Internet Security transition from Level 3 to Verizon, PCI DSS

compliance preparation, SharePoint 2010 Project Collaboration System,

CAI EXPERIENCE (October 2009 - April 2011)

PENNSLYVANIA COMISSION ON CRIME AND DELINQUENCY

PROGRAM MANAGER (OCTOBER 2009 - APRIL 2011)

Led team in the development and deployment of a rich internet

application which is utilized by the State Police and 67 counties

across Pennsylvania to process and track License to Carry Firearms

applications and permits. The application provides the ability to

capture demographic information from a driver's license, generate

standard correspondence and reports based on various workflows and

produce a standard permit, including digital photograph and signature.

The system was developed using .NET, SQL 2008 and SSRS. Project

included database conversions from legacy systems to create a new

central repository for the State. Responsible for development of

Project Charter, Governance Plan, Schedule, Functional Requirements,

Test, Training, Implementation and Knowledge Transfer Plans. Project

encompassed the full System Development Lifecycle including

requirements definition, design, development, testing, implementation

and post implementation support. Responsible for all project

management activities, including project planning, tracking, client

status reports and status meetings with the State Police, Sheriffs

Association and Project Oversight and Advisory Committees.

CIBER EXPERIENCE (APRIL 1999 - September 2009)

PENNSLYVANIA GAMING CONTROL BOARD

PROJECT MANAGER (OCTOBER 2008 - SEPTEMBER 2009)

Led team in the development of an IBM FileNet ECM solution which

included conversion of documents stored in SharePoint containing no

metadata to indexed documents with full text search capability in the

FileNet repository. Project included implementation of a scanning and

indexing solution utilizing Kofax Capture and a Case Management

solution utilizing Business Process Framework (BPF). Responsible for

the requirements definition, design, development, testing, and

implementation phases. This project included working directly with

client user groups to define functional requirements including business

process reengineering, developing and obtaining client acceptance of

prototypes, system testing, user training and user acceptance testing.

Responsible for all project management activities, including project

planning, tracking, client status reports and meetings.

Project Manager (July 2008 - October 2008 )

Contributed to numerous multi million dollar proposals. Developed

project schedules, WBS, approach, staffing plans and budgets.

Contributed to best and final offer negotiations resulting in contract

Maryland Department of Transportation State Highway Administration

PROJECT MANAGER (JUNE 2007 - JUNE 2008)

Led team in performing a feasibility study for an enterprise Human

Resource Application and Data Warehouse. Facilitated client meetings

and analyzed client's existing systems technologies and capabilities to

identify the 'as is' state while capturing high level requirements to

determine 'to be' state. Recommended alternative options for the

transition from the "as is" to the "to be" state. Led team in

developing mission, objectives, goals, critical success factors, high

level requirements, impact analysis, total project costs, schedule,

cost benefit analysis, return on investment and a conceptual design.

Developed a comprehensive Risk Management Plan including risk

identification, assessment and strategies for threats and opportunities

following PMI guidelines. Responsible for all project management

activities, including development of a Statement of Work and cost

estimates for Phase I of the project, project tracking, client status

reports, client meetings and presentations. Phase I of the project was

completed on time within budget with a high degree of client

satisfaction. Developed SOW, project schedule and budget for Phase II

of the project. Phase II consisted of developing a comprehensive

Project Management Plan and project schedule, Functional Requirements

Document and Test and Evaluation Master Plan. Phase II of the project

was completed on time and under budget with a high degree of client

satisfaction.

New Jersey Department of Transportation

PROJECT MANAGER (APRIL 2005 - JULY 2007)

Led team in the development of an Automated Procurement Requisition

Workflow system for the New Jersey Department of Transportation

utilizing FileNet's P8 product suite. Responsible for the requirements

definition, design, development, testing, implementation and support

phases. The system is used by internal users to complete and submit

purchase requests utilizing eForms. Specific portions of the eForms

are completed, reviewed and approved or rejected, based on predefined

user group roles, using automated workflows and electronic signatures.

After the purchase requests have been approved, XML extract files are

created to import into legacy systems. eForms are also being used to

create receiving reports, which reflect entire and or partial receipts

as well as receipt history. This project included working directly

with client user groups to define functional requirements including

business process reengineering, developing and obtaining client

acceptance of prototypes, functional and technical design, system

testing, user training, user acceptance testing and knowledge transfer

to the client' s IT staff. Responsible for all project management

activities, including project tracking, client status reports and

meetings. Project was completed on time, within budget with a high

degree of client satisfaction. Negotiated with the client, proposed

and sold $500,000 of additional of services following the initial

project implementation. Led and contributed to numerous ECM proposals

which including oral presentations during this period. Continued to

provide Post Implementation support services, including the design and

implementation of numerous enhancements and upgrading from P8 3.5 to

4.0, after initial system implementation.

Project Manager (January 2005 - April 2005)

Contributed to numerous proposals including a state contract valued at

over $140,000,000. Contributed to the strategic direction and planning

for the proposal, which resulted in CIBER being selected as one of the

finalist. Prepared for and participated in the in oral presentation

portion of the vendor selection process for this contract. Also led an

in house project designed to automate reporting of all project metrics

for the CIBER Harrisburg branch.

Pennsylvania Infrastructure Investment Authority

PROJECT MANAGER (MAY 2004 - DECEMBER 2004)

Led team in the requirements definition, design, development, testing,

implementation and support phases of a WEB based application. The

system was developed using .NET, SQL, Far Point's Spread for WEB and

Crystal Reports and included the development of custom workflows, event

driven email notification and the integration of a complex security

model which restricts user access rights based on predefined roles.

The system will be used by internal and external users to track the

status of construction projects funded through PENNVEST and provides

the capability to create a project budget from bid sheets, manage loan

increases and decreases, create, review and approve eligible project

costs, invoices, payment requests and change orders and control

contracts electronically. This project included working directly with

client user group to define functional requirements including business

process reengineering, developing and obtaining client acceptance of

prototypes, functional and technical design, system testing, user

training, user acceptance testing and knowledge transfer to the client'

s IT staff. Responsible for all project management activities,

including project tracking, client status reports and meetings. Project

was successfully completed on time with a high degree of client

satisfaction. Proposed and sold $50,000 of additional services during

the engagement.

Pennsylvania Department of Revenue

PROJECT MANAGER (FEBRUARY 2004 - MAY 2004)

Led team in analysis of new Wage Garnishment legislation, and existing

system capabilities resulting in a recommended wage garnishment

workflow process. Major Deliverables that were produced included a

Wage Garnishment Business Process Workflow Model, Organizational Impact

Analysis, and Review of existing system capabilities, Proposed Wage

Garnishment System reflecting systems impacted and new system

requirements. Responsible for creating cost model, project plan,

client status reports and conducting weekly client meetings. Project

was successfully completed on time within budget with a high degree of

client satisfaction.

Pennsylvania State Civil Service Comission

PROJECT MANAGER (JULY 2003 - APRIL 2004)

Led proposal development and negotiated with executives of the

Pennsylvania State Civil Service Commission resulting in a $500.000

contract to implement an Electronic Document Management System. The

system utilizes Medium and low-speed scanners, the FileNET Panagon

product suite for Content Capture, Content Management and workflow

processes. The system is also integrated with other client WEB and VB

applications. Responsible for all Phases of System's Life Cycle,

requirements definition, system design, construction, developing and

executing system test plans, providing end user training, and knowledge

transfer to IT resources. Responsible for creating proposal, cost

model, project plan, client status reports and conducting weekly client

meetings. Project was successfully implemented on time within budget

with a high degree of client satisfaction. Also developed, presented

and sold two follow-on contracts.

Pennsylvania Department of Revenue

PROJECT MANAGER (SEPTEMBER 1999 - JUNE 2003)

Led several teams in the analysis, design, construction, testing

implementation and production support phases of a scalable Enterprise

Content Capture (ECC) system for the Pennsylvania Department of

Revenue. The system utilizes high-speed scanners, performs OCR/ICR and

2D bar code recognition, performs electronic data transfers and has

numerous VB and WEB based custom applications using a SQL database.

The system captures data and images from more than 10,000,000 documents

per year with more than 150 different form variations. Responsible for

creating proposals, cost models, project plans, client status reports

and conducting weekly client meetings. Responsible for simultaneously,

orchestrating and managing FormWare, Custom Application, Testing,

Documentation, Infrastructure, and Production Support teams as well as

coordinating with third party software and hardware vendors. Directed

teams in the development of numerous customer deliverables including:

an ECC system capable of processing Tax forms utilizing a combination

of Key from Image, Key from Document, Character Recognition and 2D bar

code recognition workflows. Additional responsibilities included

oversight for the development of user and system documentation, system

testing, user training and acceptance testing. Phase I of the project

spanned September 1999 to October 1999 and consisted of analysis of the

existing capabilities and requirements of the Department's Data Capture

systems. Deliverables that were produced in this phase included system

design specifications, system architecture, required hardware and

software components, project plan, and cost estimates. Phase II of the

Project spanned November 1999 through June 2000, was budgeted at

$2,000,000 and was completed on time and under budget. Developed and

sold proposal for Phase III of the project, which spanned July 2000

through June 2002, budgeted at $5,500,000, which was completed on time

and under budget. Developed and sold proposal for Phase IV of the

project, which spanned July 2002 through June 2003, budgeted at

$2,300,000, which was completed on time and under budget. Developed

and sold proposal for continued technical support of the project. Also

led and or contributed to several other client proposals during this

period.

Pennsylvania Association of Realtors

PROJECT MANAGER (JUNE 1999 - SEPTEMBER 1999)

Led team in the development and implementation of a desktop

application designed to assist realtors in the creation and automated

population of standard real estate transaction forms. Responsible for

client communications, developing, executing and tracking project

plan. Additional responsibilities included oversight of the

development of user and administrative documentation as well as system

and user acceptance testing. Led the development team to implement an

application that was acceptable to the client within a four-month

period, after previous teams had attempted to develop an acceptable

application for more than a year.

Pennsylvania Department of Transportation

PROJECT MANAGER (APRIL 1999 -MAY 1999)

Led teams in requirements determination phase of an Electronic

Document Management System. Directed teams in the development of

numerous customer deliverables including Summary Report of Potential

EDMS Applications, Technology Standards, Enterprise Wide System

Requirements and Organizational Change Recommendations.

INFRASTRUCTURE MANAGER (APRIL 1996 - APRIL 1999)

Led several teams in the development, implementation, and production

support phases of an Electronic Document Management System using

imaging and workflow technologies. Responsible for simultaneously

orchestrating, leading and managing Software Configuration Management,

LAN/COE, Production Support, and Systems Integration Teams.

Established and maintained positive customer relations. Directed

teams in the development of numerous customer deliverables including;

Site Surveys, Software Product Specifications, Configuration

Management Plan, System Integrity Plan, Business Continuity Plan, Back

up and Recovery Procedures, Systems Installation guide, Operators

Manual, Production Support and Staffing Plans. Successfully

coordinated and managed activities of teams located at five different

geographic locations. Other responsibilities included selection and

Raleigh Systems Support Center

SYSTEMS ENGINEER SUPERVISOR (OCTOBER 1995 - APRIL 1996)

Simultaneously led the successful development of three software

application projects within the General Motors, Health Care, and Local

Government business units. Led teams in analysis of Customer

Requirements, Customer meetings, development of work breakdown

structures and project plans. Responsible for salary administration,

performance reviews and employee development for a staff of 25, while

functioning as the supervisor for 15 external contractors. Conducted

team interviews and hiring interviews. Negotiated a fifty percent

discount and scheduled technical classes with external vendors in

order to retool staff in Power Builder. Developed and successfully

implemented a change control process for the entire support center.

SPRINT UNITED Account

SYSTEMS ENGINEER SUPERVISOR (JANUARY 1994 - OCTOBER 1995)

Led a design team of sixteen Systems Engineers in the development of a

local exchange carrier billing system. Led team interviews and

assisted in defining staffing needs for the project. Defined work

plan and approach for the construction phase utilizing IE STRADIS

methodology.

National Account Services Corporation ACCOUNT

SYSTEMS ENGINEER SUPERVISOR (MARCH 1993 - JANUARY 1994)

Developed team designed to provide technical and application direction

to the 200 Systems Engineers supporting NASCO. Established operating

standards, developed and implemented an orientation program, organized

application training classes and developed and implemented a standard

process for completing all customer service requests. Established

work flows between Camp Hill and Denver, and coordinated the

utilization of forty Systems Engineers in Denver in the development

and implementation of various projects and Customer Change Requests.

Systems Engineer Supervisor (June 1991 - March 1993)

Developed, staffed and directed a new team of twelve Systems Engineers

responsible for monitoring thirteen on-line regions and 8,800 batch

jobs per month. Team responsibilities included: resolving all system

problems, improving system performance, implementing Information

Processing Center changes and developing and implementing standards

and procedures for the entire NASCO technical team. Successfully

negotiated with account managers to develop and implement new release

procedures as well as a new Quality Assurance Cycle and on-line

region. The efforts of this team resulted in reducing the average

number of monthly abends from more than three hundred to fewer than

one hundred and fifty and saving more than $5,770,000 in annual IPACS

charges during this period.

Systems Engineer Supervisor (June 1990 - May 1991)

Coordinated, directed and scheduled team of ten Systems Engineers in

completing customer service request, while leading a team of five

System Engineers to implement a twenty eight man month project one

month ahead of schedule and five man months under budget.

Coordinated, directed and scheduled team of eight Systems Engineers in
