GRUPO HUMBOLDT, Caracas, Venezuela

Centralize management and accounting information of the real estate developments for a real-time management of

the company’s treasury. The magnitude of the weekly cash requirements necessary to meet the commitments of the

three real estate projects totaling approximately $ 265,000,000 required an accounting management system capable of

modeling the market, sales and housing construction. Research was conducted in the Venezuelan market which helped

determine that the accounting management system that best suits the business model is “DataPRO”, whose main

advantage is the work in real time from different locations of the via Web projects which allows to have real-time

information for decision making. Result: The real time management of cash flow allowed us to optimize the placement of

surplus that allowed additional cash income for project reinvestment, approximately of 7% of the original estimated

projects cost.

Creation of the organization and implementation of operations. As 50% shareholder; leader responsible of

proceeding and complying with all legal, fiscal, state and municipal aspects for the opening of operations. Designer of the

vision, mission and business objectives as well as the organizational structure, operation offices, administrative accounting

systems, marketing and sales, recruitment and other resources required for the initiation of operations. Result: immediate

insertion in the telecommunications market with gross sales of $300,000 in the first fiscal year closings.

International Market Presence: The Caribbean. With the purpose of positioning the company in the market of Central

America and the Caribbean a market study was done in the area of telecommunications on the island of Puerto Rico in

early 1999. When analyzing the market, its competition and customers, the feasibility of opening a branch was

determined. Result: During the first year of operation contracts worth $ 2,000,000 were achieved with various local and

international operators.

Increased income from sales of International Market. With a potential international market due to high demand

for cellular service the increase in the geographical area covered is proposed, supported by the ISO 9000-

95 certification achieved by the Venezuelan Office marketing services were held for the different operators in Mexico,

Costa Rica, Aruba, Curacao and St. Martin. Results: We obtained EPCM projects for an amount greater

than $ 18,000,000 over a period of three years.

Increase in sales volume. In 1996 the company’s financial statements showed significant losses accumulated since the

origins of the subsidiary operating in Venezuela. We implemented an aggressive marketing and sales plan which

covered the inclusion of new services. Result: The increase in the development of new projects which increased the

company’s gross revenue by 125% in the period from July 1996 to July 1997, until 300% increase was reached at the

end of 1998.

Implementation of the “Job Costing” system to optimize and control project costs. To improve the

control and optimize the investment in the projects with the goal of increasing the profit margin we decided to install

the module called "Job Costing" from the administrative accounting system "ACPAC", we modeled the structure of

standard costs for the EPCM projects which allowed us to improve the price of services. Result: the cost / income

relationship fell on average 15%, increasing in this same percentage the Gross Profit of the company.

Implementation “Zero Base Budget Expenditures”. The control of administrative and operational support was

not formally structured and thus there was no way to control them. We analyzed the structure of operating

expenses, accounts were redefined and we implemented procedures for the elaboration

of department budget. Results: The relationship Operating Expenses / Revenue fell on average 8% and the audit process

yielded positive results in fiscal year closings.

Increased market position locally and internationally. Competition in the local market and the falling of

the investments by telecommunication companies began to inflict casualties on the results of the company. The company’s

expansion into international markets was the decision of the General Manager therefore began the process of

implementing a quality system that would open the door to enter the international arena and also differentiates the

company from its competitors. We did a redefinition of the Vision, Mission and Objectives and began the

restructuring or reengineering of the company with the purpose of adapting to the ISO 9000 quality standards. Result: in

2001 the company obtained the Quality Certification ISO 9002-95 in production, installation and after sales service for

"Professional Service of Management and Engineering, Procurement and Construction in Telecommunications

Infrastructure."

Economic-Financial Strengthening of the Company. With the implementation of financial management systems, the

incorporation of the “job costing” module, an aggressive marketing and sales program, the ISO 9002-95 certification, tax

planning and effective management of treasury the financial economic condition of the company improved significantly in

the years 1988-2002. Result: strengthening of the company's stock from $ 100,000 to $ 1,000,000; an increase in the

value of the owners’ share and the payment of dividends to shareholders.

Telecomunicaciones Movilnet C.A.

Definition of procedure for the preparation and monitoring of capital investment budget. Analyzed the practices for

budgeting. Proceeded to review the process and with the managers belonging to the VP of Operations was developed the

procedure for the preparation of capital investment budget. Result: Reduced processing time and approval of capital

investment budget and implemented controls allowed the redistribution of surplus items to areas of higher income

generation is increasing by 5% in the first year of implementation.

Allocation of local materials in the engineering standard for the design and construction of RBS . Given the

implementation of foreign exchange control in Venezuela in 1994 which generated a crisis in the pursuit of materials

according to international specifications and standards of which 85% were imported, this was a negative influence that

caused significant delays and cost increases that negatively affected the capital investment budget. Research was

conducted on the types of locally produced materials that could be used as substitutes for those required by standard

engineering; we then proceeded to realize the re-engineering according to the specifications of the substitute materials.

Result: got a 25% improvement in execution time and cost savings of 15% of capital investment ($120,000,000.00)

allowing the company to reinvest such surplus in building new RBS allowing the increase of the company’s gross

revenues.
