Professional with more than 35 years of progressive technical and organizational management experience.
Currently Chief Executive Officer of Costello, Hadley & Associates, a service-disabled, veteran-owned
small business providing professional engineering and technical services to the U. S. Air Force as end
customer. As site lead for Science Applications International Corporation (SAIC) was responsible for
SAIC teams supporting multiple task orders performing operational test and evaluation. More than 22
years Air Force aircraft maintenance and logistics support experience. Achieved rank of Chief Master
Sergeant and functioned as Superintendent of the B-2 Combined Test Force, responsible for testing and
fielding the Stealth Bomber. Served in the States and overseas, supporting B-2, F-4, F-111, B-52, U-2,
and SR-71 aircraft.

SAIC s site lead at the Air Force Operational Test and Evaluation Center (AFOTEC), Detachment 2,
Eglin AFB, FL. Leads multiple teams conducting combined developmental and operational test and
evaluation of new weapons systems through a variety of electronic warfare, air armament, and mission
planning systems task orders. Consistently earns Exceptional ratings from the customer on Contractor
Performance Assessment Reports (CPAR). Contract value for the most recent five-year period of
performance is $28M. Excellent record of adding business by increasing task scope. Increased the
$2.2M Electronic Warfare task order value to more than $9.4M. Grew the SAIC team from an initial 13
persons to a team of 29 personnel. Fully integrated the team which is geographically separated from
administrative and logistics support while including seven subcontractors from three different small
businesses. Seamlessly matrixes technical support from other SAIC business units and Alabama A&M
University, an institute on the Historical Black College/University register. Manages all contract tasks,
and all technical functions of the task orders, under projected cost and ahead of schedule. Maintains an
excellent rapport with customer through daily interaction and close coordination with the SAIC program
manager. Expedites customer task completion through programmatic channels and the use of a personal
network of associates to coordinate with customer test venues. Has frequent interface with
subcontractors, Government agencies, and support personnel to assist in keeping customer tasks under
cost and on schedule. Develops and submits a variety of flawless SAIC and customer periodic reports.
Provides expert analysis support and evaluation expertise to the operational test programs through
knowledge of the AFOTEC core processes (operational test planning, execution, and reporting).

More than 15 years of experience in Government (Department of Defense) contracting. Participated in
the $200M Operational Test Services (OTS) contract proposal won by SAIC in July 2000. Assisted
drafting and editing the technical approach volume of the successful bid. Participated in six successful
task order (TO) proposal responses capturing specific project work under the OTS umbrella. Wrote major
sections of the technical approach volume for the Engineering and Test Services contract awarded to
SAIC which started on 1 January 2006. Also reviewed and edited the management and past performance
volumes of this $400M contract. Wrote, coordinated, priced, and won multiple ETS TOs resulting in
award of $28M in work for the team at Eglin AFB, FL. Every submission, to include extensions of the
period of performance, resulted in a successful award to SAIC. Wrote the past performance volume of
the Fighter Operational Test and Evaluation Services (Fighter-OTES) contract in December 2010. Also
reviewed and edited the technical approach and management volumes. This effort earned award of a
$85M contract to support 5th Generation (Stealth) fighter aircraft test and evaluation. Wrote numerous
performance work statements for small business subcontractor support of SAIC ETS contract tasks to fill
specific critical skill requirements. Reviewed, scored, and selected competitive bid winners based on best
value, technical solution, and cost. Managed execution of $3M in these ETS small-business contracts.
Mar 96 Present Technical Responsibilities: SAIC Task Lead and Senior Logistics Analyst. Responsible
for SAIC team supporting Electronic Warfare (EW) tasks at AFOTEC, Detachment 2, Eglin AFB, FL.
Supports operational test and evaluation of multiple electronic warfare programs. Successfully completed
the suitability assessment of the Tactical Electronic Warfare System (TEWS) Band 1.5 system, both the
effectiveness and suitability assessments of the Common Aircraft Portable Reprogramming Equipment
(CAPRE) electronic warfare system memory loader/verifier, and suitability assessment of the Advance
Strategic and Tactical Infrared Expendable (ASTE). Supported the Joint Service Electronic Combat
System Tester (JSECST), COMET infrared expendables pod, Fiber Optic Towed Decoy (FOTD), and
Miniature Air Launched Decoy (MALD) programs. Supported the ALR-69A Radar Warning Receiver
(RWR) test program and the Advanced Tactical Targeting Technology (AT3) Advanced Concept
Technology Demonstration (ACTD). Performed suitability assessments and expert analysis of
Reliability, Availability, Maintainability, and supportability (RAMS) issues. Responsible for evaluation
of integrated logistics support (ILS) characteristics. Led efforts for test concept development, planning,
execution, and reporting for suitability issues. Planned and supported the B-2 Radar Modernization and
C-5 Avionics Modernization (AMP) and Reliability Enhancement and Re-engining Program (RERP).
Mar 96 to Mar 09: Senior Logistics Analyst supporting multiple electronic warfare programs for
operational test and evaluation for the AFOTEC. Responsible for evaluation of suitability issues such as
reliability, availability, and maintainability (RAM) and assessments of acquisition systems integrated
logistics support (ILS) characteristics. Leads efforts for test concept development, planning, execution,
and reporting for suitability issues. Planned and executed the Initial Operational Test of the F-15E Band
1.5 Internal Countermeasures Set jammer, the Joint Service Electronic Combat Systems Tester, the
Common Aircraft Portable Reprogramming Equipment, and the Strategic and Tactical Infrared
Expendables. Part of the Miniature Air Launched Decoy, ALR-69A Radar Warning Receiver, B-2 Radar
Modernization, C-5 Avionics Modernization, and C-5 Reliability Enhancement and Re-engining
programs test teams.
Sep 91 to Mar 96: Logistics Superintendent, B-2 Combined Test Force, Edwards Air Force Base, CA.
Led Air Force and contractor efforts performing flight and logistics testing. Responsible for all aircraft
maintenance and logistics, armament integration, technical data development, and combined operational
and developmental test and evaluation flights. Managed acquisition processes and program planning,
budgeting, and life cycle spares forecasting. Completed Stealth Bomber basic flight envelope expansion,
low-observable test flights, the first weapon separations, and aircraft propulsion and accessory system
maturity testing while demonstrating organic Air Force maintenance capability. Directed safe generation
of more than 8,000 flight hours.
Sep 90 to Sep 91: Bomber Branch Chief, 380th Organizational Maintenance Squadron, Plattsburgh Air
Force Base, NY. Led 300 personnel performing flight line maintenance and servicing of 36 FB-111A
aircraft. Maintained a nuclear alert force armed with short-range attack missiles and gravity weapons.
Generated more than 7,000 sorties and 15,000 flight hours. Deactivated unit due to base realignment and
reassigned personnel and aircraft to new missions.
Sep 87 to Sep 90: Aircraft Maintenance Unit Chief, 3rd Aircraft Maintenance Unit, 3rd Aircraft
Generation Squadron, Clark Air Base, Republic of the Philippines. Led 280 personnel maintaining 28 F-
4E precision bombing aircraft, generating more than 6,000 sorties per year. Earned the highest
Operational Readiness Inspection scores ever posted by an F-4 unit for aircraft generation, launch,
recovery, and regeneration. Selected by Pacific Air Forces Commander, General Merrill A. McPeak, to
lead the Pacific Air Force F-4 Gunsmoke aerial gunnery and bombing competition team. Earned
distinction by capturing five trophies, including Best Maintenance, Best Weapons Loading, and Best F-4
team.
Apr 84 to Sep 87: Maintenance Superintendent and Line Chief, Detachment 1, 9th Strategic
Reconnaissance Wing, Kadena Air Base, Okinawa, Japan. Coordinated, planned, and led maintenance
production efforts of 200 military and contractor personnel generating SR-71 reconnaissance sorties at the
direction of national and military command authorities. Primary duties included aircraft configuration,
generation, launch, recovery, and classified mission payload retrieval.
