ACCOMPLISHMENTS

Leadership Led and managed multiple operational military commands. Responsible and accountable for multiple type aircraft and over 400 sailors, contractors, foreign officers and a $500 million dollar operating budget. Established command philosophies and policies that stressed cultural safety, equal employment, sexual assault prevention, process improvements and strategic planning. Collaborated daily with various outside customers and senior management on critical schedule and budget issues. Units garnered various operational and safety awards.

Strategic

Planning Foresaw a critical need for resources to meet schedule and objectives 2 years out. Unit was not properly resourced for important test and evaluation efforts which if not addressed would have serious implications on major programmatic decisions. As an example, maintenance manning was 20% below target and aircrew manning was well below fit. A strategic plan was put together that addressed: where we were, what we have to work with, what's the desired end state, and a road map of how to achieve it. Assigned various problem solving teams ("tiger teams") to address critical areas specifically manpower, tooling, and maintenance documentation. All of these "tiger teams" worked in conjunction with outside organizations to solve a myriad of problems. In the end all areas were addressed in time to meet all schedule objectives.

Problem Solving Able to resolve problems in real time to overcome obstacles. Dealt with daily real time schedule issues during combat operations. Streamlined a more efficient process for document review with higher headquarters. Previous process caused confusion with respect to document control and delayed approval and signature of the document causing delays in meeting schedule milestones for the customer. New process improved the quality and timeliness of document products delivered to the customer.

Communications Capable and comfortable delivering written and oral program updates and briefs to senior management. Effective public speaker. Established unique way to enhance communications through the use of TV monitors throughout the organization. TVs displayed the squadron schedule, pictures and videos of current and past test efforts, squadron family events and awards and recognition for particular individuals.

Organizational

Optimization Reassigned more leadership manpower within the maintenance department in order to alleviate administrative burdens on lower management. Efforts allowed more actual maintenance time on aircraft increasing aircraft availability by 30%. Established a more robust command career counseling division adding and reassigning manpower to support Career Development Boards (CDBs) for enlisted personnel and a mentorship program. Within 4 months the division had completed required CDBs for the entire squadron.

Human Resources Resurrected a more robust command career counseling division adding and reassigning manpower to support Career Development Boards (CDBs) for enlisted personnel as well as a mentorship program. Within 4 months the division had achieved 100% completion of required CDBs for the entire squadron. Created a personnel transition plan for over 500 aviators in a community that was being decommissioned. Established an application process and created specific selection boards that successfully transitioned all aviators (desiring a transition) to other communities within Naval Aviation without any impact to career progression timelines.

Commanding Officer, Air Test and Evaluation Squadron One (VX-1) 2010-13

Naval Air Systems Command (NAVAIR), Patuxent River, MD

Commanding officer of over 400 personnel and six different type model series aircraft. Responsible for the safe execution of Operational test and evaluation of over 20 different systems. Test and Evaluation reports inform DoD leadership on key acquisition milestone decisions.

Legislative Affairs 2006-09

Office Secretary of Defense, Pentagon

Key military interface with the Office of the Secretary of Defense, the Deputy Secretary of Defense, the Joint Staff, the Service Secretariats, and the Service Legislative Liaison officials. Worked closely with the Under Secretary of Defense for Acquisition, Technology and Logistics (USD/ AT&L) and his Deputies to advance the Department's issues on Capitol Hill over three legislative cycles including a Congressional leadership change and a Presidential Administration change. Advice through legislative strategies and hearing preparation to key members of the Office of the Secretary of Defense proved essential in helping to ensure complete understanding and support for the Department's major weapon systems programs by Members of both the Senate and House of Representatives.

Commanding officer of over 250 personnel, six aircraft and a 10 million dollar operating budget. Responsible for the training and readiness and safe execution of flight operations for overseas deployment as part of a Carrier Air Wing assigned to a Carrier Battle Group.

Placement Officer (Human Resources) 2001-03

Naval Personnel Command, Millington, TN

Assigned as placement officer for a variety of aviation commands. Responsible for adequately manning those commands. During tenure was responsible for the personnel transition plan for over 500 aviators to other naval aviation communities.

Operations and Maintenance Officer 1998-00

Sea Strike Squadron Three Zero (VS-30), Jacksonville, FL

Department Head in squadron. As operations officer responsible for developing the daily schedule, managing the current schedule and developing long range plans for future operations. Additionally, was responsible for the tracking of various aircrew qualifications and training. As maintenance officer led a team of 150 maintainers in the daily maintenance of six aircraft.
