Background and Professional Experience
Department of Labor, Mine Safety and Health Administration,
District 4, Mount Hope, West Virginia, June 1971 to 2004; Served MSHA as a Mine Inspector; District 4 Accident Investigator (1986-1990); District 4 Special Investigator (1988-1998); Instructor National Mine Safety and Health Academy; District 4 Roof Control Supervisor (1999-2004).
Mine Inspection duties consisted of conducting regular, spot, ventilation, roof control, haulage, and accident investigations.
Accident investigation duties consisted conducting fatal and no-fatal accident in District 4.
Special Investigator consisted of civil and criminal investigation against coal company and agents who knowing or willfully violated the Code of Federal Regulations. The special investigator conducted interviews, collects documents and other evidence that is prepared in a special investigation report. The investigator makes recommendation regarding the status of each case. The investigator assisted the Regional Solicitors Office in litigation civil cases. Additionally, special investigators also conduct criminal investigations through the U. S. Attorney Office. The investigator may appear before the grand jury to testify on behalf MSHA to establish probable cause, establish a chain of custody and may also prepare draft indictments along with supporting evidence for each charge.
The District 4 Roof Control Supervisor reviews all District 4 roof control plans and makes recommendation to the District Manager for approval. The following are a few of the changes that were made in roof control plans in District 4 under my supervision:

Worked through the U.S Attorney s Office as the case agent in the only RICO charge ever obtained by MSHA for a violation of the Code of Federal Regulations.
Worked in Kentucky, Virginia and Tennessee resulting in the largest fines ever collected for mine related violations of close to nine million dollars.Case agent in Coal Dust Probe through the U.S. Attorneys Offices in West Virginia, Kentucky, Virginia and Tennessee that resulted in criminal charges against 33 Coal Company s and 43 persons.
