PROFESSIONAL EXPERIENCE

2009-September 2012 Team Leader, Agriculture Cooperative Development International/Volunteers in Overseas Cooperative Assistance (ACDI/VOCA), Diabaly, Mali. Overall leadership for training activities in rice and shallot production among 1030 resettling families on 5,200 hectares as part of larger Millennium Challenge Account (MCA-Mali) Alatona Irrigation project located in the Office du Niger irrigation zone in northern Segou. Facilitated synergies among Mali government institutions, farmer associations, and project donors. Supervised sixty national and expatriate staff for training in agriculture production/marketing, producer organization, credit management, and water management. Assures compliance in program deliverables, monitoring and evaluation and financial reporting in a three year $12,000,000 activity.

2007- 2009 Program Administrator, International Fertilizer Development Center (IFDC),

Bamako, Mali. Facilitates the processing of cotton sector partner grant contracts in support of marginal cotton producers in a three-year WACIP project serving Mali, Burkina Faso, Benin and Chad. Assists in the assessment of private and public partner institutions and the evaluation of partner proposals. Supervises the implementation of a $10,000,000 grants fund in support of improved agriculture productivity, access to financial services and credit inputs, cooperative organization, and artisanal products marketing. Reviews solicited and unsolicited grant proposals from public and private agricultural partner base. Supervises monitoring and evaluation training and reporting, and partner financial reporting. Assures timely budget reporting, purchasing and personnel administration for 34 full-time staff.

2003-2006 Chief of Party, ACDI/VOCA, Cabinda, Angola. Provides the overall management for the $4 million Cabinda Agribusiness Development Alliance (CADA) project, a five-year partnership between the Cabinda Gulf Oil Company (CABGOC), USAID Angola, and the Angola Ministry of Agriculture. The project promoted local and regional horticulture production and value chain based marketing, providing new employment for 715 women and men farmer producers organized individually and as associations in post war Cabinda. Successfully marketed 47 high value fruits and vegetables for marketing at the Chevron Malongo base, the Soyo base, and local restaurants and public markets. Employed improved varieties, low-cost drip irrigation, approved pesticides, and shade cover structures. Designed and implemented farmer marketing services and ag credit fund in collaboration with commercial bank BFA. The project generated over 800,000 USD in gross sales over first 36 month phase. Partnered with Eurajes Lda. for sub-grant promoting sustainable agriculture inputs store. Responsible for project development, staff management, financial reporting to USAID and CABGOC (Chevron), marketing and credit funds management, and cold storage maintenance and repair.

1999-2003 Country Representative, Opportunities Industrialization Centers International, Guinea, West Africa Overall Supervision of PL 480 Title II financed PAVE project based in Mamou, Middle Guinea. Project served over 20,000 women and men beneficiaries in Mamou prefecture in areas of agriculture production for rice, fonio and corn crops. Promoted integrated pest management strategies, natural resource management, credit loans and business training program, and health education interventions. Managed sub-grant to the Tolo poultry farm raising 10,000 layers per year. Assisted PVO Africare in monetization aspects of program, importing up to 2000 mt of vegetable oil annually for the PAVE project. June 1999- March 2003.

1998 Assistant Director for Programs, Bureau de Nutrition et Developpement (BND), Port au Prince, Haiti. Supervised food security distribution activities in collaboration with food coordinators for national program serving 10,000 tons among 250,000 beneficiaries in 9 departments. Beneficiaries included primary school students, health clinics, hospital patients, orphanages, elderly homes, prisons and other special programs. Carried out research for local capacities in agriculture and health support projects located in the Maissade Commune of the Central Department. January 1998 to August 1998.

1993-1997 Regional Director, Catholic Relief Services, Les Cayes, Haiti

Directed CRS Haiti Regional office which served up to 5,000 tons annually of USDA Food for Peace commodities to 90,000 marginal income beneficiaries through Primary School Hot Lunch programs among 300 school, hospital, clinic, and orphanage sub-grantees. Designed and implemented agriculture credit activities in support of fruit tree production, soil conservation, and small livestock production. Assisted flood victims through the provision of temporary shelter and food rations. Monitored warehouse storage, 10 truck fleet, handling and distribution of dry cereals and pulses. Supervised 5 managers with overall staff of 90 year round employees. Contributed to new program proposal development, narrative and financial reporting, and Controlled monthly expenses averaging US $ 30,000 per month. Intervened when necessary for emergency operations.

1991-1993 Project Coordinator, Africare, Inc., Guinea-Bissau, West Africa

Implemented first phase of a small business development project located in the Tombali region. Assisted in the hiring of 16 full-time cooperative trainers and 8 support staff. Assisted in business training courses for value chain analysis, farm planning, local and regional marketing 1050 farmers organized in 41 rural cooperatives. Created credit bank policy and management guidelines for rural-based credit service office with $500,000. capital base. Carried out formal training for credit service management among cooperative leaders and trainers. Implemented small business loans program through a sub-grant with national formal sector cooperative coordinating agency Solidami for improved financial serevices, agriculture marketing, and income generation. Supervised construction of project housing and office infrastructure. Extensive travel in country and regular administrative and financial reporting. January 1991-May 1993.

1985-1988 Cooperatives/Credit Manager, Africare, Inc., Mali, West Africa. Worked as part of an expatriate team to support long-term sustainability in wheat and rice production and marketing near Dire in the 6th region. 1981-1984 Project Manager, Cooperative for American Relief Everywhere (CARE), Inc., Mali, West Africa. Supervised the implementation of self-help water supply for low-income populations. Promoted household drinking water systems and vegetable gardening among 30 community work cooperatives in the Mopti region. Assisted in the design of technical training courses with local masons to transfer open pit wells construction skills to village populations. Coordinated materials purchasing, personnel management, and reporting for 60 person field staff. Designed Koro Agroforestry project.
