Joel Greene is a broadly experienced mediator, adjudicator, and
dispute resolution professional who studied at the Harvard Project on
Negotiation. Joel attended the University of Puget Sound School of
Law, where he graduated at the top of his class and served two years
on the law review. Joel went on to receive a Master in Public
Administration degree from the John F. Kennedy School of Government
at Harvard University. During his career in Washington State
Government, Joel has been an executive in the Department of Natural
Resources (managing forest protection issues and state-owned aquatic lands), Deputy
Director in the Office of Marine Safety (creating a new state agency and developing policy
for the prevention of oil spills from large vessels in Puget Sound); serving as legal counsel
for the Department of Revenue (as lead attorney on multimillion dollar tax lawsuits
brought by Washington s largest corporations), as a Labor Relations Mediator/Adjudicator
(handling cases that set legal precedent and attract media interest), and he has been
President of the Board of Directors for the Dispute Resolution Center of Thurston County,
WA. As a mediator, he is known for his patience, communication skills, and ability to work
with parties who have reached seemingly intractable impasses. As an adjudicator, he has
conducted numerous hearings and written decisions about unfair labor practices, religious
non-association, and representation in union bargaining units. Joel has the skills to
effectively work with people in conflict because, as one client put it, Joel kept us all on
track and was extremely easy to work with. He was creative, non-judgmental, and
patient. Joel uses these skills to help organizations save time, money, and their
reputations while they co-create a shared future.
Recent Accomplishments
Sehome High School, Bellingham, WA. Consultant for organizational change.
Accomplishment: After interviewing approximately 55 teachers, staff, and
administrators, helped the School understand past organizational dysfunction and
establish a future course to address problems and restore positive, productive, and
civil working relationships.
Shoreline School District, Shoreline, WA. Labor Management contract negotiation.
Accomplishment: Under intense media scrutiny after a union vote authorizing a
strike, helped the parties resolve an intractable labor dispute so teachers could
return to their classrooms.
Port of Seattle, Seattle, WA. Trained 25 members of the Port s Labor Management
Committee in cooperative negotiation techniques and facilitated the first series of
Committee meetings. Accomplishment: Helped the group build a foundation for
successful self-negotiation of labor contract issues.
Gray s Harbor Juvenile Detention Center, Grays Harbor County, WA. Labor
Management Committee training. Accomplishment: Helped the parties address long-
term problems in their working relationship and taught them cooperative problem
solving skills to address future problems.
Benton County Deputy Sheriff s Office, Kennewick, WA. Labor Management contract
negotiation. Accomplishment: Helped the parties, who initially refused to be in the
same room, learn how to work together to resolve 30 open issues in their collective
bargaining agreement.

Northshore Utility District, Kenmore, WA. Facilitated a discussion between litigating
parties. Accomplishment: Resolution of their dispute without going to a hearing
before an administrative law judge.
City of Tacoma, Tacoma, WA. Mediation of a Labor Management contract dispute.
Accomplishment: Creation of a voluntary, mutually satisfactory resolution between
the parties that avoided the employer implementing new terms on the employees.
Chewelah School District, Chewelah, WA. Mediation of Labor Management
negotiations. Accomplishment: Helped the parties co-create a new contract
between the District and the union.
Peninsula School District, Gig Harbor, WA. Labor Management contract negotiation
Training. Accomplishment: Helped the parties resolve and reverse a long standing
adversarial relationship by teaching them cooperative negotiation skills and
techniques.
The National Judicial College, Reno, NV. Facilitation of the Administrative Law Fair
Hearing course. Accomplishment: Successful delivery of the course as a fill-in
facilitator after being selected by his classmates to replace the principal facilitator
who withdrew due to a family emergency.
