Radio Free Europe/ Radio Liberty (RFE/RL), Washington, D.C.

Represented the largest -surrogate- international broadcaster in the United States. RFE/RL is a quasi-independent broadcaster - primarily radio and the internet, but some television - that is incorporated in Delaware, headquartered in Prague, and is entirely funded by the U.S. Government. Broadcasts in Afghanistan, Iraq, Pakistan, Russia and 16 other countries in 28 languages, providing news, analysis and cultural information with a network of 19 bureaus and 750 freelancers.

Congressional Relations Manager, 2008 - 2012.

Serve as RFE/RL`s principle liaison to Members and staff of both the U.S. House of Representatives and the Senate, as well as other government agencies as assigned. Monitor and report to other senior managers on legislative developments, provide support to outreach activities directed toward the U.S. Government. Act as both point of contact for, and responsible for responding to, all Congressional inquiries. Write and assist in the development of report language for Congressionally required reports and other documents. Also provide liaison to other surrogate broadcasters, Voice of America and to mid-level staff on the oversight Broadcasting Board of Governors.

* Working with Congressional staff, developed legislative strategy to create special Pashto language radio service to the border region of Afghanistan and Pakistan. This service will expand RFE/RL`s Radio Azadi, which is the largest international broadcaster in Afghanistan. This was a $4 million supplement to the existing Azadi budget.

* Outreach efforts facilitated the development of a Congressional Public Diplomacy Caucus. The caucus includes members of the House of Representatives who have taken a particular interest in international broadcasting. Also provides a forum for Members of Congress to discuss those issues related to public diplomacy and international broadcasting

* Efforts facilitated, and helped to prepare for, a hearing by the House Foreign Affairs Committee`s Subcommittee on Europe on the activities of RFE/RL and Voice of America. Hearing put RFE/RL in an extremely favorable light and improved the image of international broadcasters with key Members of Congress

U.S. House of Representatives, Rep. Howard P. -Buck- McKeon, Washington, D.C.

Served a Member of Congress who represents approximately 600,000 people in southern California, including the Los Angeles suburbs and outlying rural areas. Member`s district is geographically the largest in California.

Director of Legislation and Communications, 2006 - 2007.

Served as both Press Secretary and Legislative Director. Supervised legislative staff, and developed legislative issues and strategies for Member's agenda. Research issues such as immigration, foreign policy, environmental issues, trade, congressional reform, judiciary issues, etc. Member is Chairman of House Education and the Workforce Committee.

* As Press Secretary developed new Member web site, including Member`s first e-mail newsletter and Tele-town hall meetings. These meetings allowed the Member to reach out to individual constituents, as well as earn the Member local media recognition for his innovative outreach efforts.

* Developed legislative strategies to push through the House of Representatives a number of the Member`s non-committee bills. Efforts resulted in enactment into law of Member`s tariff legislation, land transfer to Native American tribe, passage through committee of legislation to designate local wilderness area, and passage through subcommittee of private legislation.

U.S. Commission on Security and Cooperation in Europe, Washington D.C.

The U.S. Helsinki Commission is a U.S. Government agency that monitors progress in the implementation of the provisions of the 1975 Helsinki Accords. The Commission consists of nine members from the United States Senate, nine from the House of Representatives, and one member each from the Departments of State, Defense and Commerce.

Director of Communications, 2004 - 2006.

Developed and implemented press and media strategy with outreach both to national and international media, including television, radio and newspapers. Worked with individual Commission Members to advance Commission agenda and emphasize issues related to security, human rights, democratization and economic development in the participating states of the Organization on Security and Cooperation in Europe. Also developed outreach strategy to specialized journalists, academia, foreign embassies, think tanks and nongovernmental organizations.

* Prepare Commission press releases, op-eds, and letters to the editor. Arrange media events, press conferences, hearings and briefings on behalf of the Commission and individual Commissioners. Efforts resulted in enhanced media coverage of the Commission, including television appearances by Commissioners and staff on Voice of America, as well as domestic American media such as NBC News and U.S. News and World Report magazine.

* Implement outreach strategy to academia, think tanks, foreign embassies and non-governmental organizations. Efforts have resulted in enhanced cooperation between such organizations and Commission Members and staff, including increased participation in briefings and discussion groups.

* Organized large media events commemorating anniversary of the Helsinki Commission and the advent of Solidarity movement in Poland. Guest speakers included Henry Kissinger and Lech Walesa. Efforts resulted in greater recognition of the Commission by foreign governments.

* Worked extensively with foreign embassies and traveled to Poland and the Republic of Georgia as a representative of the United States.

Prior to becoming Director of Communications, valuable experience was gained as Legislative Director to various members of the House of Representatives, as an independent consultant to the U.S. Department of State and various think tanks, as Editor of the U.S. House of Representatives` Task Force on Terrorism and Unconventional Warfare and as a freelance columnist for 10 Detroit Area newspapers.
