DRC is a leading disaster remediation company; I was retained to build a conventional construction company from the

Location: Pascagoula, Mississippi

Contract Instrument: Design Build contract with a fast track schedule
Project consist of 1500 LF of both approach bridge and a separate LNG piping support and containment
bridge connecting to a 22,000 SF jetty unloading facility. Construction included 8 stand alone mooring and
breasting structures interconnected with precast catwalks. Construction method was 54” pre-cast concrete
cylinder piles supporting ASSHTO girders and cast in place concrete deck. The Jetty Platform utilized pre-
stressed concrete deck panels topped with cast in place concrete. This project was located in an isolated
area with no landside access, no power or water for the first 18 months.

Gulf South Pipeline- Airport and Whistler Compressor stations
Location: Mobile, Alabama
Owner: Boardwalk Pipeline Partners a subsidiary of El Paso Corporation

Contract Instrument: Not To Exceed with a Fast Track schedule
Original design drawings were found to be too expensive and outside of the expenditure cap that was ap-
plied by FERC (Federal Energy Regulation Commission). As such the original scope was drastically cut,
however time did not allow for the drawings to be revised. Gulf South Pipeline issued extensively
“redlined” drawing for construction. Though out the project extreme diligence had to be used to make
sure that all the required elements of equipment, foundation and piping were installed. This project was
set as fast track working 7 days a week in order to complete the project and satisfy the FERC requirements.
Due to the delays in awarding the contracts and the issues with the FERC applied expenditure cap, the
original nine month schedule was compressed to a six month schedule. The two projects although in-
tended to be done as separated projects were combined due to the negotiations and willingness to facilitate
the owners requirements. As the Project Manager for this project I had to coordinate the forces of multi-
ple specialty sub-contractors including pipeline welders, industrial pipefitters and welders, electrical and
instrumentation, millwrights, site contractors and foundation contractors.
Mobile Container Terminal- As Subcontractor to R.B. Baker G.C.
Location: Mobile, Alabama
Contract Amount: $8,800,000.00
Contract Instrument: Hard Bid-Fixed Price Contract
Scope of work was to install over 5 miles of underground electrical duct banks along with constructing 5
support buildings and various other structures such as 50 pile supported high mast lights. The project re-
quired close logistical coordination with the other contractors on site. The General Contract was to build a
new “green field” container port to service the central gulf coast. A fixed price contract was negotiated with
general contractor to perform underground electrical utilities installation, High Mast lighting foundations
and erection. Construction of Multiple support buildings including main entrance scale stations was in-
cluded in the contract. Site security structures were also included, including procurement and installation
of 1 mile of K-Rail and radiation detection equipment
CGI Rail Ferry loading Dock
Location: Mobile, Alabama
Owner: Alabama State Port Authority
Contract Amount: $6,000,000.00
Contract Instrument: Cost plus fixed fee
Design of the project was done by the Shaw Group with constructability review done by me. The project
included intermodal railroad relocation, geometry changes to ASD Boulevard, storm water management
and the construction of the elevated railroad deck and ramps as well as the on grade rails and bridges. In
order to expedite construction and to lessen the economical burden to CG Railways pieces of an existing
abandoned expansion were incorporated into the new design. This required the transportation of 10 sixty
ton loading ramps as well as several thousand tons of additional steel and construction materials to be
moved to Mobile form New Orleans. This project was set as fast track working 7 days a week in order to
complete the project and reestablish rail ferry service to Mexico. During the initial site clearing phase of
construction over 500 untreated heart pine and cypress timber piles and over 100 Raymond Piles were dis-
covered and had to be removed. These undisclosed existing piles would have interfered with the new pipe
piles that were being driven to support the upper loading ramp. We discovered later that the pulling of
these piles also affected the pipe pile capacities, thus causing the need for the pipe piles to be driven to a
greater depth. Because this project was team driven with another phase of construction being handled by a
separate contractor and design being contracted separately, coordination between the other general con-
tractors, the engineer, the owner and the end user was critical. In addition to retrofitting much of the previ-
ously fabricated material to fit the new geometry there were many changes requested by the end user as
well as the intermodal rail managers for the State Docks.

Private Pier for the Four Seasons of Romar Beach
Location: Orange Beach, Alabama
Owner: Four Season Condominium
Contract Amount: $2,117,000.00
Contract Instrument: Hard Bid-Fixed Price Contract
Project was designed to replace an existing private pier that was destroyed by Hurricane Ivan in 2004.
The project was to construct a 700 foot long pier with concrete piles, elevated pile caps, pre-stressed
concrete beams and the walking surface was covered with aluminum decking. I was able to value engi-
neer the pre-stressed concrete beams with precast, non-prestressed, beams. This allowed us to speed
up the lead time on material as well as a significant cost saving for the owner. Working in the surf zone
and in the open waters of the Gulf of Mexico created another set of obstacles. The marine pile driving
equipment had to be demobilized from the site each evening and moored in a safe harbor. Many days
the surf in the gulf was too heavy to safely drive pile.

Project was a fast track project with a fixed hard deadline. The project consisted of installing drilled displacement pile and
installation of pile cap and all on grade foundations to support the precast concrete building that was being designed for the
project. Because of the fast track schedule the job was manned 24 hours a day 7 days a week. Scheduling and coordinating
of materials was the key to making this a successful project. The success of this project lead to 3 more negotiated contracts.

MAE 747 Hanger Additions
Location: Mobile, Alabama
Owner: Mobile Aerospace Engineering

Contract Instrument: Negotiated Design Build Fixed Price Contract
The project concept was to build a new hanger facility to house Boeing 747 aircraft during maintenance
operation. The original concept was to build one hanger capable of house two 727 aircraft, I was able to
steer the design team away from this concept and into constructing two individual hanger saving substantial
money and construction time. Design and construction began simultaneously. I working closely with the
engineers during the design phase providing constructability, cost and schedule analysis. The first of the
two hangers was erected with the roof in place on 24, December 2003. The design-build team provided
MAE with a covered workspace in less than 90 days.

Riverview Hotel-Entry Plaza Renovation
Location: Mobile, Alabama

I estimated and performed the procurement for this project, since we currently had a management team
in place performing another contract the management of this project was turned over to them. The pro-
ject consisted for fabricating and erecting a one of a kind structural steel and glass canopy. We demol-
ished all of the existing concrete and repaved the area with brick pavers. This was originally the back en-
trance of the hotel, the renovation made it the new front entrance. Care had to be taken during construc-
tion because the hotel was in continuous operation.

Project concept was to renovate an existing cargo warehouse to facilitate a new reefer warehouse and
blast freezer to house frozen chicken exports. Extensive demolition and structural repairs were performed
before installing new concrete floors over 18” of ridged insulating foam boards. As part of this project I con-
structed a two story office complex inside the warehouse.
