Mr. Levin is a chemical engineer and a registered professional engineer with more than 40 years of experience in environmental consulting and in private industry. He has an exceptionally broad range of expertise in environmental issues, including air and water pollution control, hazardous waste management, oil management and spill control. His experience includes compliance, permitting, resource conservation, pollution prevention and sustainability. For consulting organizations, he has successfully managed major programs, projects and tasks for both Federal agencies and industrial clients, and supervised staff and subcontractors. He has actively supported professional development of staff members, communicated effectively with client personnel, written proposals and directed proposal-writing teams.

PROFESSIONAL EXPERIENCE

Dominion Resources Services, Inc. (2005 - 2012) - Environmental Engineer

Responsible for environmental compliance services at Maryland and Virginia natural gas transmission facilities, including natural gas pipelines, compressor stations, metering stations and the Cove Point Liquefied Natural Gas (LNG) facility in Lusby, Maryland. Ensured facilities planned for and met all federal, state and local regulations (including wastewater discharges, air emissions and hazardous waste management). Conducted systematic facility compliance inspections and annual self-assessments. Supported biennial corporate environmental audits; responsible for addressing any audit findings. Responsible for interfacing with regulators on compliance and permitting issues.

Conducted annual refresher training sessions for operating employees and facility managers dealing with RCRA hazardous waste compliance and with SPCC Plan issues, including spill prevention and cleanup. Conducted Cove Point operator training on compliance with environmental regulatory and permit requirements. Participated in the preparation of Dominion environmental compliance guidance documents (to integrate environmental policies and practices across the various operating companies), particularly to cover Maryland-specific requirements (e.g., hazardous waste, used oil management, pollution control equipment malfunctions). Managed contractor preparation of environmental permit applications associated with a major expansion of the Cove Point LNG facility. Prepared air and NPDES (water) permit applications for various gas transmission system combustion turbines and boilers in Maryland and Virginia. Member of Dominion Transmission's Clean Air Steering Committee. Represented Dominion on an American Petroleum Institute study to establish a consensus methodology for estimating greenhouse gas (GHG) emissions from LNG transportation and industrial operations. Developed inventory of Cove Point GHG emissions.

Responsible for wetlands restoration and protection at Maryland sites. For example, oversaw environmental restoration of wetlands and waterways after construction of a new 45-mile natural gas pipeline in Maryland. Monitored measures to protect a freshwater marsh adjacent to the Chesapeake Bay. Oversaw wetlands and forest mitigation projects associated with pipeline construction.

Responsible for maintaining facility SPCC plans and monitoring stormwater drainage systems. Assured compliance with Maryland Oil Operations Permit. Managed a team (including the University of Maryland's Wye Research and Education Center) to eliminate whole effluent toxicity in Cove Point's industrial wastewater discharge. Managed the storage and transport of hazardous/non-hazardous wastes as well as used oil. Maintain Hazardous Materials Transportation Certification. Prepared the Cove Point Hazardous Waste Pollution Prevention Plan.

J.E. Levin & Associates, Inc. (1999 - 2005) - Private Consultant

Provided environmental consulting services to industrial clients, particularly the Consolidated Edison Company of New York's Environment, Health & Safety (EH&S) Department. For more than six years, conducted numerous projects in a wide variety of technical areas. Participated in Con Edison's EH&S procedures development committee, with responsibility for drafting various procedures and guidance documents covering EPA and OSHA requirements. Conducted training sessions on new guidance and procedures (e.g., emergency response, SARA Community Right-to-Know reporting) at The Learning Center, Con Edison's training facility.

For a management consulting firm serving the utilities industry, provided technical support for a variety of electric utility clients. Participated in a benchmarking study of best electric utility EMS practices for a western utility. Conducted research on the viability of wetland mitigation banks to offset damage to wetlands associated with construction projects. Also researched California consumer purchases of renewable energy products offered by marketing organizations in the state upon the deregulation of the electric utility industry.

A.T. Kearney, Inc. (1987 - 1997) - Principal, Environment, Health & Safety Consulting Practice

Joined this management consulting firm for a second time to resolve issues associated with an EPA contract to implement RCRA hazardous waste regulations nationwide. As Program Manager, restored client confidence and worked to ensure contract renewal. Managed a series of work assignments to conduct RCRA Facility Assessments and RCRA Facility Investigations at industrial and Department of Defense (DOD) sites requiring corrective action. Expanded environmental client base into the Department of Energy (DOE) and private sector clients.

For DOE, managed several contracts with U.S. Department of Energy (DOE) contractors at the Hanford Reservation to improve the management of hazardous and mixed waste remediation projects at DOE weapons facilities. Work included compliance audits, regulatory analysis, environmental risk assessment, and the development of policy documents for new and changing regulations. Participated in DOE's Cost Quality Management Assessment Team, which developed policies and procedures to more effectively manage environmental costs at nuclear weapons facilities; conducted onsite reviews at DOE Headquarters, Fernald and Nevada Operations.

Directed a detailed review of the Consolidated Edison Company of New York's EMS, and prepared a roadmap for attaining environmental leadership in the utility industry; helped to reshape their environmental policy, performance metrics and annual goals; monitored performance and subsequently conducted a comprehensive 2-year review. Participated in the development of Kearney's Stages of Excellence analytical framework for evaluating environmental management systems. For other clients, conducted environmental compliance audits for several industrial facilities and due diligence environmental reviews of manufacturing facilities being considered for acquisition or sale.

SAIC, Inc. (1985 - 1987) - Division Manager, Regulatory Compliance Division

Managed a division that conducted environmental consulting assignments for the EPA, DOD and DOE. Focused on quality improvement of the division's work products and increasing the size of the division -- achieved 50% growth in revenue and personnel in 18 months.

E.H. Pechan, Inc. (1984 - 1985) - Program Manager

Joined a small environmental consulting firm to help grow its client base. Secured new business from both government and industrial clients. For example, secured and managed an assignment from a large equipment manufacturer to determine the potential cost-benefit of building and operating large-scale "flow batteries" to provide load leveling for power plants. Also increased revenues by securing work under an EPA RCRA implementation contract.

A.T. Kearney, Inc. (1976 - 1983) - Principal, Environment, Health & Safety Consulting Practice

Joined a large management consulting firm as a manager to build their environmental practice. Elected a principal upon successful performance in business development and project management. Secured and managed a $15 million-per-year EPA contract to implement RCRA hazardous waste regulations nationwide at Headquarters and all regional offices; key activities included guidance document development, training, and Part B permit application review. Also secured and directed an EPA contract to support environmental research for specified industrial sectors; much of the work dealt with the feasibility of burning certain hazardous wastes in cement kilns. Managed a series of environmental assessments and EISs dealing with proposed Consumer Product Safety Commission regulations (e.g., ban of TRIS-treated sleepwear, reduced lead in consumer paints).

WAPORA, Inc. (1973 - 1976) - Director of Headquarters Operations

Joined a small environmental consulting firm based in Bethesda, Maryland as an environmental engineer. Based on successful technical, management and business development performance, received several promotions, and was ultimately designated as Director of Headquarters Operations within two years of being hired. Successfully developed and managed environmental contracts with both government and industrial clients. For example, won and managed a series of EPA contracts to characterize hazardous waste generation and management practices in several industrial sectors, and an EPA contract to environmental impacts associated with geothermal energy development. For a power company, managed a field testing program to establish the most effective biocide treatment dosage and frequency for cooling tower systems at a nuclear power plant.

A principal engineer on numerous environmental projects, including a NAVFAC study to evaluate sewage treatment alternatives for the Quantico Marine Base, an EPA study to develop wastewater effluent guidelines for the pulp and paper industry, an energy audit of a small chemical plant, and an EPA research study of control techniques for power plant cooling tower blowdown. Participated in preparing environmental impact statements on new power plants.

Amoco Chemicals Corporation (1967 - 1973) - Process Engineer

Conducted process engineering for various petrochemical product manufacturing units and utility services at Amoco's Joliet, Illinois Plant. Responsibilities included process troubleshooting, process de-bottlenecking and expansion, new equipment design, product quality control, and cost reduction at various chemical processing units and the utilities area. Prepared environmental reports and permit applications for the plant pollution control facilities. Conducted energy audits of various manufacturing and utility processes.
