Implementing land use plans at sub-regional land in support of sustainable forestry; sustainable tourism;

sustainable aquaculture and agriculture, oil and gas development in the Muskwa-Ketchika management

area and mining access to mineral development lands

Establishing Land Information BC as the basis for a single integrated system for all land resource

information in the Province consisting of the following layers:

- Base maps: Terrestrial Resource Information Maps (TRIM)

- Integrated Registry for a sub-surface and surface tenures Crown lands

- Integrated Cadastre for all roads and subdivisions on Crown and private lands

- Integrated Data Warehouse for all resource information on Crown lands across the province,

available by web access

- Data Support- Special GIS information services for all resource agencies provided through Service

Level Agreements

Developing a Crown land Management Framework to determine the highest and best uses of Crown

lands and potential compensation when single purpose land uses are supported such as Protected

Areas and Treaty Settlement Lands

Establishing an inventory and management regime for contaminated sites on Crown lands where the

province has potential or actual liability for clean-up.

Negotiating economic protocol agreements with many First Nations associated with land and resource

management plans; economic opportunities in shellfish aquaculture, tourism and forestry or in

wilderness tourism.

Lead provincial government representative on the Fraser Basin Council, a not-for-profit Society with a

charter to advance sustainability throughout the Fraser basin.

Assistant Deputy Minister Regional Operations, BC Ministry of Environment, Lands and Parks

1994-2000

Responsible for administering seven regional offices and ministry policy for conservation and protection of

environment. Led negotiations for the province in resolving the dispute at Apex Ski Resort with the

Penticton Indian Band. Also led negotiation for the remediation fund of $30m to clean up the Britannia

site on Howe Sound.

Assistant Deputy Minister Environmental Policy, BC Ministry of Environment, Lands and Parks

1989-1994

Responsible for administering Departments in water resources; waste management; pesticide control; fish

and wildlife; air resources and contaminated sites. Introduced major legislation for waste management,

recycling and integrated pesticide use, comprehensive water policy for the Province.

1982-1988

Responsible for corporate environmental policy, environmental input to Province s Environmental

Assessment Process and land use planning.

Responsible for initiating and implementing watershed planning in British Columbia with pilot project in

Nicola Valley, Fraser River and Kootenay Rivers.

1973-1978

In 1973, the provincial government established a professional secretariat to the Environment and Land

Use Committee of Cabinet. The Committee was established under the Environment and Land Use Act in

1991 to provide advice and decisions to full cabinet on conflicting issues in land and resource

management in British Columbia. As director, I initiated the Provincial Government s policy for

Environmental Assessment of major projects and establish compensation agreements with BC Hydro

associated with the creation of Peace and Columbia River hydro projects.

Water Resource Planner, Federal Department of Energy, Mines, and Resources, Ottawa and Vancouver

1969-1973

Federal Co-chair of Federal-Provincial Comprehensive Okanagan Basin Study, a four year study of water

supply, water quality and governance of water resources for the Okanagan Valley. The program

concluded with recommendations to increase water conservation; significantly reduce nutrient loading to

Okanagan Lake; increase investment in sport fisheries and promote a single water authority across three

regional districts for integrated basin management.
