Quintin has over 25 years experience in project controls, scheduling, cost

estimating earned value management and project management systems.

Quinton has been part of senior management teams for complex heavy

industry projects that have exceeded $ 2 Billion in capital cost.

EXPERIENCE

1998 2001 Project Manager/Senior Cost Estimator/Trainer at Talisman Partners Ltd., Denver.

Project Manager on Independent estimate for CDOT and RTD on TREX project. The estimated

cost on project being 1.6 billion. Managed over 35 people while doing estimate. As a member of

Talisman Cost Management Services Group, responsible for developing cost estimates for a

variety of projects representing several clients. Part of the team upgrading and enhancing

PACES software used primarily by government. Other responsibilities include giving training

classes on PACES. Traveled to Japan, Alaska, Hawaii and military facilities in the states, and

Veteran Administration facilities.

1995 1998 Manager of Estimating/ Senior Cost Engineer at URS Greiner, Denver.

Projects worked on were Colorado Fuel and Iron, (CF&I). Estimated over 1,500 change orders.

Summit School District RE-1 to determine the reasonableness of design phase cost, overhead

and profit, contingency, allowances and insurance. Reviewed the CSI division cost on three

schools to determine the reasonableness of the square foot cost. Garfield County Detention

Center preliminary estimates of cost. Environmental estimates on AFCEE contracts at F.E.

Warren Air Force Base, EPA funded landfills, 30 percent through 100% estimates. Estimated

cost on Coal Mine in Kentucky for new equipment installation, buildings and reviewed change

orders for cost accuracy.

1989 1995 Estimating coordinators for CH2M HILL'S Construction Department, Milwaukee.

Managed ten estimators during peak activities of construction. Duties include contingency

guidelines for the WPAP on all contracts at Jones Island and South Shore. Updating new union

labor rates to current construction activities. Reviewed project and program costs, estimates for

projects, recommends levels of accuracy to be applied to various stages of cost estimates, and

analyzes the validity of contractor's bids relative to engineers' estimate. Reviews estimates

ranging from facility planning construction cost estimates to change order estimates.

Coordinating estimating cost for the wastewater collection and treatment facilities. Project was

EPA funded at 2.2 Billion dollars. Supported the CH2M HILL GLO Regional office on

preparing Engineers estimates ranging to date from two million to twenty two million.

Coordinated Personal Head up the estimating team on the 200 million dollar Dewatering and

Drier facility on Jones Island. Included all phases of CSI disciplines. Computer training for the

GLO Regional Office and headed up the Computer Users Group for the Construction

Management Discipline.

1987-1989 System Administrator/Analyst, Stearns-Roger, Denver; Government Division reviewed

estimates on proposal work and provided PC Computer programs to collect estimated cost by

discipline. Computer support on JACADS Project, Fort Shaftner, and Honolulu, Hawaii.

Developed specialized programs to aid in tracking cost, controlling materials, and personnel.

Developed and implemented the Key Sales and Marketing programs for government division.

Estimating/Cost Team; U.S. Government Demil Project Johnston Island. Estimated the

piping on the Demil Facility and equipment on Johnson Island. Reviewed estimates for proposal

on concrete, piping, and equipment. Reviewed change orders after the award of contract and

aided in manpower projections. Developed cost control system on PC to track Actuals,

Committed, Estimated and Forecast. Implemented procurement system in Honolulu office to

aid in tracking.

Estimating/Cost Engineer; Exxon Plant Santa Barbara estimated the complete piping in

facility to establish baseline estimates to established earned man-hours and percent complete

reports. Estimated change orders and negotiated with contractor on arriving at agreed on cost

for change order. Report to weekly progress meeting on progress of installed spoons of pipe.

Estimating/Cost Engineering; Criag Power Plant was ask to independently status the

piping of plant to determine the accuracy of contractor reporting progress. Required reviewing

all piping drawings and reviewing in the field spools installed. Man-hours were applied to work

remaining and cost to piping to install to arrive at cost to complete. It was determined after

review with client that contractor had been over paid for work done and more money would be

need to complete contract.

Estimating/Cost Engineer; Ft. St. Varain Nuclear Power Plant. Did the complete

estimate on the retro fit piping around the reactor and supporting piping. Worked closely with

engineering firm on change orders to get approved. Responsible for monitoring earned man-

hours on project and reporting to weekly upper management progress meetings.

Estimator/Cost Engineer Arco Oil Drill Sites project; Petro/Chemical Division; developed

manpower forecasts from engineering status reports; compared actual expended man-hours to

budgeted estimated labor hours and projected reviewed forecast monthly.

Estimator Union Oil Shale Project, Parachute, Colorado. supervised three estimators,

estimating excavation of room and pillar work, specialized equipment, piping to crusher, boiler,

insulation and reported monthly cash flow requirements on purchased material.

Estimator Mitsubishi Scrubber Project, Merom, Indiana. (80 Million dollars). Estimated

piping for Scrubber and collected data for Unit Man-hour Progress Reports. Determine physical

completion percent to expended fiscal complete. Manpower loading to meet the CPM schedule on

Scrubber Units 1 & 2.

Lead Estimator Utah Power and Light Company proposal. Developed manpower loading

graphs for all crafts on four 650 MW Power Plants. Prepared preliminary estimates on piping

cost prior to RFP.

Estimator/Coordinator San Juan Power Plant Project, Units 3 and 4, 500 MW ea. (600

million dollars) for Public Service of New Mexico. Developed budget estimates for multiple CSI

disciplines. Estimated a detail estimate on all piping on Units 3 and 4. Critical piping to turbine

being critical part of estimate. Implemented Checklist, Manpower loading, tracked Actual

Expenditures, Earned Man-hours, Percent complete, Total Probable to Complete, and

supervised Monthly Progress and Cost Reports. Reported to weekly progress meetings on over

all progress of piping spools installed. Discussed piping change orders at weekly meeting and

add on impact to cost to original contract.

1978 Construction Coordinator, Houston; Brown & Root, Responsible for project cost on

competitive Bids as well as in-house Estimates for the building department. Prepared bid for

Otis Oil Company, Bay City, Texas and concrete estimates for home office of Halliburton in

Oklahoma. Coordinated all phases of construction, awarded subcontracts, arranged material

procurement, tracked progress and cost in relation to schedule, and contractual agreement.

1975 - 1977 Estimator/Cost Engineer, Fluor Engineering, Houston; Developed Detailed and check

Estimates for Champlin, Union Carbide and estimating task group Aramco (Ras Tanura, Saudi

Arabia). Worked on team to estimate cost of Fractionation Plant, storage facility and off sites.

The cost of facility was estimated at 1.2 billion. Reviewed material take off from Isometric

drawings and generated labor cost along with material cost. Used Fluor Analytical Cost

Techniques Program on mainframe to compile cost. Manpower curves in relation to CPM

schedule.

Estimator/Cost, Fluor; (Overseas) Assigned to Saudi Arabia as a Estimator and Cost

Engineer on construction of Gas Fractionation Plant. Reviewed Check Estimates and Cost

Reports on the NGL Program and G.O.S.P. Program, January 1976 Estimate. Developed labor

cost in relation to material, worked on Unit Man-hour & Progress Report and Cost Report.

Estimated change orders to be compared to bids. Total project cost of project over four year

period 1.2 billion dollars.

Area Cost Engineer; Fluor; Shedgum Task Force. Responsible for cost in two areas

amounting to 126 Million. Updated and balanced the Fluor analytical Cost Technique Program

for both areas. Generated cost expenditures and cash flow forecast in areas.

1973-1974 Estimator Texas Pipe Bending, Houston; in the Material Takeoff Department, taking off

material from isometric drawings as well as plan and elevation drawings and writing material

requisitions. Duties included specifications, material takeoff, labor cost, dealing directly with

vendors and composing customer quotation letters.
