Air Force Operational Test and Evaluation Center (AFOTEC) Support Contractor

Electronic Warfare Senior Analyst/ALR-69A Task Lead (02/2009-Present)

Provides subject matter expertise related to OT&E management, readiness, planning, and

execution. Reviews design specifications and contract requirements in order to develop

test and evaluation plans, and data management plans. Ensures suitability requirements

related to the ALR-69A radar warning receiver program are progressing toward successful

operational test and evaluation (OT&E) completion. Collected, analyzed and reported

R&M data on the Large Aircraft Infrared Countermeasures (LAIRCM) program during

Initial OT&E. Reviews and provides input to Joint Reliability Maintainability Evaluation

Team (JRMET) charters, Test Evaluation Master Plans (TEMP), requirements documents,

and program schedules. Collects and analyzes R&M data for suitability evaluations

during developmental test activities. Reviewed, edited and provided technical expertise in

electronic warfare task order proposals resulting in award of more than $1M in task orders.

Led Basis of Estimate writing, coordination, and submission effort on classified task order

extension resulting in additional $600K extension.

Deputy Test Director/Senior Logistics Analyst (09/2002-02/2009)

Frequently filled position as acting test director and empowered to implement test policy

for AFOTEC at executive level management reviews. Established requirements to

evaluate effectiveness and suitability of C-5 aircraft modernization programs. Managed

the day-to-day operations of the operational test team. Composed test plans and reports

and directed logistics and maintainability demonstrations on newly fielded equipment.

Coordinated with Program Offices and Office of Secretary of Defense Director of

Operational Test and Evaluation (OSD-DOT&E) to ensure all congressionally mandated

test requirements were met. Led an 18 member Air Force maintenance team, charged with

collecting and analyzing thousands of aircraft maintenance records and reporting the R&M

results to higher headquarters. Reviewed design specifications and contract requirements

in order to develop test and evaluation plans. Evaluated all aspects of Integrated Logistics

Support to ensure systems were adequately prepared for fielding. Provided updates to test

resource plans to ensure adequate budget and personnel were available to support

requirements. Authored AMP OT&E final report, AFOTEC commander stated Best

report seen to date . Selected as Contractor of the Quarter and promoted to C-5 Deputy

Test Director after only six months employment. Selected as AFOTEC 2006 Contractor

Tester of The Year, nominated for the National Defense Industrial Association s (NDIA)

Air Force Contractor Tester of The Year. Responsible for increasing the contract scope of

contract support by more than $1.2M.

C-130 J Logistics Test Director (02/1999-09/2002)

Personally recruited a staff 20 personnel and directed their efforts to support on-going

logistics, and maintenance operations in support of the Operational Test and Evaluation of

the C-130J. Developed and implemented policies and procedures in direct support of

congressionally mandated requirements. Briefed test results to the AF Vice Chief of Staff,

Commander and Vice-Commander Air Mobility Command, and OSD DOT&E personnel.

Functional authority included supervising and directing production and performance of 70

personnel. Administered manpower requirements to insure staff requirements were met.

C-130 Test Project Manager (09/1994-02/1999)

Hand-selected to stand up the first-ever C-130 Center of Excellence; responsible for all

Follow-on Logistics Test and Evaluation of the Air Force C-130 fleet. Coordinated and

directed eight logistics/operational test and evaluation projects for Warner Robins and

Ogden Air Logistics Centers, Air Combat Command, and Air Mobility Command.

Outlined supportability/logistical enhancements and shortfalls, isolated problems and

successes, and briefed test results to Air Force decision makers for the acquisition of new

and modified aircraft systems. Directed studies and analyzed test data, and made

recommendations for improvements related to the operational effectiveness and suitability

of aircraft, maintenance procedures, and support systems.
