. Developed extensive Maryland networking base with professional and
legislative contacts for Navarro & Wright Consulting Engineers, a
multi discipline planning & engineering company located in New
Cumberland, PA. Identified and participated in teaming opportunities
with Maryland based prime contractors. Successfully provided
construction project monitoring and inspection services for Howard
County, MD storm water management improvements and construction of a
cross-county water transmission line. Provided construction monitoring
assistance for Maryland Department of the Environment (MDE) for a
Baltimore City Water Conservation Improvement Project for all public
libraries, fire stations and numerous other City owned buildings.
Plumbing fixture replacement, hot water systems, rain water collection
and solar collection improvements were included in this MD State
administered federal grant program. Completed work inspections and
qualified all City of Baltimore and contractor requests for payments.
. Selected as a BRAC test company representative by Anne Arundel County,
MD for a regional business networking alliance for Base Realignment
business opportunities at Ft. Meade, Joint Base Andrews, Aberdeen
Proving Grounds and Ft. Detrick.
. Identified land development opportunities and provided due diligence
for Keystone Custom Homes, Inc. of Lancaster, PA for properties under
consideration in the northeastern regions of MD..
. Increased business and expanded range of services for Barton
Construction Services, LLC of Harrisburg, PA on numerous residential
and commercial renovations and fit out design/build projects. Expanded
this company's services to include preconstruction design and
permitting assistance early in the construction process.
. Provided as needed effective management and business development
assistance for Buchart Horn, Inc. (Bh-Ba) a York, PA based multi
discipline architectural/engineering company interested in MD teaming
opportunities. Attended and represented Bh-Ba at numerous MD
legislative functions and Maryland Municipal League conventions.
Arranged for and facilitated numerous meetings with MD agency
directors and State elected officials. Numerous opportunities and
successful participation in targeted opportunities have resulted.

Government Relations Consultants, Annapolis, MD.
Created program management strategy for a proposed international trade
mission to India for a modernization and security improvement joint
venture. Identified and coordinated Maryland based design build joint

the director State of Maryland's Department of State.

legislative staff including Western Maryland natural gas resources,

2006 - 2009
A multi discipline land planning, engineering and architectural firm
headquartered in York, PA with 22 regional offices throughout the Mid -
Atlantic United States.
. Recruited by the Company's CEO after obtaining successful land
development regulatory site plan approvals for two major subdivision
projects in York and Lancaster Counties, PA. Hired to further Buchart
Horn's interest in expanding and growing the company's land
development capabilities and services throughout the company's market
areas. Created a new business component called Centralized Land
Planning Services, an IT driven interactive system that allows any
number of specialists from any number of Buchart Horn, Inc. offices to
simultaneously participate in real-time virtual office teams for any
project in our system. This resource allowed branch offices to market
more services without having to add staff or increase over head.
. Produced comprehensive scope of services proposals, successfully
negotiated contracts, established and maintained excellent client
relations. Provided design management, motivated and inspired
architectural and engineering teams ranging from five to twenty
members to create innovative solutions and products. Directed and
produced state of the art project presentation graphics and spear-
headed municipal regulatory project presentations. Maintained detailed
project budgetary oversight and cost controls resulting in on time -
on budget results.
? Spearheaded a 15 member international multi-discipline architectural,
mechanical, HVAC, electrical, hazardous waste, and fire safety
engineering team orientation for major renovations to three structures
within the Federal Republic of Germany's Embassy in Washington, DC.
. Client liaison and leader of an 8 member multi discipline engineering
team for a 365 acre proposed sand and gravel mining operation on the
Eastern Shore of MD.
. Selected as an advisor for the creation of a Traditional Neighborhood
Development ordinance for East Hempfield Township, PA.
? Designed and managed the preconstruction regulatory approval process
of a 58 acre $550 million dollar mixed use development, Cheswicke
Towne Center, located in Lancaster County, PA. Led and managed a 20
member multi-discipline team in meeting all county and municipal
government agency mixed use development standards and obtained the
endorsements and recommendations of county and municipal planning
boards. Directed and produced a 3-D virtual movie of the development
for use in presentations and marketing efforts.
? Business developer and leader of a 12 member multi discipline team for
a Senior Independent Living Facility Prototype for Champion Commercial
Solutions.
? Conducted site due diligence / highest and best use analysis and
served as client and project manager for properties owned by The
United States Land Alliance, a private conservation and land
preservation company located in Stevensville, MD. Projects
successfully managed ranged from a 10 member multi discipline design
study for a proposed 250 acre multi sport recreational park for Kent
and Queen Anne's Counties Youth Sports leagues to various highest and
best use studies for company real estate holdings in Pennsylvania,
Maryland and Virginia.
