PROFESSIONAL EXPERIENCE

Management

• Ensured Navy Recruiting goals were met by directing recruiting activities of more than 250 personnel located over a two-state area. Responsibilities included ensuring operational compliance with all laws and best practices were being followed. Exceeded goal each year in both officer and enlisted recruiting, while creating a positive work environment.

• Performed personnel policy actions including the creation of position descriptions, screening of qualified applicants, interviewing and completion of hiring process for approximately 30 civilian positions.

• Evaluated performance of all personnel, ensuring feedback was provided to enhance professional development, resulting in record retention levels.

• Managed contracts, developed Statement of Work and served as Contracting Officer’s Representative to monitor terms of contracts and contract fulfillment.

• Developed policies and processes to create a Talent Development and Management program at Special Operations Command to identify training shortcomings and maximize professional development opportunities.

• Defined and developed unit member roles, responsibilities and accountabilities. Assigned approximately 100 people per year to one of approximately 40 locations, based on demographics, professional background and “best-fit” criteria.

Process Improvement

• Created the infrastructure, procedures and processes to meet the challenges of Naval Special Warfare (NSW) recruiting for the nation. Selected for this position by Commander, Navy Recruiting Command at a time when this critical area was the top priority of the Chief of Naval Operations. NSW goals were achieved for the first time ever under my guidance and have been achieved each year since.

• Served on a multi-disciplined team to recommend improvements to the SEAL training supply chain, resulting in a more efficient pipeline, saving millions of dollars in “awaiting training” costs.

• Developed, implemented and executed policies for processes, regulations and business rules to ensure exceptional customer service for applicants entering the Navy. Innovations resulted in successful processing of applicants into the Navy in one of the highest volume processing centers in the nation.

Logistics and Operations

• Led a multi-national team coordinating VIP visits while assigned to the International Security and Assistance Force (NATO) in Kabul, Afghanistan. Coordinated travel, meetings and security for high-ranking US and international dignitaries to ensure they gained insight into the efforts and challenges of their personnel in relation to the overall strategic initiative in Afghanistan.

Interpersonal Skills

• Recruited personnel for all officer specialties, including medical, to the Naval Reserve, exceeding goal each year. Promoted to recruiting management positions as a result of these outstanding results.

• Forged and fostered relationships with the President of Afghanistan’s security team, resulting in successful political meetings with senior US and international officials. This cooperation ensured proper security procedures were in place to ensure the meetings were safe and productive for all participants.

• Established Recruiting District Assistance Council, enhancing relations with the civilian community to assist in Navy Recruiting efforts.

• Performed public speaking engagements at events such as retirements, awards ceremonies and motivational presentations both internally and to youth and civic groups.

Training

• Provided dive training to over 900 personnel seeking careers in Special Warfare. Ability to communicate difficult subject matter resulted in designation as Master Training Specialist.

• Developed curriculum and served as Course Manager to ensure objectives were being accomplished with existing lesson plans and approach to training.

• Created, developed lessons plans and provided instruction for the first certification course for Hyperbaric Technologists at Duke University, resulting in all technicians being nationally accredited, ensuring the Duke Hyperbaric facility was competitive for contracts and grants.
