Assistant Director, Supervisory Foreign Military Assistance Specialist, and Contracting Officer
* Served as the principal professional advisor to the Director (military 0-5/0-6) on all matters relating to the Center's operations, participated in all matters relating to effective Center management, assisted in the establishment and attainment of Center training objectives, and supported organizational and functional interrelationships within and external to the Center. During the period of this employment served as the Acting Director for over 2 years in the absence of a Director ensuring a smooth running operation existed and single-handedly upgraded a behind-the-times Schoolhouse into a state-of-the-art training facility. This was accomplished by focusing efforts on obtaining funding to upgrade and turn the training facility's work areas and classrooms into a showcase and a premier training facility.
* Managed a composite workforce of contractor, government, civilian, and military personnel. This included supervisory oversight over four military (one Lieutenant (0-3), two Chief Petty Officers (E-7/E-8), and one Petty Officer (E-5), one GS-9 English Language Instructor and one GS-7 English Language Instructor (when assigned temporarily), and provided management guidance to the extensive contractor workforce that constituted the Center's instructor cadre, curriculum management team, and Royal Saudi Air Forces, Royal Saudi Naval Forces, and Kuwait Air Forces Liaison staffs. Responsibilities included, but were not limited to: Hiring personnel, planning and distribution of workload to be accomplished by subordinates; monitoring quality of production, evaluating performance of subordinates; providing advice/counsel, or instruction to individual employees on both work and administrative matters; identifying development and training needs of employees; consulting with specialists on those needs and deciding on training problems related to the Center; promoting Equal Employment Opportunities; and approving and disapproving leave and time cards. Provided expert leadership necessary to maintain an effective and productive workforce and ensured a continuous flow and exchange of information among employees.
* Organized, planned, and directed the development and execution of International Training Center preparatory and non-preparatory programs to meet multiple international military training requirements. Additionally, identified emerging training requirements and directed the development, planning and implementation of future training programs. Saw a need for several courses to be taught to our international partners and took the lead to develop the courses and to provide the oversight to have them brought onboard and be taught in the Schoolhouse. These programs included an extensive Manpower, Personnel, Training, and Education (MPT&E) seminar styled curriculum, as well as an Non-Commissioned Officers (NCO) Leadership Development program for both junior and senior international enlisted personnel.
* Coordinated international aviation training programs throughout the Naval Education Training Command (NAVEDTRACOM). Since international aviation training programs were carried out in several organizations within the NAVEDTRACOM, I was required to be the primary government focal point for coordinating the training pipeline support requirements for the Center's international students among the commands involved. Extensively my duties involved coordinating pipelines, resolving training matters, and day-to-day involvement with Royal Saudi Air Force and Royal Saudi Naval Force students and their Liaison Staffs. I quickly gained the confidence of senior Saudi officials since I was able to effectively communicate with them and was able to show them that I cared about their training and was willing to help them on numerous occasions with their aviation student problems and concerns.
* Attended planning and policy meetings and conferences by representing the Command and the Navy by ensuring that policies were adhered to under the Security Assistance Training Program (SATP).
* Coordinated all visits by foreign military officials to the Center. Provided briefings and developed itineraries for training liaison tours of the Naval Air Station, area commands supporting international training pipelines, and other local training facilities. Many laudatory comments were directed after such visits as to the hospitality that was provided to them during their stays in Pensacola.
* Assumed responsibility for and supervised all administrative matters pertaining to International Military Training. This included international student arrival arrangements, transportation coordination, international banking and currency affairs, berthing reservations, ID card acquisitions, and medical and dental care. In addition, followed all academic matters, handled all academic deficiencies including failure to report situations, academic failures, and in rare cases, student termination. Additionally planned and coordinated Informational Program (IP) activities, field trips and guest speaker engagements that included logistics transportation, lodging, meals, scheduling escort officers, disbursing IP funds and maintaining required documentation. The IP is designed to assist international military students assigned to U.S. military installations in acquiring a balanced understanding of U.S. society, installations and culture through lectures, tours, orientation briefings, and social gatherings.
* As the Contracting Officer's Representative (COR), was the technical representative to the Contracting Officer in the administration of a 30 + million dollar contract and assisted in oversight of an additional 99 million dollar contract. Specific duties included: Controlled all government technical interface with the contractor; ensured all government technical correspondence was in proper order and distribution was made; promptly notifying officials of any changes or deviations from contract; reviewed contractor invoices for compliance; prepared, coordinated and monitored all TDLs; made recommendations to prevent any problems; worked hand-in-hand with contractor to ensure the day-to-day operations ran smoothly with very few problems; checked on contractor performance in and out of the classroom, and ensured that both Government Furnished Equipment (GFE) and Schoolhouse equipment was monitored and accounted for; prepared all documentation in CPARS.
* Served as the command specialist, staff advisor, and manager of the IMSs.
* Ensured and coordinated input regarding policy or procedural changes pertinent to international military training and liaison with military department country managers and staff personnel, as well as with foreign liaison staff personnel.
* Reviewed IP objectives and developed, planned, and carried out an IP that was interesting and attractive to stimulate full and maximum use of local civic groups, education and judicial institutions, industries, and government facilities to demonstrate the all important theme of human rights. This involved arranging overnight trips, setting up transportation, lodging, food, and admissions for all international military students.
* As the international Test Control Officer, had full oversight for the English Comprehensive Level (ECL) entry testing system.
* Served as action and escort officer for command orientation tours and official visits by foreign dignitaries.
* Finally, but most important was building a strong relationship with various Country Liaison Officers (CLOs) and their staffs to be able to work with them in a coordinated effort on Security Assistance Training Program matters as related to their country. Worked with CLOs to solve problems on a local level as often as possible.
Naval Air Technical Training Center, Naval Air Station, Pensacola, Florida June 1996 - June 2006
International Military Student Manager
* As the International Military Student Manager, analyzed and managed all aspects of training related to Foreign Military Sales (FMS) and International Military Education and Training (IMET) programs; assisted and provided guidance in the management of diversified Security Assistance Training Program and Security Cooperation programs; planned, implemented, and managed the Informational Program (IP) for all international military student trainees assigned to NATTC. This position was often extremely sensitive because of the many different nationalities, customs and laws of the countries represented. Constantly had contact with different levels in the chain of command and outside to include Secretary of Defense and Secretary of the Navy officials, military department representatives, foreign embassy personnel in the U.S., as well as U.S. embassy officials in foreign countries. Every effort was made to resolve issues related with the international military students without causing any problems both within the command, but more importantly with any foreign country personnel. Additionally was responsible for determining Informational Program needs and formulating annual budget requirements for submission to the Secretary of the Navy via the Naval Education and Training Security Assistance Field Activity.
* Additional responsibilities included: Directed the administration, guidance, and instruction of over 100 international military students annually (most of the students are on-board in training pipelines for at least 3 months, with some students staying as long as 9 months who are in more intensive training pipelines).

* Maintained complete personnel and training records on every student.

* Managed the Informational Program (IP) for more than 50 NAVEDTRACOM activities with an annual budget of just under 1 million dollars.
* Reviewed and submitted changes to current U.S. Navy Training Plans relating to new acquisitions of weapon systems, aircraft, and ships to ensure future foreign training requirements were identified.
* Implemented international logistics program requirements by coordinating with various training activities to satisfy international training needs.

* Performed numerous Department of Defense pricing and availability training studies for training courses, as well as for the transfer and sale of ships, aircraft, and weapons systems under the Foreign Military Sales Program.
