Senior Manager (3rd Level) - Engineering, Program Affordability Leader

Drove the development and management of program target costing and lean enterprise implementation on two major Department of Defense programs. Valued at $25+ billion and $40 billion respectively.

* Achieved reduction of the acquisition contract for development and demonstration phase of $196 million.

* Achieved a reduction of $.5 million per airplane in production costs to place the program $7 million below the expected acquisition affordability target of $142 million per unit. Savings to the acquisition budget (108 airplanes) was $756 million.

* Drove the development of comprehensive logistical -basing- models for operations and support costs which were driven below target level to achieve a savings of $65 million per year or $1.625 billion over the expected 25 year operating life.

Recognized by the Engineering and Program Management Councils as the Boeing subject matter expert in Target Costing, routinely reviewed major programs across the corporation for application of Program Management best practices including Risk Management, Requirements Management, Baseline Management and Technical Performance Measures.

* Developed requirements forecasting model to accurately manage a 25 person fee-for-service organization for internal consulting target costing analysis and support.

* Developed the Boeing Program Management best practice of Opportunity Management. Received award for cross-functional development of Risk Management e-learning training.

* Led enterprise-wide strategic direction in target costing, culminating in the establishment of the Affordability Support department in Boeing, as well as an inventory of company-wide skills, people, processes, tools and data.

Chief Estimator Product Strategy & Development (1999-2002)

Managed Estimating and Financial Analysis for all product development programs. Led

the decision analysis group supporting the Office of the President to evaluate long term financial impact of company strategic scenarios.

* Reduced the developmental cost of the first 4 target costing implementation programs 29%-40% from the initial estimate. Savings ranged from $81 - $175 million.

* Developed decision analysis methodology which prioritized all engineering and advanced manufacturing R&D projects worth over $700 million for largest potential return.

* Developed cost estimating requirement thresholds for levels of technology readiness assessments and working cross functionally established company operating procedure for the same.

* Managed the business case analysis and associated risk assessment for all commercial airplane developmental programs, eventually leading to the launch of the new Boeing 787 Dreamliner, the best selling (pre-launch) commercial airplane in history.

* Developed a program scorecard and tracking system and a full day training workshop which has been used to train over 5,000 leaders, employees, and suppliers.

International Collaborative Ventures, (1996-1999)

Provided guidance to Boeing Commercial Airplanes office of the president, product strategy and sales & marketing. Responsible for business strategy development and financial evaluation of international collaborative programs, joint ventures, mergers, acquisitions and divestitures.

* Developed business case analysis leading to the development and launch of Korean Aerospace Industries and a multi-billion dollar production contract for F-15 fighters.
