I am an Environmental Management Specialist with nearly 12 years
professional consulting and corporate program management experience. My
areas of expertise include development and implementation of corporate
Environment, Health & Safety (EHS) Management Systems, regulatory
compliance and permitting, risk management, corporate sustainability,
environmental impact assessment, auditing and inspections, performance
monitoring and reporting, training, stakeholder engagement, contractor
management, and management review of corporate EHS policies and programs.
As Corporate Environmental Manager for Skanska, a multinational
construction and development company, I developed global environmental
policies and strategies, led the design and implemention of Skanska USA
Civil's ISO 14001 Environmental Management System, and oversaw corporate
sustainable development initiatives and associated key performance
indicators on heavy civil infrastructure and environmental projects across
the U.S and internationally. I was also a key member of Skanska's Executive
Safety Committee that was responsible for driving EHS performance through
implementation of an OHSAS 18001 Safety Management System.
Today, my vast knowledge of Federal, State and international environmental
laws and regulations (e.g. CWA, NPDES, CAA, Title V, RCRA, NEPA, OPA, SPCC)
and global regulatory schemes allows me to provide integral management
support to several environmental, health, and economic service divisions at
RTI International, which is a leading provider of research and technical
services for the U.S. Environmental Protection Agency (EPA) and other
international government agencies. Currently, I provide technical and
management support to the EPA and multiple government agencies in the
United Arab Emirates (U.A.E) that are augmenting national EHS programs and
systems to drive regulatory integration of EHS across targeted economic
sectors (i.e. energy, construction, industrial, transport, tourism, health,
and waste) in the Emirate of Abu Dhabi. In addition, I have extensive
experience in air quality permitting, waste and wastewater management,
stormwater management, and hazardous materials management.
I am confident that my strong leadership skills coupled with a broad-range
of international experience in both the private and government sector would
provide your company the environmental management support needed to
mitigate environmental impacts on company finances and operations and

Environment Agency - Abu Dhabi
. Partner with the Environment Agency - Abu Dhabi (EAD) to
achieve strategic goals and fully implement their program
and policy initiatives, which are designed to enhance the
agencies abilities to protect and conserve the environment
and public and promote sustainable development in the
Emirate of Abu Dhabi.
. Provide technical and management support of EAD's EHS
compliance programs, including accrediting and registering
EHS consultants, reviewing and evaluating EHS studies (e.g.
EHSIAs) and management plans for proposed development
projects and industries, and evaluating industrial,
infrastructure, and development project compliance with
Government regulations and requirements.
. Integral member of a diverse team that is responsible for
developing various regulatory systems for EAD, including a
comprehensive risk assessment system, permitting system,
inspection and compliance system, and fines and violations
system consistent with international best practices.
. Develop technical guidance documents that EAD and its

. Serve as Quality Assurance Manager on EPA's Climate Change
Division - Greenhouse Gas Reporting Program (GHGRP)
Development and Implementation Contract and the Office of
Air Quality Planning and Standards (OAQPS) Support for
Metals, Minerals, and Energy (MME) Sector Contract to
ensure that the processes for conducting work under these
contracts are properly planned, documented, implemented,
and assessed. On the MME contract, RTI provides engineering
assessments and prepares regulatory proposal and
promulgation packages to support EPA/OAQPS in completing
rule development for New Source Performance Standards
(NSPS), National Emissions Standards for Hazardous Air
Pollutants (NESHAP), and other regulatory studies for many
source categories in the MME Sectors (including Petroleum
Refineries, Electric Utilities, Pulp and Paper, Iron and
Steel, Portland Cement, and more).
Private Sector
TES, Ltd.
. Developed and facilitated implementation of an Integrated
Management System (IMS) for TES, which provides
corporations and governments with a comprehensive range of
risk management, insurance, and investment services to
manage and transform environmentally impaired assets. The
TES IMS was developed using the British Standards
Institution PAS 99:2006 Specification of Common Management
System Requirements as a Framework for Integration to meet
the requirements of ISO 9001, ISO 14001, OHSAS 18001 and
Enterprise Risk Management - Integrated Framework, prepared
by the Committee of Sponsoring Organizations of the
Treadway Commission Risk Management System.
Corporate Environmental Manager - Skanska USA Civil, Virginia Beach, VA.
2007 to 2009
. Managed all aspects of Skanska's environmental program,
including regulatory affairs, permitting, environmental
management plan development, design review, project
estimating, auditing, compliance evaluations, incident
investigations, and legal relations.
. Acted as an advisor to top management regarding projects,
tasks, and operations.
. Identified, assessed, and reduced the company's EHS risks

. Led the development and implementation of Skanska's
Integrated Management System (IMS), which includes
comprehensive QEHS management, training, monitoring, and
auditing programs that meet the ISO 9001, 14001, and OHSAS
18001 Standard requirements. Ensured that the IMS was
established, implemented, and maintained on heavy civil
construction projects throughout the United States,
including large complex transportation, flood control and
water conservation, mining reclamation, hazardous waste

. Key member of the environmental management team on the
Woodrow Wilson Bridge project, a $2.5B mega-project, which
comprised the total replacement of a 7.5-mile corridor of I-
95 and the Capital Beltway, including four major
interchanges, and the centerpiece, a 12-lane drawbridge
over the Potomac River near Washington, DC.
. Responsible for reviewing final design plans for compliance
with all permit conditions, making recommendations for
avoidance and minimization of project impacts, preparing
and submitting project tracking reports, and overseeing
construction of the project to ensure that permit
conditions were met, including implementation and
monitoring of a compensatory mitigation program (i.e.
stream restoration, wetland creation, reforestation) worth
over $50 million.
. Resolved environmentally related construction issues
involving land clearing and other disturbances, demolition,
time-of-year restrictions, dewatering, spill prevention and
response, waste management, stormwater management, erosion

extensive travel.
. Experienced in Geoprobe and hollow-stem auger drilling

. Conducted various asbestos surveys as a licensed asbestos

to determine whether construction defects caused indoor air

condition assessment for explosive materials (e.g.,
unexploded ordnance) at the Longhorn Army Ammunition Plant
