U.S. Army Armor Center and School, Ft. Knox Kentucky Lead Integrator for the Interim Capabilities Development Team/IED (Improvised Explosive Device) Defeat Task Force, managing and facilitating the dissemination of timely information to training program developers and working groups. Ensuring technical product development teams and training development teams are synchronized to expedite fielding new capabilities and equipment. Subject Matter Expert, responsible for reviewing Joint Publications, Training Manuals, and associated products from 15 proponent schools and agencies around the world. Charter member of the ICDT's Council of Colonels as the Combined Arms Training, Doctrine, and Combat Development Subject Matter Expert.

During this time period I tested, developed and wrote the first Army Doctrinal material on Counter IED Operations, Teamed with the JIEDTF on the development of the first Counter IED Search Operations Manual. This includes my experience utilizing Counter Improvised Explosive Devices (C-IED) developing and implementing policies, tactics, techniques, and procedures that are still in use at the Combined Arms Center and the Army Engineer School, as Well as the Army Special Warfare Center and School. My extensive experience developing and implementing strategies, plans, policies, and exercises related to general purpose forces and/or special operations forces grew from my work on the IED ICDT Counsel of Colonels; For those reviewing any of the Joint Doctrinal Development Branch Chief Update Briefings (I was always seated to the immediate right hand of the Commanding General and the Director of Training, Doctrine, and Combat Development to field all questions related to IED issues and to receive updates from the maneuver branch chiefs and the Special Operations Proponency Officer. It was here that I was frequently presenting our agency's/organization's C-IED policy goals and objects to national leaders and dignitaries; As the program officer for the development of the BCT TACSOPs I have demonstrated my experience integrating C-IED capabilities into worldwide plans and operations as I included counter IED training requirements, collective and individual task lists as well as milestones for rating unit readiness based on counter IED training.

Special Warfare Training Group, Ft. Bragg, North Carolina, Commander. 40+ HRS. per week from November 2001 to December 2004. Commanding Officer for a Company that conducts 100% of the Civil Affairs, Psychological Operations and Foreign Language training. Responsible for the operations, training, administration, logistical support for all assigned and attached training personnel and over 3000 students annually. Supervising the execution of a $3.4 million language instruction contract. Coordinating and monitoring resources, budget and contract adherence for contracted training. Developed criteria to easily evaluate and clearly identify proposals that qualify for competitive bidding. Evaluated selected and managed the implementation of the Joint Special Operations Language Training Program, valued in excess of $50 million. Developed Programs of Instruction for training in new subject areas. Initiated and presented a corporate information program through a series of timely and relevant trainings on emerging technologies, instructor professional development programs, and family readiness groups.

Space and Missile Systems Center, Los Angeles California, Director of Community Relations (GS12 1035/1082 40 HRS. per week from April 1995 to September 1997: Responsible for corporate communications, speech writing, writing and editing all communications products to include web page inputs for senior level management. Organized, developed and implemented strategic public relations programs for maximum impact on target audiences. The Frontline (weekly newspaper for the 3rd Infantry Division, Wurzburg Germany): Managing Editor 92-94, major achievements: conversion to desk top publishing and digitally scanned graphics transferred electronically to printers with an annual cost savings of over $60,000, single handedly researched, wrote and secured copyright authorization from The New York Times, The Washington Post, and other publications for reproduction of historically significant articles covering events as they happened during the 75 year history of the division through WW I, WW II, Korea, and Desert Storm for the publication of a 75th Anniversary Edition that is still available in reprint.

The Huachuca Scout (weekly newspaper of Fort Huachuca AZ): Consulting Editor 94, major achievements: developed planned conversion to desk top publishing with training plan for digital layout and design.

IMPROVISED EXPLOSIVE DEVICE DEFEAT Field Manual No. 3-34.119 21 September 2005, I served as subject matter expert and as one of five writer/editors for this manual that establishes doctrine (fundamental principles, techniques, tips and procedures) for the defeat of adversary IED operations. It is based on existing doctrine and lessons learned from recent combat operations, published by The United States Army Training and Doctrine Command under the direction of the Doctrine Development Division, United States Army Engineer School.
