Ministry of Education & Higher Education (August 2004-August 2006)

Last, Mr. Khachab was the Director of the Information Management Unit at The Ministry of

Education and Higher Education, Lebanon; He was recruited in August of 2004 to create and

launch the unit which is a part of a 56 Million USD World Bank Funded Education Development

Project (EDP). Mr. Khachab was responsible for IT functions including IT capacity building,

coordinate projects with H.E. Minister of Education and advisors, The World Bank, government

stakeholders, contractors, and consultants. Mr. Khachab was a member of many Ministry

committees including executive IT committee in charge to supervise automation projects

including Educational Management Information Systems / School Information Systems,

Organizational Audit and Development Committee contributing to an education strategy and the

organizational audit and reorganization efforts, Examination Automation Committee. Mr.

Khachab reported directly to the Minister of Education. The unit was launched formally in

March 2006.

The center of Banking Studies (CEB) (2003-2004)

Lecturer at The Center of Banking (CEB) Studies at the University of St. Joseph in Beirut

teaching IT Audit to professional bank auditors. The program was under the hospice of the

Institue of Internal Auditors IIA Chapter of Lebanon.

Arab University of Financial and Banking Studies (2003-2004)

Business Development Assignment (May 2001 July 2003)

Mr. Khachab was recruited by the largest steel trading group in the Middle East to deploy

technology - Decision Support Systems, and participate in the planning, strategy, and business

development functions including the purchase of a port, building a 150 thousand tons grain silo,

executing joint business service agreements, expanding the trading business to include other

commodities as grain and coal, investing into other segments of the supply chain.

KPMG Lebanon (1999 2001)

Mr. Khachab moved from KPMG Chicago to Beirut in October of 1999 to assume the

Consulting Managing Director position. Responsibilities included business development,

marketing activities, identifying business opportunities, meeting clients and local/regional

technology leaders, identifying prospects, and coordinating and developing proposals with other

KPMG international member firms. Preparing forecasts estimates of the unit to regional senior

partners. Leading Information Risk Management (IRM) review of KPMG Lebanon audit clients

including the American University of Beirut, HSBC Bank Middle East, ING Bank, Bank Misr

Liban, Banca Di Roma, and Regie Co- Interessee Libanaise Des Tabacs Et Tombacs, Societe

Nouvelle Bank Syrie et Liban (SNBSL). Issued IT Management letters to senior management in

both languages of English and Arabic as needed.

Lead the IT Assessment of the Management Information Systems at The Lebanese National

Social Security Fund (NSSF) Lebanon s largest fund. IT risks were identified and based on the

context of business processes, this audit approach was crucial for NSSF to understand the impact

of IT and the existing synergies with management of the business.

KPMG US (1997 1999)

Developed a test plan of the Oracle financial applications suite at The US Department of Energy

National Renewable Energy Laboratory (NREL), the world s premier national energy laboratory.

The Oracle modules tested are: General Ledger (GL), Project Accounting (PA), Account Payable

(AP), Inventory and Purchasing; and a legacy Payroll interface to GEAC.

Served as Technical Program Manager and Lead the development of the user acceptance testing

(UAT) processes of mission critical applications at Deutsche Financial Services (DFS), a multi-

national provider of specialized financing and servicing programs unit for one of the world s

largest financial institutions (1999). UAT activities included: Analysis and evaluation of the

business user s requirements; determination and documentation of the business functions and

processes; evaluation and determination of the inimum testing requirements; development of test

scenarios and test cases; and documenting all of the above activities including the testing results.

Managed systems testing activities over a one year period, and developed test workplans and

manpower schedules at four health maintenance organizations subsidiaries of Blue Cross Blue

Shield of Michigan (BCBSM) with yearly revenues of $ 900 million USD. BCBSM is one of the

largest midwest health insurers. Used a customized project and planning management control

(PPMC) tool to track project effort.

University of Nebraska Medical Center (UNMC) (1984 1997)

Designed and developed a WWW system to deliver faculty service and research information for

the University of Nebraska Medical Center (UNMC). The data includes faculty demographics,

university education, memberships in societies, student research opportunities, research support

processes, research interests and clinical expertise, publications, biography sketch, and

grants/contracts for one of the national leading transplant centers currently employing more than

10,000 employees and staff. Managed all interactions with the university s administrators and the

faculty at large. The system basically documented all research and publishing activities on

campus since 1986. The system format communicated effectively to the medical profession

[Academic Medicine, 64(1989), 319-325], [American Association of Medical Colleges Meeting,

Washington, D.C.,November 8-14, 1991].

Designed and developed a data bank for a cancer research laboratory for one of the world s

leading cancer scientists at UNMC, Dr. Sam Cohen. The bank was used in the data collection

for a wide spectrum of multi-disciplinary components designed to evaluate and model the

mechanism involved in the genesis of bladder cancer. Supervised data management, quality

assurance, reporting, analysis and coordination with statisticians. Designed and developed

summaries and analysis programs, and data entry forms for more than 130+ animal experiments.

Mr. Khachab served as a key member of this very productive team of more than 20 international

scientists from the US, Japan, and Europe as evidenced by the large number of multi-million data

points a year, and the large number of publications credits eminating from this research.

Designed and developed a specimen database system for the human genetics tissue bank at

Meyer s Rehabilitation Institute at UNMC to manage all bank s functions; Developed a complex

Radionuclide Inventory Tracking DBMS for the Office of Radiation Safety at UNMC to provide

the isotope records necessary to show the university s compliance with disposal regulations and

license requirements; Developed a purchasing requisition DBMS for UNMC Department of

Computing Services to track its purchase orders of computer hardware and software; Developed

using FORTRAN a computerized mathematical model to assess the performance of hormonal

treatment decision-making tests under variations in test sensitivity specificity, and probability of

treatment response.

Oriental Trading Co. (1997)

Lead a team of four business development consultants to design an entrance startegy for Oriental

Trading Co. (OTC) into the Middle East. Analyzed the Middle East region s cultures and

economics; and developed an entrance strategy, marketing strategy, local contacts, and

prospects. Developed an extensive professional business plan for OTC to operate out of Dubai

and to create a distribution center out of the Jebel Ali Free Trade Zone, UAE.
