President Identify and secure new clients requiring construction consulting services. Secure staff consultants for all disciplines. Plan and direct all company operations including construction cost estimating, construction management services, forensic analysis of catastrophic losses for the insurance industry, and litigation support for construction and insurance-related legal cases. Represent owners interest on new construction projects, and perform claims management support for construction-related litigation. Maintain client relations and negotiations.

Project Manager/Consultant Retained by The Aetna Casualty and Surety Company to manage a major claim for a fire-damaged 38-story high-rise office building located in center city Philadelphia, PA (One Meridian Plaza). Coordinated and managed a thirty five person staff during the stabilization phase of operations on site for more than two years leading up to the planned rehabilitation of the structure. Established cost control procedures, recommended retaining expert consultants to analyze damaged conditions, and selected an Architect to prepare construction documents. Reviewed and approved payment requests from consultants and contractors, established field monitoring operations for T&M work and coordinated the activities of over sixty consultants and experts during evaluation and repair design activities. Requested and received bids from all trades for the repair of the damaged building.

Managed financially troubled construction projects with bond default claims. Led construction management teams during the re-letting of defaulted subcontracts and determined if existing contracts contained sufficient funds to complete the work. Successfully provided expert witness testimony for various construction litigation cases.

CONSTRUCTION SERVICES

(1981-1989) Mellon-Stuart Company West Trenton, NJ (National General Contractor)

Vice President - As Vice President was part of a three-person senior management team that was successful making decisions regarding new work and contractor activities for all projects within our region. This work involved constant client and architect interface as well as project supervision and directing the operations of the estimating professionals and 75 construction specialists. With the bidding success we gained over the years, our company developed a backlog of projects that started in 1981 with $25.0 Mil. and grew to $780.0 Mil. during the eight year period that I headed up the estimating department. Successfully managed fourteen person estimating team bidding lump sum and negotiated projects. Followed up with purchasing of bid packages and administered all contracts. Managed the development of guaranteed maximum price proposals (GMP), lump sum bids, construction estimates, value engineering analysis, and scheduling activities for our Northeast Corridor projects. The departments success rating for bid jobs was 36%, and 25% for negotiated CM projects.

(1979-1981) Day & Zimmermann, Inc. - M.D.C. Systems, Inc. (Subsidiary) Philadelphia, PA

Manager, Estimating & Cost Control This group was a profit center and we continually secured new service contracts to achieve and exceed the established department profit goals. Also provided estimating support for the parent company's in-house engineering, architectural and claims management-consulting groups. This work included cost and schedule analysis for a variety of construction claims and engineering design projects. The average project size for this work was between $15 and $20 million.

(1975-1979) Gilbert/Commonwealth, Inc. Reading, PA

Supervisor, Civil/Structural Cost Engineering, Construction Services Division - Managed a professional group providing pre-construction and cost-related services to a variety of clients and projects (Fossil Fueled S.E.S., and Nuclear fueled plants both with transmission lines and switchyards). Established and met department budgets, marketing strategy, and policies and procedures in addition to developing in-house training programs and participating in sales presentations company-wide. Supervised the preparation of feasibility studies, economic evaluations, cost estimates, and cost accounting operations for commercial, utility and industrial clients. Evaluated contractor/subcontractor bids and recommended contract awards for CM projects.

Management Consultant, Management Consulting Division - Performed commercial property appraisal work for a government and private clients involved in sale, acquisition, merger, plant improvements, and internal accounting. Supervised a one year on-site privatization appraisal assignment for a Chilean electric utility with assets over $1 billion in preparation for sale of the entity to private investors.
