SUMMARY
Innovative Research, Project design and development
Actively involved in important research on education innovations for three decades
from programmed instruction to educational technology, computers, internet and values
education.
Resourceful researcher in one of the first computer-assisted education projects at
Westinghouse Research Laboratories, at the Albuquerque Office where we tested CAI
principles for teaching reading to pre-school Navajo children. Has followed and
researched the subject for over thirty years (with several publications).
Has advised Ministries and Ministers of Education throughout Latin America and
in Africa, Qatar and East Timor with particular reference to educational reform issues.
An early innovator in distance education, developing and implementing the largest
distance teacher training project ever done in South America with over thirty-two
thousand participants.
Researched and developed innovative methods for teaching reading of English to
Spanish-speaking primary school children. Researched and developed innovative
teaching methods using cognitive and affective strategies to improve learning.
Developed innovative and creative textbook and page-layout ideas to improve
learning and increase metacognition as well as criteria for evaluating and choosing
textbooks. Has written policy documents for Venezuela, Paraguay and Peru on textbook
issues and general education policy for East Timor.
Developed education and health projects for World Bank, USAID and private
foundations (including preparation of several successful proposals).
Co-editor of the first sector analysis in education, in Korea, for USAID, as well as
similar analyses in Equatorial Guinea, Botswana, and a full social sector analysis in
Honduras (World Bank).
Decisive leader in the development of the concepts of cognitive strategies,
metacognition and affective variables in learning.
Extensive experience in curriculum, evaluation of learning, project evaluation,
textbooks and educational materials, educational technology, teacher training and
evaluation.

teaching investigating new methods to improve teaching.
Owned and operated his own private K-12 bilingual school, in Santiago, Chile.
Senior on-site Project Manager in the most important country-wide education
reform project in the Middle East, in Qatar (through RAND Corporation).
Publications
Has published twenty textbooks in three different languages on a wide range of
education issues, with high sales figures.
Editor and main force behind a widely distributed and highly acclaimed journal of
educational technology and psychology, Revista de Tecnolog a Educativa, and member of
editorial board of several other publications.
Fifteen major monographs (reports, sector analyses, etc) written for international
organizations, including one on How to Determine the Quality of Education.
Two hundred articles published on a wide range of education issues in refereed and
other journals, magazines and newspapers.
Teaching and Public Speaking
Persuasive teacher in graduate courses on Learning and related topics given in ten
Latin American universities.
Committed graduate level professor and teacher, also taught all grades of primary
and secondary school and ESL classes.

Distance Education for Teacher Training (I, 1979), Evaluaci n del Proceso de Ense anza-
Aprendizaje. Course offered though the Chilean National Teacher Training
Center (Centro de Perfeccionamiento, Experimenta-ci n e Investigaciones
Pedag gicas) with 32,562 participants. Co-edited the textbook, supervised
the television productions, prepared the final test, corrected tests and
analyzed final data. This was the largest distance teacher training ever done
in Latin America.
Distance Education for Teacher Training (II, 1980), Evaluaci n del Proceso de Ense anza-
Aprendizaje: Procedimientos Practicos. Co-authored the textbook,
supervised the television productions, prepared the final test, corrected tests
and analyzed final data.

I have given more than four hundred presentations and speeches in the last thirty-
five years. I have presented technical papers and participated in panels at professional
meetings in organizations throughout the Western Hemisphere. These include meetings
of the,

- InterAmerican Psychological Association,
- Chilean Educational Technology and Curriculum Development Associations,
- Brazilian Educational Technology Association.
I have been an invited speaker at professional meetings at universities in Argentina,
Chile, Per, Ecuador, Spain, Costa Rica, Colombia, Venezuela, Panam, United States,

Honduras, Guatemala, the Dominican Republic, Barbados and M xico. I have spoken to
Ministry of Education personnel in almost every country in Latin America. I made major
presentations in several multi-national seminars sponsored by the Organization of
American States on a wide range of subjects.
For example, in 1983-4, I gave a series of twenty-five talks on modern concepts of
education to all of the directors and pedagogical chiefs of all the public schools of Santiago,
Chile. I have also spoken frequently at meetings of private school educators, for example,
in the 1986 National Meeting of the Chilean Association of Private Schools (FIDE-
Secundaria) I gave a major talk on the place of Democracy in the School Curriculum and
in the 1993 National Meeting on Quality in Education.
