Mr. Blackwell provides consulting services related to procurement,
contract, and franchise issues to clients dealing with county, state, and
federal agencies. Mr. Blackwell also routinely advises DOD and civilian
agencies on a formal and informal basis on policy issues pertaining to
contract structure, maximizing competition, SBA participation and contract
administration. Consulting services include payment, contract
interpretation, labor disputes, landlord/tenant conflicts, and tax issues.
He also provides cradle to grave expert advice and hands-on support for
procurement and contract administration execution. Mr. Blackwell regularly
drafts teaming agreements and compliance and socioeconomic plans. He
advises on and regularly conducts all aspects of proposal/requirement
preparation and all facets of negotiation. Mr. Blackwell has extensive
experience with contract termination and equitable adjustments
BLUE RIDGE FOOD AND COFFEE VENTURES

Mr. Blackwell founded this retail company focused on high-end dessert and
all natural dairy products. He was responsible for the coordination of all
functional operations and optimal functioning of all staff and
administrative operations. Mr. Blackwell modified the corporate structure
to optimize labor efficiency and minimize administrative limitations. He
was responsible for the negotiation, awarding, and management of all
company contracts including construction, labor, IT and supply, as well as
all leases for equipment and real property.
NSC CORPORATION (NASDAQ)
Board of Directors, Member 1995-1998
Mr. Blackwell served on the executive gov. complianceand compensation
committees of the NSC Board of Directors. Mr. Blackwell took a leadership
role in the diversification of this company, the largest public sector
asbestos abatement firm in the United States. He was heavily involved in
the sale of NSC, including selecting an investment banking firm. The board
relied on Mr. Blackwell's expertise in the areas of government contracts,
compliance, and federal regulations.
OHM CORPORATION (NYSE)

Senior Vice President, Marketing and Strategic Planning, December
1995-March 1998
In 1995, Mr. Blackwell became an officer of OHM Corporation. Mr. Blackwell
managed an annual budget of over $15 million. He was responsible for all
federal contracts including contract administration and compliance issues.
He was given additional responsibilities including public relations,
regulatory affairs, client satisfaction, strategic planning and overseeing
shareholder relations. Mr. Blackwell was responsible for the development of
all facets of the company's successful acquisition strategy. During this
period, OHM continued its explosive growth to approximately $600 million in
annual revenue.
Vice President, Marketing and Sales, July 1993-1995
Mr. Blackwell reported to OHM's Chief Executive Officer. He was responsible
for all sales and marketing for the company including all government
proposal development. During this short period, OHM's government revenue
grew from about $150 million to $425 million. The government backlog grew
from less than $200 million to over $2 billion. Mr. Blackwell was also
responsible for setting up and managing the company's newly established
Washington, D.C. government acquisitions office.
EBASCO SERVICES INCORPORATED

Mr. Blackwell reported to EBASCO's Chief Executive Officer. His primary
general and project management responsibilities at EBASCO were concentrated
on marketing and sales of the company's research and technologies with
emphasis on dual-use technologies (i.e. Superconducting Magnetic Energy
Storage System, environmental-energy technologies), environmental cleanup
and demilitarization issues at the DOD, DOE, and the EPA ($125 million in
remediation contracts), low-tech
Infrastructures (roads, bridges) as well as high-tech mediums (smart
highways, I-6 Rocket Test Facility and MAGLEV). He worked closely with the
legislative branch on all facets of defense conversion planning and
environmental remediation programs. Mr. Blackwell also developed and
implemented EBASCO's plan and direct oversight of acquisition and sales to
DOD, DOE, EPA, and NASA for major contracts.
Director, Marketing and Federal Relations, January 1989-December 1992
In this capacity, Mr. Blackwell was responsible for all Congressional
lobbying to ensure project funding.
Director, Military Programs, December 1985-December 1988
Mr. Blackwell was hired as a "change agent" to transition business from
industrial to U.S. Governmental contracts. He was responsible for
developing and implementing the acquisition plan for ENSERCH Engineering
and Construction Companies.
