, FAA requests,
microwave planning, switch turn-up documents and traffic reports for the growth and maintenance of the Indiana, Kentucky and
Tennessee cellular networks. Developed software to accelerate the process of frequency retuning, generating switch documents,

Designed and implemented the business case, operation and technology for the newly formed telecommunications company in
Miami. Helped raise over $300K, and moved operations to Mexico. Negotiated exclusive contract and partnership to wire low-
income housing developments for the largest construction company in LatinAmerica, Grupo GEO (GEOB.MX). In charge of the
architecture design, operations and strategic development of the company; Board Member - Vice President. Designed and
implemented the first 2,000 homes, 3 Schools and 2 large commercial centers prototype project in the state of Mexico, using VoIP,
FTTN and Ethernet to the Home technologies. Negotiated contracts with construction company, equipment vendors, fiber and cable
vendors, local municipalities and government. Helped writing and implemention of the license documentation required to operate
local phone, video and high-bandwidth Internet access in Mexico with government authorities (COFETEL-SCT). Held negotiations
with local service providers: Telmex, Axtel, Maxcom, ATT(Alestra), Marcatel, CableCom and MCI(Avantel).
