INTRODUCTION
The present firm of Cohen, Dippell and Everist, P.C. is a consulting engineering firm in the
field of communications. This firm and its predecessors have been in business for more than seventy
years, having had offices in the Munsey Building, Washington, D.C. from 1937 to September, 1979;
1015 l5th Street, N.W. from 1979 to 1989, 1300 L Street, N.W., Suite 1100 from 1989 to 2010, and
at present, located at 1420 N Street, N.W., Suite One, Washington, D.C. 20005. This firm is the
only communications consulting engineering firm located in Washington, DC (just blocks away
from the Federal Communications Commission). Donald G. Everist, a registered professional
engineer, is President and Secretary. Julius Cohen, past president, retired from the partnership on
December 31, 1992 and served as Chairman Emeritus until his passing on May 2, 1993. Ralph E.
Dippell, Jr. remained active in the firm until his passing on October 30, 1992.
Julius Cohen was initially employed by Page and Davis, Consulting Engineers. The
company's name changed to George C. Davis in 1942. Julius Cohen and Ralph E. Dippell, Jr., were
employed by the firm, George C. Davis Consulting Engineers, before becoming partners in 1956.
George C. Davis, the senior partner, retired in January, 1970. From 1970 to January, 1973, Julius
Cohen and Ralph E. Dippell, Jr. continued operating the firm under the name Cohen and Dippell,
at which time Cohen and Dippell, P.C. was formed. Donald G. Everist, an employee of that firm
and its predecessor since February, 1961, joined the Corporation in January, 1973. In January 1988,
the corporate name was changed to Cohen, Dippell and Everist, P.C.

SERVICES PROVIDED
This firm provides professional engineering services to AM (both medium and high
frequency) and FM radio broadcast stations and television stations, and wireless services together
with microwave, MDS, ITFS, cellular radio, CATV systems and experimental authorizations, and
to applicants for such facilities before the United States Federal Communications Commission. This
firm is available to provide expert engineering testimony in formal hearings before the FCC
administrative law judges, and other governmental bodies such as civil courts, city counsels, and
zoning boards.
Besides our extensive U.S. practice, over the past thirty years, a number of our clients have
been outside of the U.S.A. where our expertise also covers L.F., M.F., H.F., VHF, UHF, and
microwave systems.
DOMESTIC
Our firm also maintains a number of computers, computer databases, and customized
software for propagation and frequency studies. We have capabilities of developing computer
programs for this firm s use to assist our clients for specific engineering projects. For example, the
allocation analysis can be performed using the FCC OET Bulletin No. 69 dated February 6, 2004
and the FCC supplemental processing guidelines dated August 1998. The program used is the FCC
Longley-Rice model code modified for an Intel computer with the Windows XP operating system.
The results of this adapted program have been compared to other known FCC studies and have been
found to give comparable results.
Another phase of our activity includes preparation of engineering exhibits for submission
to the FCC. This work includes the provision of engineering advice in numerous related areas of
activity; such as equipment studies and recommendations (new and used), appraisal for prospective
buyers or existing operators, presenting testimony for FAA approval, studies for microwave and
wireless systems and frequency studies for potential new types of communications. This firm

provides radiofrequency field strength measurements and RF spectrum, interference and power
density studies for all types of stations. Radio frequency-power density computations and
measurements are routinely undertaken by this office using state-of-the-art survey and field strength
meters.
Another phase of our activity concerns the planning and design of facilities for AM, FM, and
TV broadcast stations (Part 73), and wireless services (Part 27 and Part 101) including preparation
of engineering exhibits for submission to the FCC. This work includes providing engineering advice
in numerous related areas of activity such as equipment studies and evaluations (new and used),
appraisal for prospective buyers or existing operators, presenting testimony for FAA approval,
studies for microwave (Parts 74 and 90) and communications systems and frequency studies for
potential new types of communications. The firm provides services for proof-of-performance on
AM, FM and TV stations, field strength measurements, spectrum, interference and energy-level
studies for all types of broadcast stations and related communication systems.
In the AM broadcast field, the firm s services consist of the design of multi-element antenna
systems to meet FCC Rules and Regulations, and the adjustment and proof-of-performance thereof,
to demonstrate compliance with the FCC authorization. This office has received FCC approval for
more than two hundred such systems in the United States. The firm provides engineers to make field
intensity measurements for the determination of measured coverage, conductivity, antenna
efficiency, and the transmitter site location. Detailed studies of coverage and interference between
broadcast stations, both groundwave and skywave, are provided. Service of professional grade
regarding maintenance and repair of directional antennas is also provided.

RESUME FOR DONALD G. EVERIST
Donald G. Everist is a graduate electrical engineer, a registered professional engineer in the
District of Columbia (Registration Number 5714) continuously since February 1967, and is
President and Secretary of the firm of Cohen, Dippell and Everist, P.C., Consulting Engineers,
Radio-Television, with offices at 1420 N Street, N.W., Suite One, Washington, D.C. 20005. He is
a member of the Institute of Electrical and Electronic Engineers, National Society of Professional
Engineers, Illinois Society of Professional Engineers, and a member and past president of the
Association of Federal Communications Consulting Engineers.
He was the Chairman of the AM Broadcasting Service Working Group preparatory to the
1979 World Administrative Radio Conference and Industrial delegate for the United States to the
International Telecommunications Union Regional Administrative Medium Frequency Broadcasting
Conference in Buenos Aires, Argentina. He was the Chairman of TF:F Planning Methods; was a
U.S. delegate on the Fourth Panel of Experts meeting in Geneva, Switzerland; was Chairman of the
Working Group on Inventories, Incompatibilities, Negotiations and Strategy to the Advisory
Committee, all preparatory to the Second Session of the Regional Administrative MF Broadcasting
Conference for Region 2 (Western Hemisphere) held in Rio de Janeiro, Brazil. He was an industrial
delegate for the United States to the Regional Administrative Radio-Conference (BC-R21)
sponsored by the International Telecommunications Union in Geneva, Switzerland. He was an
industrial delegate for the United States for the CCIR Joint Interim Working Party 8-10/1 Meeting
in Helsinki, Finland.

RESUME FOR ROSS J. HEIDE
Ross J. Heide is a licensed professional engineer in the District of Columbia (License
Number PE900748). He has been employed full-time by Cohen, Dippell and Everist, P. C. ( CDE )
as an engineer since 1997. He is a member of the Institute of Electrical and Electronic Engineers
and is a full member of the Association of Federal Communications Consulting Engineers
( AFCCE ). He has served on the AFCCE Board of Directors and is a former president of AFCCE.
He was awarded a Bachelor of Science Degree in Management Science (Operations
Research) from the Massachusetts Institute of Technology in 1976 and received the Sloan Senior
Award that same year. Graduate course work included three years of study at the Alfred P. Sloan
School of Management in Cambridge, Massachusetts contemporaneous with employment as a
Research Assistant at the MIT Energy Laboratory, now the Laboratory for Energy and the
Environment ( LFEE ).
Previous experience included management consultancy with Temple, Barker and Sloane
( TBS ) in Lexington, Massachusetts. TBS was acquired in 1987 by Marsh & McLennen
Companies, Inc. ( MMC ) and is now part of Mercer Management Consulting, Inc. He was also
employed by BP for over 11 years as an analyst and in management positions in the U.S. and
overseas.
While at Cohen, Dippell and Everist, P.C., he has been involved with assisting broadcast
clients by performing various studies and preparing numerous applications for submission to the
FCC.

The consulting engineering firm of Cohen, Dippell and Everist, P.C. owns numerous signal
strength meters for AM broadcast band use, field intensity meters for the measurement of VHF and
UHF signals and broadband radio frequency exposure meters for the measurement of power density
levels. Equipment also includes slotted lines, RF bridges, and impedance bridges, together with
associated signal generators and detectors, and portable two-way communications systems used for
antenna adjustment in the field.
